Roll Call
Present: Chair Bianca Latvala, Board Member Candace Gardner (Arrived 4:02 p.m.),
Board Member Kelly S. Kelly, Board Member Timothy Hughes, Board
Member Michael Rubino, and Board Member Nana Westmark
Absent: Vice Chair Glenna Wentworth
Also Present: Rosemarie Call — City Clerk and Danielle DeBois —City Clerk Specialist
To provide continuity for research, items are listed in agenda order although not
necessarily discussed in that order.
1. Call To Order
The Chair called the meeting to order at 4:00 p.m.
2. Approval of Minutes
2.1 Approve the minutes of the March 26, 2026 special meeting.
Board member Michael Rubino moved to approve the minutes of the
March 26, 2026 special meeting as submitted in written summation.
The motion was duly seconded and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda
Bill Jonson shared a PowerPoint on the Phillies term sheet, raising
concerns regarding funding sources for the proposed expansion of the
ball parks amenities.
4. New Business Items
4.1 Clearwater 2045 Presentation - Planning and Development Director Lauren
Matzke
Ms. Matzke will provide an overview of the Parks and Public Spaces and
Conservation and Coastal Management sections of the comprehensive plan.
Planning and Development Director Lauren Matzke and Long Range
Planning Manager Marcie Stenmark presented the City of Clearwater's
Comprehensive Plan 2045. In response to questions, Ms. Matzke shared
the purview of the Planning Department, and which departments oversee
the implementations of various projects and grants, such as the Park and
Recreation department being responsible for the potential increase of
beach wheelchair walkways. Board discussion ensued regarding
waterway conservation, in response Ms. Matzke spoke on the site plan

reviewprocessand the various land use, zoning, and infrastructure
categories regulated in an area. Ms. Matzke recommended flood plain
and flood compliance specific inquiries be addressed to the Floodplain
Administrator Eugene Henry.
Meeting Minutes April 23, 2026
The City Clerk confirmed the current planning for a modernization of the
City's sewage treatment plants.
4.2 Set agenda for next meeting.
The Board requested a presentation on hurricane prep and related
educational outreach opportunities for the board to participate in as well
as tree canopy policies and for department directors to share their
ongoing project lists with regards to the three different areas covered by
the board.
5. Board Members to be Heard
The Board thanked the presenters for their time and work.
6. Adjourn
The meeting was adjourned at 4:42 p.m.
