Community Development Grant Application
Part II - Narrative Summary
A. Community Development Plan Summary:
Clearwater's Capital Improvement Program and this first
year Community Development Block Grant application have as
their cornerstone, those Goals, Policies and Objectives
adopted by Clearwater in 1971 and reinforced over time.
Any new assessment of city-wide or area specific goals
and objectives will take into account the current needs and
desires of the City, of residents and of community organ-
izations, with resultant major policy changes reflected as
either amendments to the current years program or as areas
of emphasis in the second year application.
In general terms, the Community Development Plan
"identifies total community development needs. Funding of
these needs will vary from project to project and will.
consist of Community Development Block Grant funds, City
furnished funds, or a combination of the two.
The "Needs" portion was purposely kept as broad as
possible to merely indicate the genera. "Needs" categories
of the entire City without limiting th:! scope or extent of
r.ossible programs within the broad gen~ral categories. The
'Needs" categories purposely parallel t:he maj or subdivisions
of the Capital Improvement Program (Pul,lic Safety, Leisure,
Utilities, etc.) on a one-for-one basj.s except that Housing
and Redevelopment "Needs" directly relHted to elimination of
blight and/or assistance to the economically disadvantaged
were given added emphasis by establishment of three separate
housing "Needs" categories.
The "Long Term" objectives portion of the plan is less
broad. It addresses specific programs supporting the
previously established needs. In several instances more
than one long term objective is described in support of a
particular need. The most ~ignificant qu~lity of all of
the long term objectives is that they are projected for
completion at a point in time which is more.than three years
in the future.
The "Short Term" objectives portion of the plan
describes specific objectives targeted for initiation and
completion in less than three years with all of the short
term objectives directly related to one of the initial needs

and, in the case of "annual program" type activities, also
reflective of programs noted under "Long Range Objectives."
Thus, the quantity of Short Term Objectives (27) exceeds
that of either "Needs" (8) or Long Term Objectives (14).
All first year program activities, such as recreation
facilities at Condon Gardens, are directly related to one
or more of the Short Term Objectives.
All budgeted activities, except for city-wide activi-
ties such as "administration" and "development of a policy-
planning management capacity" are targeted for execution in
areas of the City where the residents have levels of income
that are classified as low to moderate. In this connection,
a few points of clarification are appropriate. By H.D.D.
definition, low to moderate income means a level of income
that is not more than 80% of the median income of the area.

Data from the 1970 Census indicate that only two of
Clearwater's sixteen census tracts clearly meet this criteria
and that only two additional census tracts come relatively
close to meeting the criteria. With this in mind, there are
two apparent defects in our first year Community Development
Program. First, we are not projecting the expenditure of
any first year Community Development funds in Census tract
254.02 (the area bounded by Gulf-to-Bay, Belcher, Allen's
Creek and Tampa Bay) even though this area is one of the two
clearly eligible low income areas. Second, we are proposing
Community Development fund expenditure3 in two census tracts
where family income levels are conside:ably higher than 80%
of Clearwater's median income.
The explanations for these inconsLstencies are as
follows: Census tract 254.02, while of low income, is
neither blighted nor does it have a high percentage of sub-
standard or dilapidated housing. Rather, it is an area
containing a relatively high percentage of mobile home units
with many of the units tenanted by elderly individuals and/or
couples subsisting on small but adequate pensions. Thus,
while tract income is low the tract does not, comparatively
speaking, have urgent Community Development needs.
Census tract 258 on the other hand (258 is the area
bounded by Lakeview, Ft. Harrison, Belleair Road and
Evergreen Drive), while having an overall income level just
under Clearwater's median income level, includes the
"Belmont" district, one of Clearwater's poorest areas in
terms of family income and also an area of minority group
concentration and an area with a large number of homes in
need of rehabilitation.' For these reasons, census tract 258
is a rational location for the expenditure of Community
. Development Funds.

Similarly, Census Tract 268.01 (the area bounded by
Highway 19, Gu1f-to-Bay, Tampa Bay, Alligator Creek,
McMullen-Booth Road and Sunset Point Road) had, according
to the 1970 Census, a family income level that was higher
than the median income for the City of Clearwater. This
is essentially unchanged today. However, since the
1970 Census, we have established in this census district
a low income Public Housing project consisting of 278
fa~i1y housing units. Community Development funds expedi-
tures in Census District 268.01 will directly or indirectly
benefit the residents of this Public Family Housing project
and are thus with~n the spirit and intent of the Community
Deve1opme!lt Act.
The Wood Valley Park Area is also in Census Tract
268.01, near areas built as "235" housing. Residents are of
mixed ethnic and economic background and facilities at Wood
Valley Park would directly benefit concentrations of
residents in the low to moderate income range. The City of
Clearwater has grown by more than 60% since the 1970 Census.
Thus, census data must be vie'Vled as other than a definitive
statement of current conditions.

Clearwater Community Development needs, together with
the long and short term objectives supporting the needs, are
shown on the attached forms. No segment of the total group
of lower income pers()ns in Clearwater is deemed to have
"special needs" and none are therefore identified in the
C.D. plan" summary.

based on spot field survey of new units and other data. The high vacancy rate re-
flects a large number of new condominiums and apartments in the higher price/rEnt
ranges which have never been occupied. Older housing stock vacancy rates have re-
mained stable. Those units listed as "substandard" include those without all
plumbing facilities or heating and dilapidated structures but do not include those
with abnormal deterioration and age obsolescence. These figures are based on
field surveys conducted by the City Planning Staff together with Census data for
those tracts not' surveyed. More definitive estimates will be established within
the first program year.

C. EXPLANATION OF PRIORITIES
The priority of qousing needs assistance is fir~ to the elderly
and then to large families. These priorities are in recognition of
the unique demographic age mix of this retirement community followed
by staff analysis' and judgement as. to the next major group needing
ass~stance. Rehabilitation of substandard housing using Conrrnunity
Development Block Grant funds and Federal Revenue Sharing Funds is an
additional priority item and an area being given special emphasis.

ASSURANCES
(INSTRUCTION~ The applicant must provide assurances and/or certify to all of the following items: ne
only exception is item No. 10 for which the applicant must certify as to either (a) or (b), or to both.)
The applicant hereby assures and certifies that he has complied with the regulations, policies, guidelines and
requirements of OMB Circular No. A-95. and that he will comply with the regulations, policies, guidelines and
requirements of Federal Management Circulars 74-4 and 74-7, as they relate to the application, acceptance
and use of Federal funds for this federally-assisted program. Also, the applicant gives assurance and certifies
with respect to the grant that: .
1. It possesses legal authority to apply for the grant, and to execute the proposed program; that a resolu-
tion motion or similar action has been duly adopted or passed as an official act of the applicants' gov-
.erning body, authorizil)g the filing of the application, including all understandings and assurances con-
tained therein, and directing and designating the applicant's chief executive officer as the authorized
representative of the applicant to act in connection with the application and to provide such additional
information as may be required.
2. It will comply with:
(a) Title VI'of the Civil Rights Act of 1964 (P.L. 88-352) and in accordance with Title VI of that Act,
no person in the United States shall, on the ground of race, color, or national origin, be excluded
from participation in, be denied the benefits of, or be otherwise subjected to discrimination under'
any program or activity for which the Applicant receives Federal financial assistance and will imme-
diately take any measures necessary to effectuate this agreement. If any real property or structure
thereon is provided or improved with the aid of Federal financial assistance extended to the Appli-
cant, this assurance shall obligate the Applicant, or in the case of any transfer of such property,
any transferee, for the period during which the real property or structure is used for a purpose for
which the Federal financial assistance is extended or for another purpose involving the provision of
similar services or benefits.
(b) Title VIII of the Civil Rights Act of 1968, (P.L. 90-284) as amended, and will administer all programs
and activities relating to housing and community development in a manner to affirmatively further fair
housing.
(c) Section 109 of the Housing.and Community Development Act of 1974 and in conformance with all re-
quirements imposed by or pursuant to the Regulations of the Department (24 CFR Part 570.601) issllcd
pursuan\ to that Section; and in accordance with that Section, 110 person in the United States ,hall on
the ground of race, color, national origin or sex, be excluded from participation in, be denied he bene-
fits of, or be subjected to discrimination under, any program or activity funded in whole or in ,art with
the community development funds.
(d) Executive Order 11063 on equal opportunity in housing.
(e) Section 3 of the Housing and Urban Development Act of 1968, as amended requiring that to tht. greatest
extent feasible opportunities for training and employment be given lower income residents of the project
area and contracts for work in connection with the project be awarded to eligible business COI.cerns
which are located in, or owned in substantial part by, persons residing in the area of the project.
3. Prior to the submission of its application, the applicant has:
(a) Provided citizcns with adequate information concerning the amount of funds available for proposed
community development and housing activities, the range of activities that may be undertaken, and
other important program requirements;
(b) Held at least. two I'Jblic hearings to obtain the views of citizens on community development and
housing needs; and
(c) Provided citizens an adequate opportunity to participate in the development of the application and in
the development of any revisions, changes, or amendments.
4. The applicant will:
(a) Provide fair and re,lsun;lble relocation iuyments and assistance in accordance with Sections 202,
203, and 204, of the Uniform Relocation Assistance and l~eal Property Acquisition Policies Act
(P.L. 91-646) and applicable lIUD regulations, to or for families, individnals, partnerships, corp-
orations or associations displaced as a result of any acquisition or renl property assisted under the
program;

(b) Provide relocation as"tancc programs offering the services desclbed in Section20S of P.L. 91-646
to such displaced famlIies, individuals, partnershi IS, corporations Jr associations in the manner
provided under applicable HUD regulations;
(c) Assure that, within a reasonable time prior to displacement, decent, safe, and .sanitary replacement
dwel1ings will be available to such displaced families and individuals in accordance with Section
205 (c)(3) of P.L. 91-646;
(d) Inform affected persons of the benefits, policies, and procedures provided for under BUD regulations;
and .
(e) Carry out the relocation process in such a manner as. to provide displaced persons with uniform and
consistent services, and assure that replacement housing will be available in the same range of
choices with respect to such housing to al1 displaced persons" regardless of race, color, religion, or
national origin. .
S. The applicant will:
(a) In acquiring real prop~rty in connection with the community development block grant program, be
guided to the extent permitted under State law, by the real property acquisition policies set out under
Section 301 of the Uniform Relocation Assistance und Real Property Acquisition Policies Act and the
provisions of Section 302 thereof;
(b) Payor reimburse property owners for necessary expenses as specified in Sections 303 and 304 of.the
Act; and
(c) Inform affected persons of the benefits, policies, and procedures provided for under HUD regulations.
6. It will give HUD and the Comptrol1er General through any authorized representative access to and the
right to examine alJ records, books, papers, or documents related to the grant.
7. The a'pplicant will comply with the provisions of the Hatch Act which limit the political activity of
employees.
8. It will comply with the provisions of: Executive Order 11296, relating to evaluation of flood hazards, and
E~ecutive Order 11128, relating'to the prevention, control, and abatement of water pollution.
9. The applicant's certifying officer:
(a) Consents to assume the status of a responsible Federal official under the National Environmental
Policy Act of 1969 insofar as the provisions of such act apply pursuant to this Part; and
(b) Is alltho~ized and consents on behalf of the applicant and himself to accept the jurisdiction of the
Federal courts for the purpose of enforcement of his responsibilities as such an official.
10. The Community Development Program:
D (a) Gives maximum feasible priority to activities which will benefit low- or moderate-income fam ilies
or aid in the prevention or elimination of slums or blight;
, D (b) Contains activities designed to meet other community development needs having a p,uticulaf urgency
which are specifical1y identified and described in the applicant's community development plan sum-
mary and community development program.
11. It will establish safeguards to prohibit employees from using positions for a purpose that is or giv~s the
appearance of ,being motivated by a desire for private gain for themselves or'others, particularly tr.ose
with whom they have family, business, or other ties.
12. It will comply with all requirements imposed by HUD concerning special requirements of law, program.
requirements, and other administr3tive requirements approved in accordance with Federal Management
Circulilr 74-7. "
