1) STEPS TO MEET HAP GOALS
During the program year City staff has worked with private housing
developers to assist them in the provision of assisted low-income housing.
This assistance has included program explanation and assistance in prep-
aration of forms. During the program year preliminary proposals were
filed by developers for the assistance of 48 family units within the City
of Clearwater.
City staff has worked toward identification of sites to be acquired
upon which assisted elderly housing can be constructed. This site iden-
tification is towards the end that site acquisition procedures will be
formally instituted upon the approval of the City's application for current
year funding which contains additional land acquisition funds.
The iden~ification of units suitable for rehabilitation is likewise
continuing and applications for rehabilitation loans are currently being
processed.
2) STEPS TAKEN TO IMPROVE ABILITY TO MEET HAP GOALS
The reorganization of the Housing Office during the past program year
and its continued expansion will assist the community in meeting the HAP
goals. The Section 8 Assisted Housing Program has been fully staffed and
the City is currently hiring a Housing and Relocation Aide to assist in
operation of the Rehabilitation and New Construction Programs currently
in operation. The planned reorganization of the Community Relations
Office of the City and the Housing Office will result in increased abil-
ity to monitor these programs and to assist in the provision of equal hous-
ing opportuni ties. -

1. By executing the Certificate of Ass-urance for Title VIII of the
Civil Rights Act of 1968, the recipient has agreed to ~dminister
its programs relating to housing and urban development in a man-
ner to affirmatively further fair housing. (Activities under
this category need not be limited to those funded under CO Block
Grants..) Listed below are areas of particular concern in which
specific actions can be taken to provide for greater housing
opportunities throughout the locality for minorities and women.
For the areas of concern listed below:
a. Check those in which studies or actions have been undertaken
during the program year.
b. On a separate sheet of paper, summarize the specific study
or activity and briefly describe the results and recommenda-
tions of the-study or the effects of the action.
As an example, a locality might examine the pattern of multi-family

Zoning
A study was undertaken to focus on zoning the
the declining areas of the City, and on the
possible effects of zoning on private residential
rehabilitation efforts. Results of the study
highlighted need for areawide rezonings commen-
surate with current use and for the removal of
residential rehabilitation constraints. Both of
these recommendations are being implemented.
