Mr. Pensa brings over 30 years of diverse experience in leading the planning
and entitlement processes for private land development projects across
Florida, as well as public sector planning and development review for local
governments.
Mr. Pensa's areas of expertise include conceptual site and master planning,

use entitlements, as well as community engagement and public speaking.

Supervises the Planning and Landscape Architecture staff in McAdam's Tampa and Orlando metro offices
including project management, preparing and reviewing reports and other work products, GIS and due diligence,

Dune Preservation Zone Standards ordinance: This project involved research and preparation of dune
preservation zone standards applicable to all existing and proposed structures located within the City limits
and fronting the Gulf of Mexico. Development of the ordinance included numerous Planning & Zoning Board
and City Commission workshops and public hearings.

PLANNING MANAGER / ACTING ASSISTANT COMMUNITY DEVELOPMENT DIRECTOR I CITY OF LARGO, FL
Supervised the Planning & Development Services Division including project management, preparing and reviewing
reports and other work products, and personnel training. Oversaw multi-department/agency development review
(design review, site plan, plat, concurrency, land use amendment, variance, vacation of easement/right-of-way,
annexation), long-range planning (comprehensive plan, business/neighborhood plans), 6 -year capital
improvements program (CIP) and biennial budget.
Key Accomplishments:
Comprehensive Plan: This project involved preparing EAR -based Comprehensive Plan amendments to the
City's Economic, Recreation/Open Space, and Capital Improvements Elements. These efforts were
coordinated with affected City departments, the Largo Chamber of Commerce and other business/community
groups to obtain public input prior to presentation to the Planning Board and City Commission for adoption.
Comprehensive Development Code: This project involved research, preparation and implementation a
performance-based sign ordinance and numerous other revisions to the city's performance-based land
development regulations. These efforts were coordinated with the Largo Chamber of Commerce and other
business/community groups to obtain public input prior to presentation to the Planning Board and City
Commission for adoption.
Community Development Emergency Operations Plan: This project involved development and
implementation of a complete restructuring of the department/city's emergency management processes and
the training of multi -department teams to conduct post -disaster initial impact, damage assessment, and
recovery operations. These efforts were coordinated with affected City departments and the City's
Emergency Operations Manager.
Good Neighbors Partnership: This program involved developing and administering a program to provide
technical assistance and matching grants for the development and implementation of neighborhood -initiated
planning efforts. Program services included being the City's planning liaison to neighborhood/ homeowners'
associations and providing "point of contact" coordination with other municipal support services such as
crime watch, neighborhood policing, focused code enforcement, neighborhood/vacant lot clean-up days, and
parks/recreation services. Grant program management included multi -department review/scoring of

matching grant applications, preparation and presentation of project funding recommendations to the City
Commission, and authorization of incremental project progress payments to grant recipients.
Yachthaven Estates Neighborhood Improvement Plan: This project was a cooperative partnership between
the City and a severely declining neighborhood to develop a course of action for private and public initiatives
to improve the neighborhood's quality of life, safety and property values, which included public infrastructure
improvements, architectural/site design standards for construction on substandard lots and renovation/
replacement of existing nonconforming structures, and assistance through the CDBG/ SHIP housing rehab and
replacement loan program. Development of the improvement plan and companion land development code
amendment included numerous neighborhood, Planning Board and City Commission workshops and public
hearings.
Ulmerton Road Widening: Represented the City of Largo's interests in FDOT's acquisition of land to widen
Ulmerton Road within the city limits and coordinated with FDOT/FDOT's consultant to research cure plan
options for effected properties.
Professional & Community Leadership:
Pinellas Assembly Transportation Task Force: Professional staff representative for the 24 municipalities in
Pinellas County.
Largo Strategic Plan: Group facilitator in city visioning workshops for City of Largo.
