I am m receipt of your request concemmg the CIty'S posItIOn related to proposed changes to the
Pmellas Planmng CounCIl (PPC) Countywide Plan Rules for denSity for overnIght
accommodatiOn uses Please be adVIsed that the City AdmmIstratIOn, WIth the support of the City
CounCIl, has mdIcated throughout thIS process our support for the mcreases m denSIty proposed
by the PPC WhIle every City WIll ultImately make It's own deCISIon whether or not to adopt the
reVIsed denSIty regulatIOns, It IS our mtentIOn to act qUIckly to propose these changes for adoptiOn
by the City of Clearwater Of course, that process WIll Include public heanngs by the Commumty
Development Board (COB) for a recommendatIOn and, ultImately, a deCISIon by the City CounCIl
Regardmg the Marbella project specifically, it has been our deSIre to protect and encourage
overnIght accommodatIOn uses. on Clearwater Beach I antICIpate that we would work dIlIgently
WIth the project representatIves for the Marbella project m the event they WIshed to take
advantage of any such Increases m denSity to redevelop the property for overnIght
accommodatIOn uses Any such proposals would be conSIdered m the context of a Level II
approval and reqUIre a pubhc heanng before the COB

You gave them a letter on January 31, 2007 regardmg the CIty'S support for
mcreased denSIty for hotel umts What they are askmg for now, needs to be a
lIttle more project speCIfic
First: Here is some background:
The owners have approxImately 3 68 contIguous acres If they drop the
Marbella Condo plan and If the county plan goes through wIth the densIty
mcrease for hotel umts and the CIty adopts It, they could pOSSIbly get 125
umts per acre or 460 umts That still mcludes the proposed CIty garage on
Parcel B as that would not count agamst them for denSIty purposes.
There could be one hotel on the beach SIte where the current condos are
proposed (known as Parcel A), and one hotel on the Coronado SIte on the
OppOSIte SIde of 5th street from the garage The Garage IS known as Parcel B
and the property on the OppOSIte SIde of 5th street we WIll call Parcel C
There are 47 hotel denSIty umts left on Parcel C (Wayne Wells has confirmed
that) They could file an applIcatIOn for that fIght now for a hotel, and could
expand It later when and If the addItional denSIty got approved
All ofthat being Said, what they would lIke to have from you IS a letter
speCIfic to thIS 3 68 acres saymg that the CIty supports the plan the county IS
now consIdermg and, If the developers drop the currently approved Marbella
Condommium plan and the county denSIty is increased as currently proposed
and the CIty adopts It, that the CIty staff would support havmg 460 hotel umts
constructed on thIS SIte (125 units per acre X 3.68 acres = 460 umts) even If
there IS a CIty garage on parcel B
All of the above would, of course, be subject to gomg through the DRC/CDB
process for approval and conformmg to the reqUIrements of Beach by
DeSIgn.
What we are runmng mto on the beach IS that there are numerous hotel
developers who want to buIld on Clearwater Beach If the denSIty IS
mcreased So what has to be done now IS to convmce the developers lenders
to SIt back and walt and see what happens WIth the denSIty before they go
mto a pamc
Anyway, call be If you have any questIOns (458-4528) They Just need thiS
letter to be as strong as you are comfortable m makmg It and for It to be
speCIfic to this SIte. Let me know what you thmk
