The meeting was called to order at 1:30 p.m.
2. Approval of Minutes
2.1 Approve the minutes of the May 27, 2026 Municipal Code Enforcement Board meeting
as submitted in written summation.

Inspector Reese provided a PowerPoint presentation. She said a garage
conversion, which included electrical, plumbing, and window installation
was done without a permit. The property owner applied for a permit in
2022 but it expired in 2025.
Member Cruz moved to find the Respondent in violation of the City of
Clearwater Code as referred to in the affidavit in this case. The motion
was duly seconded and carried unanimously.
Member Cruz moved to enter an order requiring the Respondent to
correct the violations on or before July 24, 2026. If the Respondent
does not comply within the time specified, the Board may order a fine
of$150.00 per day per violation for each day each violation continues
to exist. After 3 months from the recordation date of such lien, if the
fines and fees remain unpaid, the City Attorney's office is authorized to
foreclose, collect or settle such lien using any legal or equitable
remedies available under the law. The motion was duly seconded and
carried unanimously.
3.5 Case 107-26 - Find respondent(s) Jose Luis Jones at 1834 N Washington Ave. in
violation of Code for Exterior Surfaces; and issue an order with the compliance deadline
and fine if compliance is not met. (Dixon)
Property owner Jose Jones was present and admitted to the violation.
Member Gird moved to find the Respondent in violation of the City of
Clearwater Code as referred to in the affidavit in this case. The motion
was duly seconded and carried unanimously.
Inspector Dixon provided a PowerPoint presentation. He said the paint on
the exterior surfaces is peeling and chipped and needs attention. There
is also rotted wood visible on the exterior surfaces. He said the property
has been cleaned up but the exterior surface is still an issue. In response
to a question, Mr. Dixon said the exterior of the house is degrading.
Mr. Jones said he is trying to get the work done himself but has physical
issues restricting his work. He has surgery scheduled in July and can't lift
anything heavy until after he recovers from surgery. He said the exterior
surfaces look worse now because he scraped the peeling and chipped
paint off. He said he has hired people to do the work, but they have taken
his money and not completed the job. He has a friend coming to town to
help him with the repairs.

Member Gird moved to enter an order requiring the Respondent to
correct the violations on or before September 1, 2026. If the
Respondent does not comply within the time specified, the Board may
order a fine of$150.00 per day per violation for each day each violation
continues to exist. After 3 months from the recordation date of such
lien, if the fines and fees remain unpaid, the City Attorney's office is
authorized to foreclose, collect or settle such lien using any legal or
equitable remedies available under the law. The motion was duly
seconded and carried unanimously.
3.6 Case 108-26 - Find respondent(s) Hugo Paz-Mateos & Anahi Mejia at 405 N Highland
Ave. in violation of Code for Exterior Storage; and issue an order with the compliance
deadline and fine if compliance is not met. (Kasman)
No one was present to represent the Respondent.
Inspector Kasman provided a PowerPoint presentation. Bags of concrete
mix and construction materials cover the front porch and pallets and tools
are being stored in the front yard. Gas cans and rebar sit adjacent to the
driveway. He said he spoke with someone on the property a few weeks
ago and told them they cannot store the construction materials outdoors.
Member Engel moved to find the Respondent in violation of the City of
Clearwater Code as referred to in the affidavit in this case. The motion
was duly seconded and carried unanimously.
Member Engel moved to enter an order requiring the Respondent to
correct the violations on or before July 24, 2026. If the Respondent
does not comply within the time specified, the Board may order a fine
of$150.00 per day per violation for each day each violation continues

Kenilwick Dr. N in violation of Code for Short Term Rental; and issue an order with the

No one was present to represent the Respondent. The owner submitted a
letter in their absence.
Code Compliance Manager Sarah Green provided a PowerPoint
presentation. She said this property has had multiple complaints over the
years, but staff has never been able to observe the online minimum night
stay violation. She said she has found online reviews from visitors who
stated in the review they stayed at the property for five or seven nights,
etc. She said the property owner does not dispute the short-term rental
activity.
Member Ryan-Anderson moved to find the Respondent was in violation
of the City of Clearwater Code as referred to in the affidavit in this
case, the violation was corrected prior to today's hearing, and to enter
an order that no fine be imposed against the Respondent. If the
Respondent repeats the violation, the Board may order a fine of up to
$500 for each day the violation continues to exist. The motion was duly
seconded and carried unanimously.
3.12Case 114-26 - Find respondent(s) Eric and Amanda Ehrhardt at 819 Lantana Ave. in
violation of Code for Short Term Rental; and issue an order with the compliance deadline
and fine if compliance is not met. (Green)

Code Compliance Manager Green provided a PowerPoint presentation.
She said the property has had multiple complaints but staff has never
been able to obtain any evidence. She said online reviews reflect visitors
staying at the property for less than the minimum required nights.
One individual said he is a neighbor and has witnessed different cars in
the driveway all the time.
Member Plumb moved to find the Respondent was in violation of the
City of Clearwater Code as referred to in the affidavit in this case, the
violation was corrected prior to today's hearing, and to enter an order
that no fine be imposed against the Respondent. If the Respondent
repeats the violation, the Board may order a fine of up to $500 for each
day the violation continues to exist. The motion was duly seconded and
carried unanimously.
3.13Case 115-26 - Find respondent(s) SCI Pelican Walk LLC at 486 Poinsettia Ave. in
violation of Code for Outdoor Cafe Permit; and issue an order with the compliance
deadline and fine if compliance is not met. (Mattocks)
No one was present to represent the Respondent.
Inspector Mattocks provided a PowerPoint presentation. He said the
business has an expired outdoor cafe seating permit. He has had no
contact with the property owner.
Planning and Development Assistant Director Rebecca Mulder said the
permit is required when businesses are operating in the City's
right-of-way, the City has to ensure the business has insurance, etc. She
said the permit has always been a requirement.
Member Strickland moved to find the Respondent in violation of the
City of Clearwater Code as referred to in the affidavit in this case. The
motion was duly seconded and carried unanimously.
Member Strickland moved to enter an order requiring the Respondent
to correct the violations on or before July 24, 2026. If the Respondent
does not comply within the time specified, the Board may order a fine
of $50.00 per day per violation for each day each violation continues to
exist. After 3 months from the recordation date of such lien, if the fines
and fees remain unpaid, the City Attorney's office is authorized to
foreclose, collect or settle such lien using any legal or equitable

3.14Case 116-26 - Find respondent(s) Victory 888 Inc at 604 Hart St. in violation of Code for
Outdoor Storage; and issue an order with the compliance deadline and fine if compliance

Inspector Mattocks provided a PowerPoint presentation. He said there
are several items being stored in the backyard, including trash and
debris. Several items and piles are covered with tarps. He said he has
been in contact with the property owner who is traveling to FL to address
the issue.
Tenant Chris Stetenant was present and said he has been in contact with
the Inspector. He said he has two sheds and may build a 3rd to store his
items.
Member Cruz moved to find the Respondent in violation of the City of
Clearwater Code as referred to in the affidavit in this case. The motion
was duly seconded and carried unanimously.

rotten wood around the gazebo at the pool area area. He said he has
spoken to the management company who said they are working on
getting the issues fixed.
Member Gird moved to find the Respondent in violation of the City of
Clearwater Code as referred to in the affidavit in this case. The motion
was duly seconded and carried unanimously.
Member Gird moved to enter an order requiring the Respondent to
correct the violations on or before August 1, 2026. If the Respondent

Property owner Philip Zelic was present.
Inspector Hobbs provided a PowerPoint presentation. He said a citizen
compliant initiated this case, a large commercial truck is parked at the
property every night after 6:00 and it leaves early in the morning. Another
large commercial truck was at the property this morning. He said he has
had communication with the property owner.

Mr. Zelic said the trucks belong to him and his brother who both work for
an air conditioning company and both live at the property. He said the
truck that was there this morning was only there because his brother
finished up a job late yesterday and did not have time to park it elsewhere.
He said he needs his truck for transportation, and he has no choice but to
use the company truck. He said he spoke to the neighbor who complained,
and they now understand why the truck is parked at the house daily. The
neighbor told him it is not an issue anymore.
Member Engel moved to find the Respondent in violation of the City of
Clearwater Code as referred to in the affidavit in this case. The motion
was duly seconded and carried unanimously.
Member Engel moved to enter an order requiring the Respondent to
correct the violations on or before August 7, 2026. If the Respondent
does not comply within the time specified, the Board may order a fine
of $150.00 per day per violation for each day each violation continues
to exist. After 3 months from the recordation date of such lien, if the
fines and fees remain unpaid, the City Attorney's office is authorized to
foreclose, collect or settle such lien using any legal or equitable

of the City of Clearwater Code as referred to in the affidavit in this
case, the violation was corrected prior to today's hearing, and to enter
an order that no fine be imposed against the Respondent. If the
Respondent repeats the violation, the Board may order a fine of up to
$500 for each day the violation continues to exist. The motion was duly
seconded and carried unanimously.

4.1 Case 122-25 - Consider request by petitioner(s) William Reece at 1390 S Hillcrest Ave.
to reduce the fine re Residential Rental Business Tax Receipt; and if approved, issue an
order that specifies a fine that includes administration costs and establishes a date
payable or the lien will revert to its original amount.
Property representative Aprilyn Cloyd was present and provided a letter

from the property owner allowing her to speak on his behalf. She said the
property owner lives out of state and was not aware of the short-term rental
restrictions.
Board Attorney Andy Salzman said the administrative and investigative
costs total $1,031.20.
Member Gird moved to enter an order reducing the amount of the lien
for Case 122-25 to $3,350.00, payable within 30 days or the lien will
revert to its original amount. The motion was duly seconded and
carried unanimously.
4.2 Case 196-17 - Consider request by petitioner(s) William Bassett at 301 Baker Ave. to
reduce the fine re Exterior Surfaces and Abandoned Building; and if approved, issue an
order that specifies a fine that includes administration costs and establishes a date
payable or the lien will revert to its original amount.
Property representative William Basset was present. He said the property
was brought into compliance and the fines should never have accrued.
He said the inspector argued with him about a chip of paint on the rear of
the house.
Code Compliance Manager Sarah Green said the Affidavit of
Non-Compliance was filed in 2018. She explained that it is the
responsibility of the property owner to contact the code inspector for
re-inspection.
Board Attorney Andy Salzman said the administrative and investigative
costs total $1,021.20.
Member Gird moved to enter an order reducing the amount of the lien
for Case 196-17 to $1,021.20 payable within 30 days or the lien will
revert to its original amount. The motion was duly seconded and
carried with the following vote:

6. Nuisance Abatement Lien Filings
6.1 WITHDRAWN - Continued from May 27, 2026 - Case 125-26 - Accept the Nuisance
Abatement Lien for respondent(s) Reba Harrison at 618 Brookside Dr. for Lot Clearing;
and issue an order with the compliance deadline and authorize the City to mitigate the
violation if compliance is not met. (Sudduth)
Case 125-26 was withdrawn.
6.2 Case 154-26 - Accept the Nuisance Abatement Lien for respondent(s) Corniglia
Enterprises LLC at 510 Brookside Dr. for Lot Clearing; and issue an order with the
compliance deadline and authorize the City to mitigate the violation if compliance is not
met. (Sudduth)
Property representative Brett Harris was present and requested a
continuance to be able to clean up the property.
Inspector Sudduth provided a PowerPoint presentation. The back of the
property has trash and vegetation debris stacked up and the entire
property is littered with trash and debris and is overgrown. She said the
previous day, she saw someone starting to clean up the property and the
front yard was cut. As of this morning, the cut grass was all over the place.
She said there is homeless camp set up on the property. She said she
had no contact with a property representative until yesterday.
Mr. Harris said he is the owner of the property. He said the property is his
office during the school year and with school out he has not been by and
did not see the postings and the mailing address with the PCPAO is
incorrect. He said he was not ignoring the violation but was just unaware,
he said as soon as he knew about the issues, he went to work on
remediation. He said he is contracting with a landscape company to keep
the property maintained. He requested the case be continued so he
could complete the needed work.
In response to a question, he said he does not need a lot of additional
time to bring the property into compliance but requested the continuance
regardless. He does not want a formal order issued.
Inspector Sudduth clarified that the property owner will have more time to
comply than the standard five days granted as the order will take longer
than the five days to get signed and mailed.
Member Strickland moved to enter an order finding the Respondent in
violation of the City of Clearwater Code and requiring the Respondent
to correct the violations within five days of the Board's written order. If

the Respondent dies not comply within the time specified, the City may
take all reasonable actions, including entry onto the property, to abate
and maintain the nuisance, and charge the Respondent with the

unpaid, the City Attorney's office is authorized to foreclose, collect or
settle such lien using any legal or equitable remedies available under
the law. The motion was duly seconded and carried unanimously.
6.3 Case 155-26 - Accept the Nuisance Abatement Lien for respondent(s) Plov Management
LLC at 1116 Amble Ln. for Inoperative Vehicle; and issue an order with the compliance
deadline and authorize the City to mitigate the violation if compliance is not met.

Inspector Kasman provided a PowerPoint presentation. He explained the
property is a duplex with the official address being 1116 Amble Ln. and
the additional unit is 1118 Amble Ln. A trailered boat without a license
tag is being stored in the rear of the property, and a sedan is parked in the
front of the property without a license tag.
Member Gird moved to enter an order finding the Respondent in
violation of the City of Clearwater Code and requiring the Respondent
to correct the violations within five days of the Board's written order. If
the Respondent dies not comply within the time specified, the City may
take all reasonable actions, including entry onto the property, to abate
and maintain the nuisance, and charge the Respondent with the
reasonable costs which will become a lien on the property. After 3
months from the recordation date of such lien, if the costs remain
unpaid, the City Attorney's office is authorized to foreclose, collect or

Inspector Mattocks provided a PowerPoint presentation. He said the back
of the property is overgrown and has a pile of homeless encampment
trash stacked up. He said the grass had been cut but the pile of trash and

debris remains.
Member Ryan-Anderson moved to enter an order finding the
Respondent in violation of the City of Clearwater Code and requiring
the Respondent to correct the violations within five days of the Board's
written order. If the Respondent dies not comply within the time
specified, the City may take all reasonable actions, including entry onto
the property, to abate and maintain the nuisance, and charge the
Respondent with the reasonable costs which will become a lien on the
property. After 3 months from the recordation date of such lien, if the
costs remain unpaid, the City Attorney's office is authorized to
foreclose, collect or settle such lien using any legal or equitable

compliance deadline and authorize the City to mitigate the violation if compliance is not

No one was present to represent the Respondent.
Inspector Mattocks provided a PowerPoint presentation. The grass is
very tall and the property is littered with trash and debris.
Member Plumb moved to enter an order finding the Respondent in
violation of the City of Clearwater Code and requiring the Respondent
to correct the violations within five days of the Board's written order. If
the Respondent dies not comply within the time specified, the City may
take all reasonable actions, including entry onto the property, to abate
and maintain the nuisance, and charge the Respondent with the
reasonable costs which will become a lien on the property. After 3
months from the recordation date of such lien, if the costs remain
unpaid, the City Attorney's office is authorized to foreclose, collect or
settle such lien using any legal or equitable remedies available under
the law. The motion was duly seconded and carried unanimously.
6.6 Case 158-26 - Accept the Nuisance Abatement Lien for respondent(s) Matt Allen, 1260
Wellington LLC at 1260 Wellington Dr. for Inoperative Vehicle; and issue an order with
the compliance deadline and authorize the City to mitigate the violation if compliance is
not met. (Jehnzen)

Inspector Jehnzen provided a PowerPoint presentation. He explained the

property address no longer exists and is identified as Parcel#
24-29-15-27018-000-1170. He said several inoperable vehicles are
stored on the property. He spoke with the property owner who said he
purchases vehicles from auction and stores them at the property while he
waits on the titles. He said none of the vehicles have license plates. Mr.
Jehnzen said the complaint came from a neighbor who has seen the
vehicles for sale on Facebook Marketplace.
Member Engel moved to enter an order finding the Respondent in
violation of the City of Clearwater Code and requiring the Respondent

deadline and authorize the City to mitigate the violation if compliance is not met.

No one was present to represent the Respondent.
Inspector Kasman provided a PowerPoint presentation. A bush is growing
up the light pole and is growing/expanding into the right-of-way. He said
he spoke with the tenant at the property who tried to remedy the issue, but
more needs to be cut from the growth, there needs to be at least an 8 ft.
clearance above the right-of-way and the growth cannot go beyond the
curb line. In response to a question, he said the branches are entwined
with the pole and houses hundreds of birds.
Member Ryan-Anderson moved to enter an order finding the
Respondent in violation of the City of Clearwater Code and requiring
the Respondent to correct the violations within five days of the Board's
written order. If the Respondent dies not comply within the time
