10/17/2007 ENVIRONMENTAL ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER Wednesday, October 17th, 2007 in the MSB Conference # 130 @ 4:00pm Present: D. City Attorney II Neil Thompson Development Review Manager Veronica Josef Senior Staff Assistant Anna Fusari Citizen Absent : Sandra Jamieson Board Member APPROVED Bullet Points: - Green EXPO – The EAB recommends that the City obtain a minimum of 1 table for the EAB’s Environmental concerns and initiatives. MINUTES AWAITING APPROVAL called the meeting to order at 4:00 p.m. in the MSB Building, Conference Room # 130 The Chair Mike Flanery To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 1.APPROVAL OF MINUTES The minutes of September 2007 was approved as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 2. CITIZENS COMMENTS None 3. GREEN PLANNING EFFORTS Mr. Neil Thompson, Development Review Manager gave brief updates and benefits on “LEED – Leadership in Energy and Environmental Design.”Why Green, stated that “LEED” Leadership in Energy and Environmental Design, Green Building Rating System is an established recognizable brand with established standards that are expanding into a variety of development circumstances. LEED currently offers programs for Commercial Interiors, Core & Shell, New Construction, Schools, Hospitals, Laboratories and Retail. Program for Home and Neighborhood Development are currently in pilot. There are currently four LEED certification levels: Certified, Silver, Gold and Platinum. LEED certification is a credible third party source providing measurable accountability. Environmental Advisory 2007-10-17 1 In times of constituent unrest regarding taxation and pending legislative action, LEED offers cost management tools. Public sensitivity awareness and acceptance of the need for energy policy by various levels of government are at high levels because of media attention. LEED compliments and supports these goals: - Sunsainable Community - Smart Growth and Transportation Growth Management - Infrastructure - Healthy Citizens - Waste Management – Reduce, Reuse, Recycle - Local and Regional Market Development for green industry - Energy Use Policies and Management - Open Space, Resource Land Management Member Richard Packman suggested that the EAB recommend to the City Council that changes be made to existing codes that encourage the use of Green Building practices. 4. DISCUSS DAYTIME WORKSHOP In view of the holiday season it would be appropriate to postpone the Website design and content meeting until after the 1st of next year 2008. The purpose of the Website meeting was to discuss about the website and to give topics to website, drawing people to our website i.e the environmental/green section of our website. 5. DISCUSS ALTERNATE MEMBER FOR THE EAB Leslie Dougall Sides distributed the Ordinance # 7900-07 amending the code of ordinances relating to the environmental advisory board. Amending section 1.160 to provide for an alternate board member and this item can be in the agenda for the next Council Meeting.. The EAB board was in favor of the Ordinance # 7900-07, a motion was moved and seconded by all the EAB members. 6. DISCUSS CITIZENS RESPONSE LETTER TO MRS. VILMA SHANK Letter was drafted by Ed Chesney and mailed to Mrs. Vilma Shank. 7. PROGRESS REPORT ON DR. ROBERT BRINKMANN - USF EAB members were pleased with the progress being made by the USF students in their work towards the Greening of Clearwater. 8. DISCUSSION ITEMS Green EXPO Member Ron Gregory & Member Richard Packman recommend the City have a booth in the next Pinellas Living Green EXPO held in 2008 at the Harbor View Center. Chair Mike Flanery stated that it appears at least three EAB Members will be attending the Green EXPO and this will be a great opportunity to highlight the City’s green activities. Environmental Advisory 2007-10-17 2 . 9. Public Service Announcement Chair Mike Flanery stated that the EAB board approves the suggestion of Ed Chesney to do a segment on water quality improvements. 10. ESTABLISH AGENDA 1. USF Project Report 2. Green EXPO update 3. Set up a daytime workshop 11.
