community development performance which was received during the most recently completed Community Development
Block Grant program year, (2) the grantee's assessment of the comment, and (3) a description of any action taken or to be
taken in response to the comment, as required by Section 104 (d) of the Housing and Community Development Act of
1974, as amended, and by 24 CFR 570.906 (a) (3).

ROUSING ASSISTANCE PROVIDED
NARRATIVE REPORT
L STEPS TO MEET R.A.P. GOALS:
The City staff and the Clearwater Housing Authority have worked with private
housing developers to assist them in the provision of assisted low-income
housing. This assistance has included program explanation and assistance in
preparing of forms. During the reporting period, preliminary proposals were
filed by developers for the assistance of 231 elderly units and 256 family
units.
The City staff has worked toward identification of sites to be acquired upon
which assisted elderly and/or family housing can be constructed. Efforts
continue to identify existing housing units suitable for rehabilitation, and
applications for rehabilitation loans and/or advances are currently being
processed.
2. STEPS TAKEN TO IMPROVE ABILITY TO MEET R.A.P. GOALS:
The Community Development Department has. been successful in promoting the
rehabilitation of existing structures within our Neighborhood Target Areas,
and has provided assistance to potential homeowners in acquiring housing
units within our community.
The City has participated in the successful establishment of a Neighborhood
Housing Services Program in our South Greenwood Target Area. This program,
sponsored by the National Reinvestment Corporation, is assisting our revitaliza-
tion efforts in this older residential neighborhood.
We have worked jointly with the Clearwater Housing Authority in steps leading
to the acquisition and development of new housing units in the City. and we see
a continued improvement in their management of the Section 8 Existing rental
assistance program.
PROBLEMS ENCOUNTERED:
The City has encountered difficulty in reaching its estimated goals for housing
assistance for both homeowners and renters. These problems are largely beyond
control of the local community because they are caused by a reduced level of

The Moderate Rehabilitation Program for Landlords has not been effective because
of current high interest rates.
The City rehabilitation program for homeowners still lags behind the goals

ACTIONS TAKEN
1. The local Board of Realtors have increased their
number of member signees to the C011lIl1unity Housing
Resources Board (CHRB) voluntary agreement from
50 to 143, effective September 30, 1981, and have
set a goal of 250 for September 30, 1982. The
OCR Coordinator chairs this Board and a member of
the OCR Advisory Board and the CD Advisory Board,
Lois Martin. sits on the CHRB and was very active
in reaching their goal.
2. The OCR Coordinator chairs the State NAACP Fair
Housing and Local Fair Housing Committees.
3. The OCR has been designated a HUD Deferral Agency
and will process all HUD discrimination complaints
from Clearwater.
4. ACTIONS TO INCREASE HOUSING OPPORTUNITIES FOR LOWER-INCOME HOUSEHOLDS
RESUL TS
Over 143 signatures now on
hand and an ongoing effort to

The Office of Community Relations provides information regarding Federal and
local laws dealing with Fair Housing. The OCR also presents programs to community
groups in order to inform citizens of their rights in the area of housing. The
Office of C011lIl1unity Relations is responsible for enforcing Ordinance #1843 which
deals, in part, with housing discrimination.

CITIZEN'S WRITTEN COMMENTS
Five (5) written comments were received from citizens relating to the City's
community development performance during the most recently completed Community
Development Block Grant program year (October 1, 1980 - September 30. 1981).
Copies of these letters are attached for your information. It is noteworthy
that all five letters were written by the same person. A summary of the action
taken or to be taken regar?ing each, is outlined below:
Letter, dated October 13, 1980, reported on various problems at Condon Gardens,
a Clearwater Housing Authority housing project. These problems were discussed
with the CRA Executive Director for his attention -- action complete.
Letter, dated November 17, 1980, contained specific complaints regarding the
rehabilitation work done on the home of Mrs. Virginia DeWees; and similar
complaints regarding the work done for Mrs. Morrow. The DeWees case is still
open (not a CDBG rehab) pending receipt of an estimated cost of repairs and an
agreement to settle the case. (The City has offered to pay the cost of repairs
plus relocation). Regarding Mrs. Morrow, actions were taken to resolve each
complaint; however, Mrs. Morrow filed suit against the contractor and the City _
this case is pending.
Letter, dated November 20, 1980, reported on poor attendance at a CDBG Performance
Hearing held on November 19, 1980 -- a second hearing was held on December 16,
1980, with similar turnout -- action complete.
Letter, dated December 15, 1980, requested that CDBG funds not be utilized to
purchase the Drew Street Right-of-Way. The funds were reallocated to a drainage
project in North Greenwood, and the acquisition of Drew Street is pending
development progress (estimated time of donation 1983) -- action complete.
Letter dated July 6, 1981, complained about the steps taken to insure the safety
of school children at Palmetto School. Response by letter to the Palmetto
Elementary school is attached. No children were hurt during the entire period
of construction -- action complete.

HE: Safety of Our Students During the Road Construction Period,
Beginning in April to Present
It appears that prior to the starting of construction, during the early stages, and
right up to this point, little, if any, concern has been given by the City of Clean-later
to the safety of children from five schools (Palmetto, Kings High\':ay, Clean~ater
Comprehensive, Sandy Lane, and Kennedy }liddle).
During this construction period, on any day, children \-lho attend Sandy Lane and
Kings High1'lay, and live west of Holt Avenue, cross through your construction 'ever,y
day. At approximately the same time Clean-later Comprehensive students would \'laJJc
straight do\'m the middle of Holt Avenue Hhile heavy equipment has been in full
operation.
'Both Palmetto and Kennedy students have had to be re-routed by the schools, but the
City offered no personnel to see that children \'1ho \"!aJJC and bicycle stayed a\';ay from
those dangerous areas (i.e. an additional cross guard).
The Pinellas County School System, and each school, ma'.<e every effort to see that
the routes between home and school are safe, but this project on Holt Avenue is far
more than vIe can handle. In addition, it is out of the ordinary in nature. As lay
people, and not attorneys, we \'iould submit to you that if _any child is injured, the
contractor and the City will be held liable for not making a greater effort to protect
the children. Hm"!ever, vIe do not vlant this to happen and are sure you do not either.
In the future \"le \'lould suggest that before any such projects are planned, the City
should anticipate the many problems and inconveniences created by such an rmdertaking -
especially 1ilhen the lives of so many young children are at stake.

Gentlemen:
It is quite evident that your Committee was not kept informed of the
safety planning which the City's Public Works Department and the School's
Adminstration undertook in preparation for the Holt Avenue Construction
Project. Your letter states: "little, if any, Concern bas been given
by the City of Cleawater to the safety of children from five schools...."
This allegation totally disregards the true events that occurred in executing
this project. Considerable effort has been cade and is being made to avert
serious mislap at this construction site.
To begin with, the principals of Palmetto Elementary and Clearwater Com-
prehensive Schools, Robert Maglietta and Doug Gregory, respectively, were
contacted in advance of construction by the Traffic Engineering Depart~ent.
Such. contact explained that the construction was to occur soon. Hr. Gregory,
stated that he bad no 'serious problems with the proposed work beyond those
HI. MagHetta may bave. He asked that we deal only with !-Ir. Maglietta.
Further, the Project Engineer and the Traffic Engineer met with Jim MUler,
representing the School Board, at the project site prior to construction.
Before that meeting Hr. Miller had been provided a eet of the construction
plans, and the meeting was spent walking the project site to determine if

children from entering the project site. At the specific request of Np.
Haglietta, the City cord oDed off extensive boundariea of the vork' are4~

construction vas occurring on routes used by the children to and from' school.
construction personnel were vigilant in denying the youngsters' entrance'
into the vork area. However, frequently their instructions were ignored.
Once construction entered into the intersection of Palmetto Street and
Holt Avenue, Commissioner Garvey alerted Public Yorks of a severe interrup-
tion of the usual scbool route. A subsequent meeting occurred iDvolving
the Project Engineer. a representative of the Palmetto PTA and Mr. Kaglietta.
The first suggested solution came from the PTA representive ,.,ho offered to
provide volunteer crossing guards. Mr. Maglietta inserted that the Police
Department would be a better c.boice. Aft;er. the meeting, an inquiry by the
Project Engineer determined the Polic~ Deparb:ent did not have the personnel
to provide the extensive coverage required. Once this information vas
relayed to Mr. Maglietta, he stated he would institute a new route via
Eng-...an Street to Betty Lane and would person.a.1ly sopervi.se l't..1dent compli~'
ance. This procedure adequately addressed conflicts occurring during
school transit hours.'
Any o~her incidents of children attempting to interfere with construction
have been no differ.ent from those generally experienced on proj acts e:very-
lil'bere.
In summary, contrary to the assertions of the letter, tbe City always has
concerns about children around any project site. including tbis one. We
do recognize this project 18 unique due tbe the pro:rlmity of'the schools.
Tie have met with the approp-riate authorities and have participated in
extra efforts to avert interference by.tbe children. Extra expenses in
materials and labor have been put forth by the City to address the extra
controls necessitated by the nearness of the schools.
To our knowledge no c.h:ild has been injured on tbis project. Thi. is 'not'
due purely to luc-k. Zt is normal for tbose not experienced wi.th -i:h1Ji-:tVD~'

Tomorrow evening at 7:00 our Community Development folks will have
another Performance public hearing, and I would like to be present. However, at'-
the same time, Item z-2460 is scheduled to come up before Pinellas County
Commissioners. This is application of Sidney Colen through Frank C. Kunnen, Jr.,
for a change of zoning from A-E to R-6 of 57.6 acres lying on north side of Drew
st. and 470 feet East of Hampton Road and 39.2 acres lying at the Southeast corner
of Hampton Road and Drew Street, both parcels presently vacant. The Recommendation
is for denial of the requested zoning change from A-E to R-6 and further reconmends
approval of RPD 7.5 f or what I believe are vr:ry important reas ons , cons idering there
are Vietlands on site and considering the location of these critical acres. For
this reason, I believe I should attend the Pinellas County meeting tomorrow evening
instead of the Clearwater CD Performance hearing.
In 'the City of Clearwater's Application to HUD for East Clearwater
Improvements, there is mention of acquisition of Drew Street Right-of-17ay for
$150,000. I am enclosing Page 5 showing the East Clearwater Improvements on a
Map that was included in the GRANTEE BRFCRllA!~CE REPORT to hUD bearing signature
of ).nthony L. Shoemaker dated 11/26/80.
According to October 10, 1980, letter written by Sidney Colen: liTO
mOM rr MAY CONCERN: Mr. Harry Roberts, Ur. Herb Brown and Hr. Jack Kennedy are
in contract purchasing m:l property herein contained within the certificate of
ownership testifying to that fact. I extend the privilege for the above na"iled
persons to have the zoning changed to fit future needs. 1Z. Frank :\unnen, Jr.
will represent the above named purchasers and I give full right a!'ld pO\ver of attorne~r
to act on beha.1.:t: of both the purchasers and m:lsel.f in effectuating such a change."
In letter to 1!r. Sidney Colen dated December 3, 1980, LoE. .lllen,
.Assistant Director, Pinellas Co\m~ Division of Z0nin2, described property needed
far, right-or-way purposes: "If' your zoninaz petition is approved, it is the policy
of the Board of County COlIlIII:issioners to request dedication of the additional riE;ht-
of-way. In this way, not only your interest, but the interest of the general public
is served."
The Gity of Clearwater received notic~ of the Gomlty's public hear:!ng
regarding this area of nearly 100 acres, some of it north of Condon Gardens, and
notice was also sent to Clearwater Housing Corp. I informed Clea.n;ater Eousing
Authority and Exec. Dir. of this hearing when I spoke during "Citizens to be Heard"
at 1Jecember 10 CHA meeting.
In the transcript of previous public hearing, :.T. Ku.'"'lIlen said t."lat this

right-of-way to extend it out to McMullen Booth Road, through their park."
The transcript shows that Mr. Kunnen spoke of "a very bad need :in that
area for a mobile home park," and said he had already met with Mr. Healy :in
Clearwater and they have "discussed that area in mobile home parks."
Mr. Bob Gabriel of 7 S. Hampton Road in Clearwater spoke at the
previous County public hearing in cpposition, saying he lives with his family on a
on~acre homesite directly south of the property :in question and spoke of his
concern that this area wlll be overdeveloped, saying the area is prone to FLOODlNG:
"I am sure you are all familiar with the major flooding problems experienced by the
Brookwood, Brookgreen and Oakw1nd Apartments as well as the Kapok Trai1.er Park
Development," said Mr. Gabriel.
It would appear that it will not be necessary for the City of Clearwater
to spend Taxpayers' Money to acquire right-of-way from Colen, Kunnen, Brown, Kennedy
or. Roberts and the $150,000 mentioned in CDBG can be spent elsewhere. I also hope
that all folks on City of Clearwater Payroll will be informed on what is happening
:in East Clearwater with proposed land development.

CLEARW ATER-Seven persons were arrested on drug
charges and 25 pounds of marijuana were confISCated
after an investigation by Largo police and sheriffs
detectives. authorities said'Ibursday. .
- Largo police Sgt. John Piehl said detectives arranged
to buy one Pound of marijuana Wednesday night which
led to the arrest of tbree persons'in an unincorporated
area of Clearwater. Tbe other four were arrested later

- Stephen Haynes and JohiiRead.botb of 2783 Roosevelt
Blvd. Apt. 522. and Apri!Wmgo, 21, of 1741 Grove Drive,

Haynes was charged with sale and possession of mart-
juan and booked at Pinellas County-Jail on $15;000 bond.

her own recognizance.
Police detectives. arrested Renee Garrison at the

Scientology has been reassigned to - Pinellas Circuit
Judge David Seth Walker in St. Petersburg.
Circuit Judge Fred Bryson. who had handled the ease
.' for months. withdrew from it Monday. Bryson withdrew
after the. Sciento1ogists named him as a defendant in a
federal suit in Tampa. stemming from his decision this
summer to let the county grand jury continue an in-
vestigation of cult activities.
Cazares and his wife. Maggie, filed their suit in April,
claiming the Scientologists maliciously sued the fonner
Clearwater mayor in 1976 in an effort to nJin his finances
and reputation.
About 30 motiCX1S in the case, including one to set a trial
date, are pending. No hearings have yet been set.

The ruling by Judge Maynard SW8nson
wipes out Green's conviction and prevents

Louderback. said prosecutors would DOt
be able to try him on the same charge
unless they appealed to a higher court and
won.
A county; court jury convicted Green in
September 19'19. He was charged with
contributing to the deliquency of a minor
but convicted of a less serious offense-
attempting to contribute to deliquency.

city's beleaguered Rahabilitation Loan Pr0-
gram . which has been under aiticiam for
shoddy wor1n',......d.ip and poor manapment.
On Friday, crews for the North Americm
Roofmg Corp.. l2388 Starkey Roa~ had re-
moved the old rool aDd placed DeW shingles
on the western side. The ealItem sid.. howev-
er, wu lelt covered only by tarpaper lightly
nailed down. That is standard procedure for
.. a roofmg job that takes more thau one day to
complete.
Normally, that would be auffic:ient. to
keep the raiD out until shingles could be add.
ed. But heavy showers over the weekend
caused rainwater to get put the tarpaper bar-
rier aDd into the house, located iD a small res-
idential area behind the City Hall A.rme1
mQWJl as the Heichta.
"They (North Americm officials) told me .
they couldD ~t underat.and. how the water
came in," Mrs. Monow'aaid.. ..It was more o{

damages done to the houae. .

wall. that would not have had work done, will
have to be repaired..
"My understanding is that the contractor
has said he will fu whatever dam.q. wu
done," McFaw said.. "These thinp happen.

it all in one day."
Another company worJDnc under the
rehabilitation program. Croea-Indio Corp.,
came under review recently. Work that com-
pany did on a rool on a Harbor Oab hoWle
has yet to be approved by the city.
Building inapectors are u:pec:ted to com-
plete a final inapection report today on that
house_

Muhammad Abdul ~im had resigned as the ter~tsl spokeswan at the tenants'
meeting on October 1, 1980. ~!r. ?_ahim was appointed by Clearwater City
Comc.ission as a representative on the Comounity !::evelopcent ~~dvisory
Committee, as a resident of Condon Gardens, and I hope he does not resign

problems at this public housing project of mostly black faI!li.lies did not just
happen.
A fem weeks ago I tagged along with Don Jass and some of the CoI:IlllWlity
Development Neighborhood Advisory Boa:rd folks. This surely was an eye-opener
for some of us, starting in the South Greenwood neighborhood where I live and
then heading up to areas of North Greenwood where some black families live in
unbelievably horrible places. I've lived in Clearwater over 25 years ,and I
saw places in North Greenwood that I'd never seen before and was' glad I 'Was
safely inside a Church-owned airconditioned van. Then we found ourselves looking
at beautiful park at Chesapeake, but you can il!lagine we did not linger or get out
of the comfort and safety of the van at Chesapeake Villas\.
Mr. Jass showed us the City-built LAmmWMAT at Condon Gardens built
wi th CDBG funds. (A lady us ing a washing machine told me there had been no hot
water there for two months.) \:e noted the bathroom door had been kicked in. (IT.
M. Gray of CF_i\ later told me the door has been replaced T'tEEE times. llready.)
~. Jass for some reason did not include Condon Gardens Recreation Center on the
list of CDBG successfully completed projects and no wonder'. It was right next to
. the Laundromat, so we walked over to look at the locked building, peering through
broken windows. Shocking poor construction and design anyway, in my opinion, and
zero maintenance apparently. 'Iou really ought to go inside that so-called
Rec Build:ing, the m-ecked build:ing. Ti."lles Sept. 28, 1980 story is enclosed.
Last ~onday I attended a Personnel Committee neeting of ~~ at 3a:rbee
Towers. Sitting in Barbee Towers Recreation R.oom, I ;'jas reminded of the scandal
surround.:ing its faulty construction, recalling that the so-called ~odernization
and ~aterproo~ing does little to correct the faulty construction of this T~~ayer
Subsidized Project. Look:ing up at the stained ceiling in the Recreation Room at
Barbee Towers served to remind me of the missing Zscrow Funds for this ?roject.
