approve.the minutesfor lune 6,2426,with clarification regarding a..previous discussion concerninvhe
Armory purchase price.and the disposition of any remainingfunds.ifth.e final purchase price was less than$2
million.Staff acknowledged the ctarification request.The motion was made by MemberMenard and
seconded by Vice C.hairTurman. The motion carried unanimously.

Third.Quarter Budget Amendments-Fiscal Year 2025-2026:CRAAssistant Director Anne Lopez presented
the pro posed Third Quarter Budget Amendments for:Fiscal Year 2025-2026.
Highlights included:
.is Reduction in taxincrement revenues.received from Pinellas:County.and.the City.of Clearwater.
e Increased interest earnings.
• Adjustments tooperating expenditures to better.refLect anticipatedyear-end expenses.
■ ReaRocation.of$500,000 from Public Infrastructure to establish a.dedicated budgetforThe Village
(Container Village)Project.
■ Adjustments to County Mobility funding based on revised revenue projections.
FoRowingthe discussion,staff requested the Committee's recommendation forapproval of the
amendments.A motion was made.by Vice Chair Turman and seconded by Member Menard.The motion Was
carried unanimously.
Pubtic Comment:
Clifford Mills requested cEarification regwdingthe difference between professional services and general
administration budget categories.staff explained the fundingsources and budget structure-for CRA
operations.

CRA Assistant Director Anne Lopez presented the proposed Fiscal Year 2026-2027 North.Greenwood CRA
Budget.
Highlights included;

provided an update on the North Greenwood Land Use and.Zoning(Overlay)Project:

Updates an the Armory
Assistant City Manager Alfred B..attle provided an update on the Armory redevelopment project.
Highlights included:
■ Dave lopme.nt.agreement negotiations.rem ain.ongoing,
The agreement Is expected to be returned to the Committee in August.
Key provisions under discussion include-
• A 15-year development agreement.
• Retention of the existing building,
• Warehouse and distribution center use.
• Purchase price of$2 million.
• Creation of 30 new jobs over 15 years.
• Local hiring and workforce development opportunities.
• Internship and apprenticeship partnerships,
• City's future repurchase option if development obligations are not met.
No Committee action was required.
6.CRA Updates:
6.1 [D#26-0780 Residential Exterior Improvement Grant Program Revisions
Marilyn Browne,Clearwater CRA Specialist,presented proposed revisions to the North Greenwood
Residential Exterior Improvement Grant Program.
The revisions included:
• Clarification of grant payment procedures,
• Addition of mailboxes as eligible improvements.
• Updated reimbursement procedures.
• New acknowledgement regarding issuance of IRS Form 1099.
Staff emphasized that the revisions do not change:
• Program Intent.
• Eligibility requirements.
• Funding limits,
• Overall program structure.
Discussion focused on ensuring applicants fully understand potential tax implications associated with
receiving grant funds.Staff was encouraged to keep looking for solutions.
7.Board Members to Be Heard:
Committee members shared several announcements,including:
• The North Ward School Open House is scheduled for July 30 at 5:30 p.m., providing residents with an
opportunity to tour the historic building and learn about future redevelopment possibilities.
• Positive feedback was shared regarding the recent Taste of the Village event,which showed future
businesses planned for The Village at The Grove.
Staff noted that additional economic development projects are planned throughout North Greenwood.
