MUNICIPAL PLANNING ASSISTANCE FUNDS

THIS AGREEMENT, made and entered into this : ~ day of &-~ t.J ,
198!, by and between the PINELLAS COUNTY PLANNING COUNCIL, hereinafter
referred to as the Council and the City of Clearwater, hereinafter re-
ferred to as the municipality.
WIT N E SSE T H:
WHEREAS, the Pinellas County Planning Council has budgeted funds
to assist the municipalities of Pine1las County to prepare required or
optional elements specified in the LGCPA of 1975, or to implement the
Uniform Development Code if adopted; and
WHEREAS, the municipality has applied for a grant of these funds;
NOW, THEREFORE, the parties hereto do mutually agree as follows:
1. The municipality, through its planning department, a qualified
planning consulting firm, the planning department of a cooperating mun-
icipality, or the Pinel1as County Planning Department shall complete
during the Council fiscal 1981-1982 year the planning task(s) described
as follows:

2. The estimated total direct municipal cost to complete the
task(s) shown in Paragraph 1 above is $16,000. Direct municipal cost
includes cost for labor, materials, graphics, printing, or outside
servlces spent in completion of the task(s) that is immediately iden-
tifiable with cost of the task(s).
3. The Council shall reimburse the municipality on a quarterly
basis for 75% percent of the direct municip.al costs incurred for per-
forming said task(s) subject to a maximum reimbursement in any single
fiscal year of $12,000, provided, however, that only those costs in-
curred after the date upon which this Agreement was made and entered

BACKGROUND AND PURPOSE
--
With the adoption of the state-mandated local government comprehen-
sive plan, Clearwater will be entering a critical phase of plan implemen-
tation. Based upon our adopted plans, Clearwater is preparing a revised
land development code which reflects the goals and objectives articulated
in the planning process. This code encompasses the subdivision of land,
site-plan approval, annexation, zoning, sign control and administrative
procedures. Drafting of the new code was expected to be compl eted in
October, 1981; unforseen circumstances have caused that target date to
be delayed until January 1, 1982.
Once the draft code is prepared by staff and consultants, we are
proposing to enter an extensive series of informational meetings
preparatory to the final public hearings by the City Commission.
General interest meetings will be held, and, in addition, specific
topics of interest to the different segments of the development
community will be addressed to familiarize code users with the new
procedures. Orientation meetings for affected city staff will also
be required.
In order to adopt and implement the code, an extensive amount of
printing, reproduction and graphics support \'1ill be needed. The
complete set of zoning atlas sheets will need to he replaced once
the revised zone categories are established.
WORK PROGRAM
The proposed projects would provide written public informational
materials to be distributed to citizens and developers, and mapping
and reproduction work required for adoption of the new code. We are
requesting financial assistance to be applied principally in meeting
the graphic needs necessitated by the code revision effort. In addition,
a series of informational workshops is scheduled to inform the general
public and the development community of the procedures and requirements
of the new code. The specific components of the work program are as
follows:

thirty (30) days following the receipt of a proper invoice or invoices
from the municipality, The municipality shall maintain complete re-
cords of time and material expended in performing said task(s) and shall
indicate the percent of task(s) completion and ability to complete said
contract with each invoice.
4. The planning assistance funds distributed to the municipality
will be used tQ supplement the municipality's planning effort and will
not be used to replace previously budgeted funds,
5. An annual audit may be required by the Council.
6. All invoices applicable to this Agreement must be submitted
within 60 days of the end of the fiscal year of this Agreement.
7. This Agreement shall terminate upon the termination of the
fiscal year referenced in Paragraph 1.
IN WITNESS WHEREOF, the parties hereto have caused this Agreement
to be executed on the day and year set out above.
