EQual Elu>loyment Opportunitl' (a) Activities 8Ild contracts not subject to Executive Order 11246. as amended. In carrying out the program, the Grantee shall not d1.ecr1m:1nate against any' 8IIployee or appl1c8llt for emp101Jll8nt because of race, color, religion, sex, or national origin. The Grantee shall take aftirmati ve act10n to insure that applicants foremplo)'IEnt are employed, and that employees are treated during emploYlllent, without regard to their race, color, religion, sex, or national origin. SUch action shall include, but ~ot be limited to, the fOllOWing. emplOJ1ll8nt, upgrading, demotion, or transfer; recruitment or recruitment advertislncl layoff or termination; rates of pq or other forms of COmpensation; and selection for training, including apprenticeship. The Grantee shall I I 5. post in conspicuous places, available to employees and applicants tor employment, notices to be provided by the Government setting forth the provisions of this nondiscrimination clause. The Grantee shall state that all qualified applicants will receive consideration tor employ- ment without regard to race, color, religion, sex, or national origin. This department has no objection to the Block Grant request provided all necessary permits are obtained for community improvement. Permits al~erequired for dredging and filling in watets of the state, construction and connection of sewage collection and treatment systems, potable water supply distribution and treatment facilities, drainage appurtenances and discharges in waters of the st3te under Chapters 253 and 403, Florida Statutes. Scheduled improvements involving any of the above categories should be coordinated with the appropriate department office prior to construction. The attached map is supplied to assist in the identification of the appropriate district, subdistrict or branch office to contact for further information. Early coordination of project plans may help . to eliminate problems in the permitting process. 2. Community improvements should not infringe upon envitonrnentally sensitive areas: such as flood plains, rare or endangered specie habitats or natural drainage courses.
