10/16/2007 PUBLIC ART & DESIGN ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER October 16, 2007 Present: Josh Bomstein Chair George Ann Bissett Board Member Mark Flickinger Board Member Davida Milne Board Member Absent: Alex Plisko Jr. Board Member John Timberlake Board Member Howard Warshauer Vice-Chair Also Present: Margo Walbolt Cultural Affairs Manager Christopher Hubbard Public Art Specialist Marsha Beall Staff Assistant The Chair called the meeting to order at 2:12 p.m. at the Municipal Services Building. At 2:50 p.m. the Chair turned the meeting over to Member Flickinger. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 – Approval of Minutes – July 17, 2007 Member Flickinger moved to approve the minutes of July 17, 2007 as submitted to motioncarried members. The was duly seconded and unanimously. 3 – Old Business a.) Private development status Mr. Hubbard discussed a new private development project: Harrison Village/Island View Condominiums. The developers for this project are working in three phases and want to defer the art investment to the third phase. This matter was not previously addressed in the current ordinance guidelines, therefore City Staff are discussing a possible revision to the guidelines that would allow them to secure a Guarantee of Payment clause with a guaranteed funding source made payable to the City to draw upon in the case of developer default. This change would not need to be approved by Council. (see 4d.) Mr. Hubbard updated members on the renovation of Clearwater Beach Hilton. This case is currently under review with the City’s Legal Department regarding permitting. Several permits have been pulled since the project’s inception, the highest being $4.5 million. Cumulatively, this project has passed the $5 million mark so the question is when to assess the developers based on the value of the project. Mr. Hubbard will continue to meet with the Legal and Planning Department. 4 – New Business 1 Public Art 2007-10-16 a.) Deaccession of Lizard Man – Artist Paul Eppling originally created the Lizard Man sculpture. The City acquired the sculpture through the Artist in Residence Program in 1977. Through the years the sculpture has deteriorated and been desecrated. It has now become a hazard to public safety and been temporarily removed from it’s location at on the bluff at Coachman Park. Mr. Hubbard submitted Deaccession of Artwork form, file number 2007-02-001 a to members and called for a vote. motion Member Flickinger moved for the permanent removal of the Lizard Man sculpture. The carried was duly seconded and unanimously. Mr. Hubbard has been in contact with Mr. Eppling who has offered two similar sculptures for purchase at $10,000 for the pair. Due to the extended installation period and their popular appeal, the City may opt to replace Sculpture #1 with Eppling’s existing sculptures once funding is secured. b.) Recommendations for FS48 Selection Committee On August 2, 2007 City Council awarded a contract for the go ahead to renovate the existing Fire Station Training Center on Belcher Road. This project will fall under the Public Art Ordinance that directs PADB to establish an Artist Selection Panel. Mr. Hubbard introduced an outline of potential citizens to serve on the panel. Members discussed the candidates and were in agreement with the following selection: Chair: Alex Plisko Arts Professional: Barbara Hubbard Arts Professional: Eric Higgs Advisor (non-voting): Richard Allison Members were asked to email Mr. Hubbard nominations for the Community Representative position. c.) Downtown stakeholders’ public art charette Ms. Walbolt announced the Downtown stakeholders’ public charette called “Imagine Art Downtown”is scheduled for November 8 at 6:30 p.m. at the North Greenwood Recreation and Aquatic Center. The focus will be on Streetscape Medians/Rotating sculpture proposal and Downtown Boat slips/Promenade. Participants will have a chance to provide input. d.) Ordinance revisions Mr. Hubbard referenced back to 3a. Private Development. The change in the ordinance would be on page 5 #3. The proposed changes would address the issue of a Guarantee of Payment to help meet the needs of a developer. Along with that proposal, removing the right of commission would place the burden on the developer to complete the artwork project before right of occupancy. This way the ordinance could be met, the developer satisfied and would result in the City’s best interest. Discussion ensued. At this point in time this one project is the only one calling up this scenario. Mr. Hubbard is seeking ways to negotiate an agreement with Island View developers. 2 Public Art 2007-10-16 e.) Exhibits/Events in City places City Hall- Hispanic Alliance of Tampa Bay Cultural Committee Artist exhibit The Big Read - variety of events throughout the month of October Clearwater Jazz Holiday - Oct. 18 - Oct. 21 at Coachman Park Chamber exhibit schedule - Jazz Holiday Posters Retrospective - ongoing thru November Davida Milne Photography - December 3,2007- February 22,2008 Upcoming Exhibits - City Hall Gus Ocamposilva - figurative paintings - January 2008 Anthony Jones - quilts (Black History month) - February-March 2008 f.) 2008 Meeting dates Members accepted the proposed 2008 PADB meeting dates: January 15, 2008 - April 15, 2008 - July 15, 2008 - October 21, 2008 Note: July 15 may need to be changed due to lack of meeting room. 5 - Items not on Aaenda Member Flickinger mentioned Pinellas County is hosting the "Color of Pinellas" art exhibit of Pinellas County employees, retirees, and their families through October 31, 2007 at the Pinellas County Court House, 315 Court Street. Member Bissett spoke about the recent Leadership Pinellas Arts & Culture day tour. The tour was throughout the county from St. Petersburg to Tarpon Springs. It was a full day visiting museums, art centers and Christopher Stills' gallery. Over thirty future business leaders attended the class. The focus was on public art and economic development. This was an excellent opportunity to learn more about Pinellas County. On October 4 Ms. Walbolt and Chris Hubbard held a public art presentation at Raymond James for over one hundred members of the Columbus, Georgia Chamber of Commerce who were touring the cities they consider to infuse "best practices in public administration". 6 - Adiourn The meeting adjourned at 3:35 p.m. The next meeting is scheduled for Tuesday, January 15, 2008, at 2:00 p.m. Municipal Services Building, Room 130. ~ ~? .. . -: IL~- Chai Pub IC Art and Design Advisory Board Public Art 2007 -10-16 3
