Call To Order The meeting was called to order at 1:30 p.m. 2. Approval of Minutes 2.1 Approve the minutes of the June 24, 2026 Municipal Code Enforcement Board meeting as submitted in written summation. Member Engel moved to approve the minutes of the June 24, 2026 Municipal Code Enforcement Board. The notion was duly seconded and carried unanimously. 3. New Business Items 3.1 Continued from March 25, April 22, May 27 & June 24, 2026, Continue to September 23, 2026 - Case 64-26 - Find respondent(s) Kevin & Melisa Hayslett at 1423 Embassy Dr. in violation of Code for Permits; and issue an order with the compliance deadline and fine if compliance is not met. (Reese) No one was present to represent the Respondent. Inspector Reese provided a PowerPoint presentation. The front sidewalk is decked over without a permit and the decking is too high. In response to a question, Ms. Reese said the higher portion of the deck needs to be lowered, it can not stay as it stands today. She said she spoke to the property owner who came to the Planning office in April. She said business owners are concerned with the deck safety. She said the first inspection for the unpermitted work was in September 2024. Member Ryan-Anderson moved to find the Respondent in violation of the City of Clearwater Code as referred to in the affidavit in this case. The motion was duly seconded and carried unanimously. Member Ryan-Anderson moved to enter an order requiring the Respondent to correct the violations on or before August 24, 2026. If the Respondent does not comply within the time specified, the Board may order a fine of $150 per day per violation for each day each violation continued to exist. After 3 months from the recordation date of such lien, if the fines and fees remain unpaid, the City Attorney's office is authorized to foreclose, collect or settle such lien using any legal or equitable remedies available under the law. The motion was duly seconded and carried unanimously. 3.4 Continued from April 22, 2026 - Case 87-26 - Find respondent(s) Gratus Filius Enterprises LLC at 1700 Gulf to Bay Blvd. in violation of Code for Unsafe Building; and issue an order with the compliance deadline and fine if compliance is not met. (Larsen) No one was present to represent the Respondent. Inspector Larsen provided a PowerPoint presentation. He said the case was originally presented to the Board in April and was continued to allow time for the new contractors to come onboard. He said progress has been made on the property, but it is not finished. He said in April, before the new contractor started on the project, the structure was leaking and was not built to plans and none of the work was inspected. He has been in contact with the current general contractor. Discussion ensued regarding the status of the unsafe violation since the current work is being inspected. Building Official Kevin Garriott said the building is still being constructed and the violation will remain on the property until the permit is completed. Member Gird moved to find the Respondent in violation of the City of Clearwater Code as referred to in the affidavit in this case. (Reese) Case 119-26 was continued to August 26, 2026. 3.6 Case 130-26 - Find respondent(s) Eduart & Elana Papadhami at 1316 Pierce St. in violation of Code for Residential Grass Parking; and issue an order with the compliance deadline and fine if compliance is not met. (Sudduth) Eduart Papdhami was present and admitted to the violation. He said he spoke to the tenants and told them to stop parking on the grass or they will be evicted. Inspector Dixon said the violation was brought into compliance prior to today's meeting. Member Engel moved to find the Respondent was in violation of the City of Clearwater Code as referred to in the affidavit in this case, the violation was corrected prior to today's hearing, and to enter an order that no fine be imposed against the Respondent. If the Respondent repeats the violation, the Board may order a fine of up to $500 for each day the violation continues to exist. The motion was duly seconded and carried unanimously. 3.7 WITHDARWN - Case 131-26 - Find respondent(s) Casabella Trust, SSSK Investments LLC Tre at 1365 Drew St. in violation of Code for Exterior Surfaces; and issue an order 4 City of Clearwater Municipal Code Enforcement Board Meeting Minutes July 22, 2026 with the compliance deadline and fine if compliance is not met. (Sudduth) Case 131-26 was withdrawn. 3.8 Case 132-26 - Find respondent(s) Chandradat Ramnarain at 1475 Park St. in violation of Code for Exterior Surfaces; and issue an order with the compliance deadline and fine if compliance is not met. The house is a duplex with exterior surface issues and there is a hole in the carport roof. There has been no communication with the property owner but the certified mail was signed for. Member Strickland moved to find the Respondent in violation of the City of Clearwater Code as referred to in the affidavit in this case. The motion was duly seconded and carried unanimously. Member Strickland moved to enter an order requiring the Respondent to correct the violations on or before August 22, 2026. If the Respondent does not comply within the time specified, the Board may order a fine of$150 per day per violation for each day each violation continued to exist. He said the Community Garden operational requirements has come into compliance. 5 City of Clearwater Municipal Code Enforcement Board Meeting Minutes July 22, 2026 Member Cruz moved to find the Respondent was in violation of the City of Clearwater Code as referred to in the affidavit in this case regarding the Community Garden Operational Requirement, the violation was corrected prior to today's hearing, and to enter an order that no fine be imposed against the Respondent. If the Respondent repeats the violation, the Board may order a fine of up to $500 for each day the violation continues to exist. The motion was duly seconded and carried unanimously. Inspector Dixon said the shed on the property still needs attention, the front of the shed has missing boards and is unpainted. He said the front needs to match the other three sides. In response to a concern, he said items that are stacked against the shed are ok, there was previously trash and debris on the property that was cleaned up. Member Cruz moved to find the Respondent in violation of the City of Clearwater Code as referred to in the affidavit in this case. The motion was duly seconded and carried unanimously. Member Cruz moved to enter an order requiring the Respondent to correct the violations on or before September 1, 2026. If the Respondent does not comply within the time specified, the Board may order a fine of$150 per day per violation for each day each violation continued to exist. There is rotting fascia board and chipped and peeling paint on the exterior wall below the fascia. Mold and mildew is growing on the exterior. He said there was an exterior storage violation at the property that has been corrected. He has had contact with the property owner. Member Gird moved to find the Respondent in violation of the City of Clearwater Code as referred to in the affidavit in this case. The motion was duly seconded and carried unanimously. Member Gird moved to enter an order requiring the Respondent to correct the violations on or before August 22, 2026. (Burghardt) No one was present to represent the Respondent. Inspector Burghardt provided a PowerPoint presentation. The sign over the entrance is painted on or it is a film applied to the exterior. He said even though there is no hardware involved, a permit is still required. He spoke with the owner who said they want to install a permanent sign which is in production in Romania. In response to a question, Mr. Burghardt said he has not seen any paperwork or invoice showing the permanent sign is in production. Member Cruz moved to find the Respondent in violation of the City of Clearwater Code as referred to in the affidavit in this case. The motion was duly seconded and carried unanimously. Member Cruz moved to enter an order requiring the Respondent to correct the violations on or before August 22, 2026. (Burghardt) Business owner Jason Martin was present. Inspector Burghardt provided a PowerPoint presentation. He said 8 City of Clearwater Municipal Code Enforcement Board Meeting Minutes July 22, 2026 multiple banner signs were installed at the property, one was attached to trees by rope. One banner sign is allowed for 30 days. He said he has not had any contact with the property owner and just met the tenant today. Mr. Martin said he took the business over from a friend who is the one who installed the banner signs. He said only one banner sign remains on the building above the entrance. He has a contract with a sign company for a permanent sign. He said his landlord has approved the sign logo and he will follow up with the sign company for the permit and installation timeline. Member Gird moved to find the Respondent in violation of the City of Clearwater Code as referred to in the affidavit in this case. The motion was duly seconded and carried unanimously. Member Gird moved to enter an order requiring the Respondent to correct the violations on or before September 22, 2026. (Mattocks) Property owner Shane Scott was present and admitted to the violation. Inspector Mattocks provided a PowerPoint presentation. There is no roof on the house and all interior walls are down to the block. Member Cruz moved to find the Respondent in violation of the City of Clearwater Code as referred to in the affidavit in this case. The motion was duly seconded and carried unanimously. She has had communication with the property owner who thought the sign was permitted but had this business confused with another. She spoke with the sign contractor but no progress has been made. Inspector Reese provided a PowerPoint presentation. A fence was installed without a permit. An application for the fence permit was submitted but revisions are needed prior to approval. In response to a question, she said a permit application was submitted in October 2025. There has not been any action on the permit since then. Ms. Peduzzi said she thought a variance application was being processed and there are neighbors that have permitted fences in the same way she wants hers installed. In response to a question, she said she is applying for a homeowner permit. Member Plumb moved to enter an order requiring the Respondent to correct the violations on or before September 24, 2026. If the Respondent does not comply within the time specified, the Board may order a fine of $150 per day per violation for each day each violation continued to exist. She said a google map photo from May 2014 shows a vacant lot. A google map photo from April 2017 shows a fully constructed house. A permit application was submitted in 2015. The permit was voided because the property sold and the contractor quit. She said she has had no contact with the current property owner. In response to questions, she said she believes the house is occupied. She said the structure has never been inspected. No one was present to represent the Respondent. Code Compliance Manager Sarah Green said the violation was graffiti and has been cleaned since 2025, the property is now in compliance. A mattress and garbage line the house, there is a small homeless encampment at the rear of the property. The entire backyard is covered in junk in debris. Some of the piles have moved but nothing is being removed.
