2. SCOPE OF SERVICES:
The City of Clearwater Police Station, a three (3) lift -slip dock facility located at 700 Bayway
Blvd, is home to the City's Marine Patrol Unit. The facility is located along Clearwater Point with
direct access to all marine interests on the Gulf -side of the City. The station maintains three
docks with lift slips for various sized vessels for immediate response to a variety of scenarios.
The City Fire Department also docks their fireboat at the facility. The dock space has undergone
several renovations over the years and has been in its current configuration since about 2012. In
September 2025, the facility was damaged during Hurricane Helene, and the facility has been
utilized in a reduced -capacity since. Due to hurricane damage, the facility requires
reconstruction within the existing footprint and submerged land lease boundary. The City will
use contractors to reconstruct the facility. The repaired facility will include three (3) slips with
cable lifts and two (2) finger piers. Total surface area of the facility is 1070 sqft. The following
electrical components are to be included in the installation: three (3) power pedestals, one (1)
electric box main breaker panel, three (3) cable boat lifts and control boxes, twenty-two (22)
safety lights. Additionally, the facility will include twenty (20) linear feet of handrails, a safety
ladder and no mooring signs on the outer boundaries of the dock. The City will utilize Hazard
Mitigation for resilient component selection and increasing elevation of critical components.
Project requires work in and adjacent to tidal waters. The City is seeking to restore full
functionality to the Marine Unit Docking facility. A FEMA reimbursement grant has been
initiated by the City for repair and mitigation of the facility (DR -4828 -FL). First Line completed a
dock inspection report and conceptual design for repair/replacement along with mitigative site
improvements under City PO No. 26000268. The City has selected a conceptual design
(Attachment C) and desires to proceed directly into the reconstruction phase. The following
scope of services proposes performance of final design, permitting, bid support, and
construction oversight activities for the reconstruction of the PD Dock structure.

II. DESIGN PHASE:
Task 2: Final Design & Specifications

First Line will produce a suitable design package for the dock elements presented in the
approved conceptual design (Attachment C). Design documents are envisioned to
include a demolition plan, construction plan, technical specifications and cost estimates
suitable for contractor solicitation.
2.1 Final Design: Conceptual drawings will be advanced to design -level with the addition
of appropriate detail. Preliminary and final construction cost estimates and final layouts
will be presented in a design memo for adoption by the City. Anticipated elements
include site layout, demolition plan, piling, dock and lift plan, and table of materials.
Specific component details, including but not limited to electrical, connections, and lift
mechanism details will be provided by the selected contractor and manufacturers, in
accordance with local design code, for Engineer review and approval during the
construction phase. Final design will include Engineer of Record certification.
2.2 Regulatory Permits: First Line will prepare and submit permit verification letters for
the proposed work. Anticipated agencies requiring coordination include US Army Corps
of Engineers (USACE Nationwide 19 or Regional General Permit), and the Florida
Department of Environmental Protection (FDEP Maintenance Permit or Exemption), and
FDEP Submerged Lands Lease Verification. Upon receipt, a final permit package will be
compiled with each permit obtained along with a responsibility matrix describing permit
conditions for each permit, entity responsible, and timing associated with each
condition. The responsibility matrix will be suitable for use during development of
contract documents for the selected marine contractor. Permit fees will be paid directly
by the City. Construction -phase permitting through Pinellas County and City of
Clearwater, will be procured by and issued to the Contractor. If required, surveying
services will be conducted by a City PSM.
2.3 Bid Documents: The initial drawing sets will be transitioned to "Issued For Bidding"
(IFB) after regulatory approval. IFC drawings will be combined with technical
specifications and an Opinion of Probably Construction Cost (OPCC) for integration with
a City Procurement Package. First Line staff will attend one pre-bid meeting and provide
answers to questions during the contractor solicitation process. Contractor selection,
negotiation, and contract administrative services will be self -performed by City staff.
III. CONSTRUCTION PHASE:
Task 3: Construction Phase Services
City staff will self -perform construction administration (CA) and engineering inspection
(CEI) services during the project. First Line will assist in a supporting role for CA/CEI with
allowances for the following tasks.
3.1 Submittal Review: First Line will review and comment on proposed project work
plans, provided by the City / Contractor, during the preparatory phases of the project.

We anticipate review of material selection and shop drawings for component details
such as connections, electrical, and boat lift mechanisms.
3.2 General Coordination: First Line will provide general coordination services to
support project kickoff. Qualified staff will attend one in-person meeting during project
kickoff. Progress meetings will be self -performed by the City. A budgetary allowance of
20 hrs of coordination time has been included for general support.
3.3 Construction Support: Routine site inspections will be self -performed by City staff.
First Line has provided budget for three site visit inspections during the project for
general observation purposes.
3.4 Agency Certifications: After installation, First Line will perform an as -built review of
the structure with the assistance of a City PSM. Records for materials and quantities
utilized will be provided by the City / Contractor. Information gathered during the
closeout review will be incorporated into final certifications required by permits
including a final inspection report and as -built drawings.
A final electronic project record will be transmitted to City staff. A one-page project
memorandum will accompany the record files to memorialize the work performed and
serve as a reference for future efforts.
Task 4.0: Contingency
Task 4.0 has been provided to supplement potential additional investigations, surveys,
or consulting costs that have not been explicitly included in this scope of work. The
contingency task will only be used with prior approval from the City of Clearwater.
3. PROJECT GOALS:
The overall objective of the work is to provide design for reconstruction of the existing
PD Dock as illustrated in Attachment A. The work is funded through a FEMA Public
Assistance Grant, which is managed by City staff.

This price includes all labor and expenses anticipated to be incurred by First Line
Coastal, LLC for the completion of these tasks in accordance with Professional Services
Method "B" — Lump Sum — Percentage of Completion by Task for a fee not to exceed
seventy-three thousand one hundred fifty-seven dollars and seventy cents ($
73,157.70). Cost detail provided in Exhibit D.
5. SCHEDULE:
The project is to be completed in [2701 days from issuance of notice -to -proceed. The

3. A short narrative summary of activities completed in the time period.

5. If Lump Sum, the percent completion, amount due, previous amount earned and
total earned to date for all tasks (direct costs, if any, shall be included in lump
sum amount).
6. If Hourly Rate, hours, hourly rates, names of individuals being billed, amount
due, previous amount earned, the percent completion, total earned to date for
each task and other direct costs (receipts will be required for any single item
with a cost of $50 or greater or cumulative monthly expenses greater than
$100).
7. If the Work Order is funded by multiple funding codes, an itemization of tasks
and invoice amounts by funding code.
10. CONSIDERATIONS:
Consultant acknowledges the following:
1. The Consultant named above is required to comply with Section 119.0701,
Florida Statutes, where applicable.
2. All City directives shall be provided by the City Project Manager.
3. "Alternate equals" shall not be approved until City Project Manager agrees.
4. All submittals must be accompanied by evidence each has been internally
checked for QA/QC before providing to City.
5. Consultants/Contractors are not permitted to use City -owned equipment (i.e.
sampling equipment, etc.).
6. Documents posted on City website must ADA accessible.
11. ADDITIONAL CONSIDERATIONS:
All work orders should include considerations for the following:
1. Sea Level Rise and Flood Resilience, as applicable.
2. Submittal of a Critical Path Method (CPM) Schedule(s).
3. Submittal of a Project Catalog with the following items, as appropriate:
a. Data requests, assumptions, critical correspondence, meeting agenda,
sign -in sheets, meeting minutes, document comment -response log(s),
technical memorandum/reports, addenda, progress reports, regulatory
correspondence, and other project -related documents.
b. If construction project, also include design plans, conformed plans,
change orders, field orders, RFIs, work change directives, addenda,
progress reports, shop drawing and progress submittals, as-builts, record
drawings, and other project -related documents such as O&M manuals
and warranty information.

c. At the conclusion of the project, ENGINEER will combine this information
into a Project Catalog and submit to the City for review and comment.
4. Arc Flash labeling requirements:
a. All electrical designs and construction shall adhere to NFPA 70 E
"Standard for Electrical Safety in the Workplace".
b. Updated calculations of Fault and Arc Flash, and provisions for new or
updated Arc Flash equipment labeling shall be included in the contract
documents.
12. SPECIAL CONSIDERATIONS:
Geotechnical investigations are not anticipated for the work.

1. FORMAT:
The design plans shall be compiled utilizing the following methods:
1. City of Clearwater CAD standards.
2. Datum: Horizontal and Vertical datum shall be referenced to North American
Vertical Datum of 1988 (vertical) and North American Datum of 1983/90
(horizontal). The unit of measurement shall be the United States Foot. Any
deviation from this datum will not be accepted unless reviewed by City of
Clearwater Engineering/Geographic Technology Division.
2. DELIVERABLES:
The design plans shall be produced on bond material, 24" x 36" at a scale of 1" = 20'
unless approved otherwise. Upon completion the consultant shall deliver all drawing
files in digital format with all project data in Autodesk Civil 3D file format.
NOTE: If approved deviation from Clearwater CAD standards is used, the Consultant
shall include all necessary information to aid in manipulating the drawings including
either PCP, CTB file or pen schedule for plotting. The drawing file shall include only
authorized fonts, shapes, line types or other attributes contained in the standard
release of Autodesk software. All block references and other references contained
within the drawing file shall be included. Please address any questions regarding format
