Box 4748 Clearwater, Florida 33518 Subject: TBlU'C Clearinghouse Review No. 173-77; Community Development Block Grant Application, City of Clearwater Dear Mr. Renando: In accordance ~th OMB Circular A-95 (revised), the Council staff has completed its review of your application for federal assistance and offers the following recommendations and/or comment: The proposal for a community development program including acquisition of proper- ty, public works, project area development and rehabilitation loans and grants is consistent with the Tampa Bay Regional Planning CouncilJs goals and objectives of promoting the development and expansion of programs designed to increase the availability of decent housing to low and moderate income households as well as ensure that public and semi-public facilities are planned as an integral part of community development. 'Ibis --.policy is contained in Future of the Region, adopted by the Council in April, 1975 and amended in February, 1977. The application is well prepared and reflects Clearwater's continued commitment to meeting the various needs of low and moderate income residents. The projects are logical extensions of previous community development efforts as well as similar community improvement activity in other areas of the city exhibiting the greatest need. The data used by the city to support the proposal appears to be the most current and indepth that is available for the community. As presented in the application and the HAP, the data reflects the prevailing housing conditions and acceptable assistance needed for the city's lower income households in the Council staff's judgment. The "expected to reside" and other goals of housing needs were based on the city's interpretation of available data. Areawide housing and functional plans (e.g. water, sewer, solid waste, trans- portation, health, education, air quality, etc.) will not be any more impacted than would be expected to occur in a growing urban community. No additional services or community facilities not yet developed or planned were identified by the staff to necessarily support the proposed housing goals established by the city. In summary, the Council staff does not find any significant inconsistencies exhibited nor any noticeable conflicts with other surrounding jurisdictional plans or goals as related to the city's Community Development proposal. CITY OF CLEARWATER Community Development Grant Application Part II - Narrative Summary A. Community Development Plan Summary: Clearwater's Capital Improvement Program and this third year Community Development Block Grant application have as their cornerstone, those Goals, Policies and Objectives adopted by Clearwater in 1971 and reinforced over time. In general terms, Clearwater's Community Development Plan continues to identify total community development needs. Funding of these needs will vary from project to project and may include Community Development Block Grant funds, City furnished funds, or a combination of the two. . The "Needs" portion of the Community Development Plan was purposely kept as broad as possible to merely indicate the general "Needs" categories of the entire City without limiting the scope or extent of possible programs within the broad general categories. The "Needs" categories purposely parallel the major subdivisions of the Capital Improvement Program (Public Safety, Leisure, Utilities, etc.). Housing and Redevelopment "Needs" directly related to elimination of blight and/or assistance to the economically disadvantaged were given added emphasis by establishment of three separate housing "Needs" categories. The "Long Term" objectives portion of the plan addresses specific programs supporting the previously established needs. In several instances more than one long term objective is described in support of a particular need. The most signi- ficant quality of all of the long term objectives is that they are projected for completion at a point in time which is more than three years in the future. The "Short Term" objectives portion of the plan describes specific objectives targeted for initiation and completion in less than three years with all of the short term objectives directly related to one of the initial needs and, in the case of "annual program" type activities, also reflective of programs noted under "Long Range Objectives." Thus, the quantity of Short Term Objectives exceeds that of either "Needs" or Long Term Objectives. All third year program activities such as the utility and street improvement project in the South Greenwood Target Area are directly related to one of the Short Term objectives. \..( ~ \ e e All budgeted activities, except for city-wide activities such as "administration" are targeted for execution in areas of the City where the residents have levels of income that are classified as low to moderate. Throughout this application the words "Target Areas" are used to describe six of Clearwater's Census tracts having low income and/or other special needs. Residents of the Target Areas will, therefore, be eligible to apply for Rehabili- tation loans or grants. The Census tracts thus identified are as follows: 259, 262, 261, 254.02, 258, and 268.01 Utilization of the R. L. Polk and Co. "Profiles of Change" data, specifically the Key Indicators-Rates portion of the Small Area Rank Order Summary -A, confirmed local needs assess- ments with regard to Census tracts 259, 262, 261, 254.02, and 258. Census Tract 268.01 is a special situation and 1S included as a Target area for the following reasons: Census Tract 268.01 (the area bounded by Highway 19, GUlf-to-Bay, Tampa Bay, Alligator Creek, McMullen-Booth Road and Sunset Point Road) had, according to the 1970 Census, a family incom~ level that was higher than the median income for the City of Clearwater. This situation is essentially unchanged today. However, since the 1970 Census, we have established in this census district a low income Public Housing project con- sisting of 278 family housing units. Community Development funds expenditures in Census District 268.01 will directly or indirectly benefit the residents of this Public Family Housin~ nroject and are thus within the snirit and intent of the Community Development Act. The Wood Valley Park Area is also in Census Tract 268.01 near areas built as "235" housing. Residents are of mixed ethnic and economic background and facilities at Wood Valley Park would directly benefit concentrations of residents in the low to moderate income range. The City of Clearwater has grown by more than 66% since the 1970 Census. Thus, census data must be viewed as other than a definitive statement of current conditions. Clearwater Community Development needs, together with the long and short term objectives supporting the needs, are shown on the attached form. Substandard Unit: A housing unit which does not provide safe and adequate shelter and re- quires major renovation to bring it up to the Clearwater Minimum Housing Code and/or lacking one or more essential plumbing facil- ities (hot and cold piped water, private toilet, and private shower or bath for the exclusive use of the unit). 2. Suitable for Rehabilitation: A unit in deterio- rating condition due to inadequate maintenance or accidental damage which requires repair equal to less than 75% of its value subse- quent to renovation, and/or having as the primary deficiency, the lack of one or more essential plumbing facilities. The unit must be located in a viable neighborhood either having adequate community facilities or with necessary capital improvements in the current C. I.P. program. 3. Data Sources and Methods Used: Data contained in Table I was developed by the City of Clear- water Planning Department. The base 1970 Census tabulations for housing units, were updated to reflect new private and public housing construction (based on Certificates of Occupancy), and losses through demolitions resulting from Code Enforcement, fire or other means. The vacancy rate is based on a study made by Florida Power Corporation on active vs. inactive electrical meters in Clearwater. The vacancy rate for December 31, 1975 of 8.78% was extremely close to the vacancy rate established by the local Post Office Department for a similar period (9%). The vacancy rate dropped to 7.07% as of December 31, 1976, and this downward trend is corroborated by an increase in developmental inquiries at both the City Building Department and the Planning Department. Most current interest is focused on the single family home market and on low density garden-type condominiums. There remains a substantial quantity of vacant luxury highrise condominium units on Sand Key, Clearwater Beach, Island Estates and the Bluff overlooking Clearwater Harbor (900~ units). The rental apartment complexes have been filling at a good rate, but there has yet been no recent inquiry into the construction of new apartments. It is important to note that while vacancy rates remain at the 7% level in this community, the rates are to a significant degree due to a very large number of housing units constructed during the mid '70s, the majority of which, fail to meet the needs of either the elderly/ handicapped or the large family segments of the City's population with housing assistance needs. i '.! e - 2 - . The availability of newly-constructed units will prove to be a valuable resource in locating families into Section 8 existing subsidized housing. The filtering up process will continue to exert a strong influence on the overall family market; however, there are few one bedroom existing units available. The Public Housing Authority complains of a waitin~ list for tenancy in its existing resources, and strongly supports the request for new construction of smaller-unit and large family low and moderate income housing units in Clearwater. Substandard housing estimates were computed through a proportional comparison of substandard units to total units in 1970 vs. total estimated units in May 1977. The city has made substantial progress in the elimination of very substandard and dilapidated housing units through strict code enforcement; however, our minimum housing code inspectors continue to find a number of deficiencies among the housing stock built prior to 1960. Accurate data is not available as to the current number of substandard units within our inventory, but because the recent construction of new housing units has doubled the number of units available, a factor of .5 was applied in determining the number of existing substandard units. Occupied substandard vs. vacant substandard figures were proportionally derived from the 1970 Census data. The breakdown of owner vs. renter was likewise derived. Suitable for rehabilitation figures were based on the experience gained from minimum housing code inspection reports which reveal that 66% of all units cited, as being below the city code requirements, do correct these shortcomings and become "standard." The housing needs addressed in the above prescribed goals have been focused on the full spectrum of the needs identified in Table II of this years H.A.P. The Section 312 rehabilitation loan program has been kept extremely low as we hope to begin using this program for the first time this year. Hopefully, with experience this source can be expanded. The plan is to utilize this source both inside the core of the target neighborhoods, and on the peri- meter as a hedge against the spread of existing blighting conditions. The CDBG rehabilitation program has been greatly expanded with both funding resource and the added feature of grants for homeowners. This coupled with a major move in upgrading streets and drainage facilities, and the extension of sanitary sewer service to the South Greenwood target area should prove a turning point in the revitalization of this neighborhood. There remains an urgent need for construction of elderly/handicapped and large family units in Clear- water. As stated in Table I attachment, the current housing unit vacancies are concentrated in newly constructed--high rent units which are nearly all family oriented (i.e. 2-3 bedrooms). Many of the elderly/handicapped population as well as the large family households in Clearwater are unable to se- cure housing which is affordable, or are simply unable to secure housing because the available units do not suit their needs. WHEREAS, the Housing and Community Development Act of 1974 provides Federal Block Grant Funds to designated cities and counties; and WHEREAS, it is expected that the City of Clearwater could receive such funds which would primarily be spent in low and moderate income areas of Clearwater in varied projects; and WHEREAS, the City of Clearwater already has on file with the Depa.rtment of Housing and Urban Development a Community Development program in the amount of $675,000; and WHEREAS, it is estimated that the Community Development Block Grant for the coming program year will be awarded in the approximate sum of $826,000, of which the entire sum is to be the Department of Housing and Urban Development I s share; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, IN SESSION DULY AND REGULARLY ASSEMBLED, AS FOLLOWS: 1.
