Roll Call
Present: 5 - Board Member Robyn Fiel, Board Member Linda Byars, Board
Member Christine Bond, Board Member Kelly Batsford, and Board Member
Charessa Doty
Absent: 2 - Board Member Frank Cornier, and Board Member Richard Foxx

1. Call To Order
The Chair called the meeting to order at 9:00 a.m.
2. Approval of Minutes
2.1 Approve the March 17, 2026, NAHAB Meeting Minutes.
Board member Linda Byars moved to approve the minutes of the
March 17, 2026 Neighborhood and Housing Advisory Board meeting
as submitted in written summation. The motion was duly seconded
and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None
4. New Business Items
4.1 Approve the staff recommended funding allocations for use of CDBG funding
for
Program Year 2026/27.
Economic Development and Housing Community Development
Coordinator 11 Dania Perez gave a presentation of staff recommendations
for board approval of funding allocations for the annual action plan
budget in concordance with the five-year consolidated plan.
Board member Kelly Batsford moved to approve the staff
recommended funding allocations for the annual action plan budget.
The motion was duly seconded and carried unanimously.
4.2 Recommend approval to the City of Clearwater's Community Redevelopment
Agency's Board of Trustees a proposal for the redevelopment of CRA owned
parcels located within Downtown Clearwater and authorize CRA staff to
negotiate an agreement for development, purchase and sale of property with
said entity.

Economic Development and Housing Division Manager Dylan Mayeux
presented a PowerPoint on the proposal of CRA owned parcel
redevelopment recommendations for. the Community Redevelopment
Agency's Board of Trustees. Board discussed vote outcome clarification
and one present conflict of interest leading to Charessa Doty abstaining
from the vote.
Meeting Minutes May 12, 2026
Board member Linda Byars moved to approve the recommendation
to the Community Redevelopment Agency's Board of Trustees. The
motion was duly seconded and carried with the following vote:
Ayes 4 — Board Member Fiel, Board Member Byars, Board Member
Bond, and Board Member Batsford
Abstained 1 — Board Member Doty
5. Director's Report
Mr. Mayeux said the annual audit was recently completed with no
findings returned.
6. Board Members to be Heard: None
