I request authorization to approve Administrative Change Order No. 2 for 23 -0043 -UT, RO1 Dual Media
Filter Rehab. This change order extends the final completion date by thirty (30) calendar days, from
September 5, 2026, to October 5, 2026, due to operational and media testing delays encountered by
the contractor. There is no additional dollar amount associated with this change order.
1. The contractor's schedule extension request identifies unforeseen delays, including weather
conditions, operational delays related to other projects being worked on at RO1 plant, and
time to complete final closeout tasks. Current delays with the project are associated with
previous unforeseen complications with the broken laterals, purchasing of new media, and
testing the new media until proper specifications were met.
2. The contractor requested that the scheduled completion date be extended to October 5,
2026, and identified September 21, 2026, as the anticipated substantial completion date.
3. This request is for time only and does not add funding to the contract.
4. The requested 30 -day extension is within the City Manager approval path for change orders
extending time for completion up to 90 days, as outlined in the City's Procurement Manual
approval authority for change orders.
Approval of Administrative Change Order No. 2 is in the best interest of the City because it documents
the revised completion schedule, follows the appropriate approval path for this time -only extension,
and supports completion of the project under the subject contract without additional cost.

RECOMMENDED ACTION: Administrative Change Order No. 2 extends the Final Completion Date of the contract by

4. Contract price decreases may be approved without limitation.
5. Completion date is not extended more than 90 days.
