Osceola Avenue Clearwater, FL 33755 Meeting Minutes Thursday, May 14, 2026 4:00 PM Special Meeting Main Library - Council Chambers Public Art and Design Board City of Clearwater Public Art and Design Board Meeting Minutes May 14, 2026 Roll Call Present 7 - Board Member Mark Lutz, Board Member Sheri Aquilar, Board Member Maggie Duffy, Board Member Bryan Voliton, Board Member Jonathan Barnes, Board Member Gregory Byrd, and Board Member Judy Morton Also Present 2 —Amber Brice —Arts & Cultural Affairs Manager, and Danielle DeBois —City Clerk Specialist 1. Call To Order The chair called the meeting to order at 4:04 p.m. 2. Approval of Minutes 2.1 Approve the minutes of the February 12, 2026 Public Art & Design Board meeting. Board Member Gregory Byrd moved to approve the minutes of the February 12, 2026 Public Art & Design Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None 4. New Business Items 4.1 Art Oasis Mural Festival Update Arts and Cultural Affairs Manager Amber Brice presented the three new buildings, PBI, Headstart, and Safehouse, with murals on a slideshow. 4.2 Chalk the Bay Art and Music Festival Ms. Brice said the city is hosting its first Chalk the Bay Art and Music Festival on January 16-17, 2027 with 40 artists having already applied. 4.3 Discuss Beach Walk 3D Art Pieces Ms. Brice said the beach is interested in installing 3-D art pieces for the new bike rack areas and shared the selected designs for board approval. Tarpon, seashells, and crab murals were presented as options, one per each racking area. Board member Johnathan Barnes moved to approve the three pre-selected designs to be implemented in the bike rack areas. The motion was duly seconded and carried unanimously. 4.4 Discuss New City Hall Stairwell and The BayCare Sound Murals 2 City of Clearwater Public Art and Design Board Meeting Minutes May 14, 2026 Ms. Brice said the two murals presented are examples of work from the highest scoring applicants for the new Clearwater City Hall staircase murals and said official voting would occur at the next meeting to select the muralist. 4.5 Elect Chair and Vice -Chair Board member Johnathan Barnes moved to re-elect Bryan Voliton as Chair and Gregory Byrd as Vice Chair of the Public Art and Design Advisory Board. The motion was duly seconded and carried unanimously. 5 Director's Report Ms. Brice said the Clearwater Arts Alliance was hosting a new art gallery next week. 6 Board Members to be Heard 7. Adjourn Attest: Board discussion ensued regarding potential elevations to the Chalk the Bay festival. Ms. Brice confirmed there would be an emerging artist and youth chalking section at the Chalk the Bay and Music Festival and said she would look into the local youth symphony preforming at the event. In response to discussion, Ms. Brice said she would look into the potential of a city-wide iconography similar to the use of oranges throughout the city of Dunedin. Ms. Brice said she would look into if the stairwell mural would be lit on a continual basis for the sake of the mural and if art specific lighting would be permitted.
