1. Call to Order. Chair Rector called meeting to order at 5:15 pm.
2. New Business Items.
2.1 ID#25-0799 Set a final millage rate of 0.9700 mills for fiscal year 2025/26
within the Downtown Development Board boundaries and adopt Resolution
25-02.
CRA Executive Director Jesus Nino presented the request for approval to set a
millage rate of 0.9700 mills for fiscal year 2025/26 within the DDB boundaries
and adopt Resolution 25-02.
City Attorney David Margolis reads Resolution 25-02 regarding the requested
millage rate for fiscal year 2025/26.
Vice Chair Teixeira motioned to approve the requested millage rate for fiscal year
2025/26.
The motion was duly seconded and upon roll call, the vote was:
Ayes: Vice Chair Teixeira, Member Allbritton, Member Cotton, Member Mannino,
Member Fraizer, Member Khodortsov.
2.2 ID#25-0800 Approve the Downtown Development Board Annual
Operating Budget for fiscal year 2025-2026 and adopt Resolution 25-03
CRA Executive Director Jesus Nino presented the requesting for approval of the
Downtown Development Board Annual Operating Budget for fiscal year 205-2026
and adopt Resolution 25-03.
City Attorney David Margolis reads Resolution 25-03 regarding the approval of
the Downtown Development Board Annual Operating Budget for fiscal year 2025-
2026.
Member Allbrittion motioned to approve the Downtown Development Board
Annual Operating Budget in the amount of $1,229,781.
The motion was duly seconded and upon roll call, the vote was:
Ayes: Vice Chair Teixeira, Member Allbritton, Member Cotton, Member Mannino,
Member Fraizer, Member Khodortsov.
2.3 ID#25-0824 Approve the Downtown Development Board (DDB) Outdoor
Cafe Grant Program, providing reimbursement grants of up to $8,000 per
business for qualifying outdoor furniture and umbrellas, with program
funding not to exceed $50,000, and authorize the appropriate officials to
execute the same.
CRA Specialist Brian Ulbricht presented the Downtown Development Board
(DDB) Outdoor Cafe Grant Program for approval.
Scott Sousa of Clear Sky Restaurant provided public comments in support of the
Downtown Development Board (DDB) Outdoor Cafe Grant Program.
Member Mannino motioned to approve the Downtown Development Board (DDB)
Outdoor Cafe Grant Program.
The motion was duly seconded and upon roll call, the vote was:
Ayes: Vice Chair Teixeira, Member Allbritton, Member Cotton, Member Mannino,
Member Fraizer, Member Khodortsov.
