09/17/2025CLEARWATER DOWNTOWN DEVELOPMENT BOARD SPECIAL BUDGET HEARING September 17, 2025 — 5:15 PM — City Council Chambers Board Members Present: Chair Bruce Rector, Vice Chair Lina Teixeira, Member David Allbritton, Member Mike Mannino, Member Ryan Cotton, Member Jen Fraizer, Member Mikhal Khodortsov Also present: Jesus Nino, CRA Executive Director, Brian Ulbricht, David Margolis, Attorney, Jennifer Poirrier, City Manager 1. CaII to Order. Chair Rector called meeting to order at 5:15 pm. 2. Approval of Minutes. 2.1 ID#25-0820 Approve the minutes for the August 4, 2025, Downtown Development Board meeting. Vice Chair Teixeira motioned to approve the minutes of the August 4, 2025, Downtown Development Board meeting. The motion was duly seconded and upon roll call, the vote was: Ayes: Vice Chair Teixeira, Member Allbritton, Member Cotton, Member Mannino, Member Fraizer, Member Khodortsov. 3. New Business Items 3.1 ID#25-0936 Set a final millage rate of 0.9700 mils for fiscal year 2025/26 within the Downtown Development Board boundaries and adopt Resolution 25-02. CRA Executive Director Jesus Nino presented a request for approval to set a final millage rate of 0.9700 mils for fiscal year 2025/26 within the Downtown Development Board boundaries and adopt Resolution 25-02. City Attorney David Margolis reads Resolution 25-02 regarding the approval to set a final millage rate of 0.9700 mils for fiscal year 2025/26 within the Downtown Development Board boundaries. Member Allbrittion motioned to approve the final millage rate of 0.9700 mils for fiscal year 2025/26 within the Downtown Development Board boundaries. The motion was duly seconded and upon roll call, the vote was: Ayes: Vice Chair Teixeira, Member Allbritton, Member Cotton, Member Mannino, Member Fraizer, Member Khodortsov. 3.2 ID#25-0937 Approve the Downtown Development Board Annual Operating Budget for fiscal year 2025/26 and adopt 25-03. CRA Executive Director Jesus Nino presented a request for approval of the Downtown Development Board Annual Operating Budget for fiscal year 2025/26 and adopt 25-03. City Attorney David Margolis reads Resolution 25-03 regarding the approval of the Downtown Development Board Annual Operating Budget for fiscal year 2025/26. Member Mannino motioned to approve the Downtown Development Board Annual Operating Budget for fiscal year 2025/26. The motion was duly seconded and upon roll call, the vote was: Ayes: Vice Chair Teixeira, Member Allbritton, Member Cotton, Member Mannino, Member Fraizer, Member Khodortsov. 4. Director's Report. CRA Executive Director Jesus Nino presented updates on the city-wide location analytics and intelligence services request for proposal that has been open since September 15, 2025. CRA Executive Director Jesus Nino notified the Downtown Development Board of coordinating efforts with the Public Communications Department to elicit marketing and public relations services for the Downtown Development Board. 5.
