The Chair called the meeting to order at 2:06 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 - Approval of Minutes
2.1 - Approve the minutes of the October 15, November 13, and December 17, 2007 Pension
Trustees meetings and the October 31, 2007 Special Meeting as submitted in written
summation by the City Clerk.
Trustee Gibson moved to approve the minutes of the Pension Trustees meetings of
October 15, November 13, December 17, 2007, and the special meeting of October 31, 2007,
as recorded and submitted in written summation by the City Clerk to each Trustee. The motion
was duly seconded and carried unanimously.
3 - Pension Trustee Items
3.1 Accept the employees listed below into membership in the City of Clearwater's Employees'

Angela Aldrich originally was hired as full time on May 28, 1991; transferred to part-time
on September 24, 2001; transferring from part-time to full-time and pension eligible as of
October 29, 2007. Kattrina Dowd originally hired as part-time on August 20, 2007; status
changed to full-time and pension eligible as of November 12, 2007.
Trustee Petersen moved to accept the listed employees into membership in the City of
motion carried
Clearwater's Employees' Pension Plan. The was duly seconded and
unanimously.
3.2 Thomas Downes, Solid Waste/General Services Department; Jon Russell, Parks &
Recreation Department; Kenneth McAteer, Solid Waste/General Services Department; Robert
Cantrell, Solid Waste/General Services Department; and Anthony Holloway, Police
Department, be granted regular pensions under Section(s) 2.393 and 2.397 of the Employees’
Pension Plan as approved by the Pension Advisory Committee.
Thomas Downes, Solid Waste/General Services Director, Solid Waste/General
Services Department, was employed by the City on September 6, 1977, and his pension
service credit is effective on that date. His pension will be effective February 1, 2008. Based
on an average salary of approximately $82,421 per year over the past five years, the formula
for computing regular pensions, and Mr. Downes’ selection of the 100% Joint & Survivor
Annuity, this pension will approximate $67,350 annually.
Jon Russell, Administrative Support Manager, Parks & Recreation Department, was
employed by the City on August 31, 1981, and his pension service credit is effective on that
date. His pension will be effective February 1, 2008. Based on an average salary of
approximately $63,102 per year over the past five years, the formula for computing regular

pensions, and Mr. Russell’s selection of the 75% Joint & Survivor Annuity, this pension will
approximate $46,431 annually.
Kenneth McAteer, Fleet Mechanics Supervisor, Solid Waste/General Services
Department, was employed by the City on October 18, 1982, and his pension service credit is
effective on that date. His pension will be effective February 1, 2008. Based on an average
salary of approximately $63,000 per year over the past five years, the formula for computing
regular pensions, and Mr. McAteer’s selection of the 100% Joint & Survivor Annuity, this
pension will approximate $42,802 annually.
Robert Cantrell, Solid Waste Supervisor II, Solid Waste/General Services Department,
was employed by the City on March 21, 1977, and his pension service credit is effective on
that date. His pension will be effective February 1, 2008. Based on an average salary of
approximately $56,540 per year over the past five years, the formula for computing regular
pensions, and Mr. Cantrell’s selection of the Life Annuity, this pension will approximate
$51,296 annually.
Anthony Holloway, Police Captain, Police Department, was employed by the City on
August 12, 1985, and his pension service credit is effective on that date. His pension will be
effective December 1, 2007. Based on an average salary of approximately $88,329 per year
over the past five years, the formula for computing regular pensions, and Mr. Holloway’s
selection of the 100% Joint & Survivor Annuity, this pension will approximate $53,766 annually.
These pensions were approved by the Pension Advisory Committee on December 13,
2007. Section 2.393 provides for normal retirement eligibility when a participant has reached
age 55 and completed twenty years of credited service, has completed thirty years of credited
service, or has reached age 65 and completed ten years of credited service. Section 2.393
also provides for normal retirement eligibility when a participant has completed twenty years of
credited service or has reached age 55 and completed ten years of credited service in a type
of employment described as “hazardous duty” and further defines service as a Police Captain
as meeting the hazardous duty criteria. Mr. Downes qualifies under the age 55 and 20 years
of service and 30 years of service criteria, Mr. Russell qualifies under the age 55 and 20 years
of service criteria, Mr. McAteer qualifies under the age 55 and 20 years of service criteria, Mr.
Cantrell qualifies under the 30 years of service criteria, and Mr. Holloway qualifies under the
hazardous duty criteria.
Trustee Doran moved that Thomas Downes, Solid Waste/General Services
Department; Jon Russell, Parks & Recreation Department; Kenneth McAteer, Solid
Waste/General Services Department; Robert Cantrell, Solid Waste/General Services
Department; and Anthony Holloway, Police Department, be granted regular pensions under
Section(s) 2.393 and 2.397 of the Employees’ Pension Plan as approved by the Pension
Advisory Committee. The motion was duly seconded and carried unanimously.
3.3 Donna Wright, widow of William Wright, Development & Neighborhood Services
Department, be granted a death benefit under Section 2.397 of the Employees’ Pension Plan
as approved by the Pension Advisory Committee.

William Wright, Building Construction Inspector, Development & Neighborhood
Services Department, was employed by the City on October 31, 1994, and his pension service
credit was effective on that date. Mr. Wright passed away on October 9, 2007. Donna Wright,
widow of William Wright, applied for death benefits on October 22, 2007. Mr. and Mrs. Wright
were legally married on January 4, 1975, thereby entitling her to death benefits under
provisions of the Employees’ Pension Plan.
Mrs. Wright’s request for death benefits was approved by the Pension Advisory
Committee on November 8, 2007. The amount of Mrs. Wright’s pension will be computed by
the Finance Department at a later date. This pension will be effective November 1, 2007.
Based on an average salary of approximately $45,350 per year over the past five years, this
pension will approximate $16,140 annually.
The Mayor expressed condolences to Mr. Wright’s family.
Trustee Cretekos moved that Donna Wright, widow of William Wright, Development &
Neighborhood Services Department, be granted a death benefit under Section 2.397 of the
Employees’ Pension Plan as approved by the Pension Advisory Committee. The motion was
duly seconded and carried unanimously.
3.4 James Zetty, Public Utilities Department, be allowed to vest his pension under Section(s)
2.397 and 2.398 of the Employees’ Pension Plan as approved by the Pension Advisory
Committee.
James Zetty, Wastewater Treatment Plant Operator A, Public Utilities Department, was
employed by the City on June 4, 1990, and began participating in the Pension Plan on that
date. Mr. Zetty terminated from City employment on November 27, 2007.
The Employees’ Pension Plan provides that should an employee cease to be an
employee of the City of Clearwater after completing ten or more years of creditable service
(pension participation), such employee shall acquire a vested interest in the retirement
benefits. Vested pension payments commence on the first of the month following the month in
which the employee normally would have been eligible for retirement. Section 2.393 (p)
provides for normal retirement eligibility when a participant has reached age 55 and completed
twenty years of credited service, has completed 30 years of credited service, or has reached
age 65 and completed ten years of credited service. Mr. Zetty would have completed at least
10 years of service and reached age 65 on May 4, 2008. His pension will be effective June 1,
2008. This pension was approved by the Pension Advisory Committee on December 13,
2007.
Trustee Gibson moved that James Zetty, Public Utilities Department, be allowed to vest
his pension under Section(s) 2.397 and 2.398 of the Employees’ Pension Plan as approved by
the Pension Advisory Committee. The motion was duly seconded and carried unanimously.
