OBJECTIVES AND PROJECTED USE OF FUNDS
GOALS
. To improve deteriorating neighborhoods in the City of Clearwater by
providing capital improvements. housing rehabilitation programs,
economic development and revitalization activities.

Ethics Ordinance No. 1637, in which public eI:lployees and public office
holders are required to uphold the Constitution of the United states, the
Constit"Jtion of the State of Florida, and the Charter of the City of Clear-,'jater--.
and to reaffirm the policy of 1:..1.e City to adhere not only to the letter but
to the intent of the Sunshine Law and the Public Records Lau.
The CHA Resolution relating to the Clearwater Housing Corporation,
the non-profit corporation chartered \U1der the Laws of the state qf Florida,
says that Clearwater Housing Corporation was chartered "for the purposes of
providing low rent housing for lease to the Housing Authority of Clea.rv7ater,
to aid in assuring a decent :place to live for f!!Vcry ci tize.!1, to !:lake available
safe and sanitary dwelling accommodations at rents which persons of low incon:e
can afford, to aid in reducing the excessive and disproportionate expenditures
of public funds for cri!lle' prevention, public health and safety, and fire and
accident prevention, all of 'Which are caused, in whole or in part, by unsanita..Ij~,
unsafe, and overcrowded housing..."
Looking at the stained ceiling at Barbee Towers while attending aforementioned
CFA Personnel Committee meeting there last llonday recinded me of the .)84,000
Escrow Agreement signed "to insure the satisfactory cO!:Ipletion of the 150 unit
hi-rise apartment" which \Vas signed and witnessed by folks like John S. To'iagstaff,
Norris Gould, Paul}!. Wade, Lewis Homer, Donald Mcfarland et al. Now the
taxpayers are being asked to spend additional large sums far roof at Barbee
Towers, part of it coming from Community I:evelopment Funds, with your approval.
No one seems to know how, when, or where the $84,000 Escrow Funds disappeared.
Not long ago, as the lJinutes of CHA will ShOll, a CHA Board member
likened Condon Gardens to a "rabbit hutch."
So I am also enclosing January 13, 1980 St. Petersburg Times (Clearwater
Times) story headlined: "CONDON FACTIONS SEEK SOLUTIONS. II Folks living in Condon-
~ns were and are worried and scared. I especially like the words quoted in
the story of 1Iichael Gray, "All individuals have a'responsibility to themselves
and their coI:!mitments." A YO'lmg mother mth child"came ha:J.e from work a..'OJ.d found
her apar-ment locked up and her possessions in the yard. II By golly, these tenants
are going to live up to the terms of their Lease??? But what about the well mown
men and women 'Who are public employees and public officials living up. to their
responsibilities?
I have studied the Lease between Clearwater Housing Authority and
Clearnater Housing Corporation, and the Assignment. I have studied the Escrow
.Agreement, the ACe, the City's Codes. 'Ihrow a young mother out of t.1.9 apartment
because she has not lived up to her responsibilit-J' to pay a month's rent (the
monthly rent runs about the same as the cost of a lovely hotel room for the
Ex. Dir. at a convention or traveling Housing Authority Board members for one
night at taxpayers' expense.)
I don't pretend to have all the answers. I am calling these matters to
your attention. Last Friday morning a special meeting was held by Board :!embers
at Barbee Towers starting at EIGHT 0' CLOCK IN THE llC?UllTG, and insufficient notice

the Sunshine Law; they are not newcomers to public service. I therefore invite
