This boundary will be considered the permanent boundary for future project purposes. Be sure to replace the previous boundary description with the J revised boundary in the public records which contain the "Notice of Limita- tion of Use" statement. We should have a copy of the warranty deeds for the additional parcels; please send them. We have a copy of the deed from PACT, Inc. V Please forward the revised site plan when available. It is our under- standing that the development concept will not change but will be realigned to accomodate the increased size of the park. Also, forward for Departmental approval the project's final plans and specifications before the bid is advertised or force account construction starts. After Departmental approval, the City must execute the pre-construction certification and forward it to this office. If the project is to be contracted out, a copy of the bid advertisement, bid tabulation and proposed contract must be sent to and approved by this Department prior to executing the contract. When construction on the project begins, this Department must be notified. The information packet which was sent with the project approval letter explains these requirements in greater detail. With an annual average of 1200 BTU/ suo ft. /day in the Clearwater area, as an eX;Jmple, Florida is a prime receiver of solar energy. In addition, the City of Clearwater is on the Pinellas County peninsular and with the temperature differentials between land and water, experi- ence significant air flows. Between the solar radiation and the wind, Clearwater is exposed to a substantial quantity of untapped energy daily. The Moccasin Lake Energy Center is designated to demonstrate in a practical and tangible way how this energy can be tapped, in addition to other interpretation of natural resources and the significance to human society. If the Moccasin energy facility was built as a traditional nature park shelter, an estimated $22,000,00 in equipment plus some sidewalk construction expense could be saved. However, a direct comparison between a conventional shelter facility and the energy facility is not appropriate. The Moccasin Lake energy facility is intended to be a shelter providing a demonstration of comtem- porary energy conservation measures. It moves beyond shelter to active demonstra- tion of nationally significant energy conservation technology. The facility will show a direct application of energy conservation in a park setting. It will also show systems that citizens can adapt in their own homes and businesses, but which they do not normally have a chance to see firsthand in a non-commercial environ- Illen t . While there is some differences between a basically open interpretive center and conventional recreation halls, the technology of the energy facility can also find applications in other facilities of parks and recreation departments. It is estimated that a recreation hall of similar square footage to the energy facility would cost approximately $1,800.00/year in electricity and $400.00 in other utilities, or $2,200.00 a year. If the additional equipment cost $22,000.00, there is an approximately payback period of 10 years at current utility rates. Since electric rates, at least in Clearwater as an example, have doubled in the last 10 years, a payback period of approximately 10 years would be the m;JXimllm estimated payback time for the application of the energy facility technology in traditional parks and recreation facilities. STATE ENERGY OFFICE CONCURRANCE The Moccasin Lake Energy Center Proposal has been reviewed by the Florida Solar Energy Center - the State's energy office - and has its full support.
