Call to Order— Chair Boutzoukas The meeting was called to order at 1:00 p.m. 2. Approval of Minutes 2.1 Approve the minutes of the March 17, 2026 CDB meeting. Board Member Haudricourt moved to approve the minutes of the March 17, 2026 CDB meeting. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda — None. 4. Consent Agenda: The following cases are not contested by the applicant or city staff. If no objections are raised by a member of the public, and member(s) of the Board do not request to remove an item from the Consent Agenda, items will be approved by a single vote at the beginning of the meeting. 4.1 FLD2025-10026: Flexible Development approval for the conversion to a medical clinic in the Institutional (1) District as a Comprehensive Infill Redevelopment Project for the property located at 375 Turner Street. The existing building does not exceed 35 feet in height and the modified parking lot includes 57 off-street parking spaces. Requested is flexibility for reduced off-street parking for the subject site based on a parking demand study and reduced interior landscaping and landscape buffers along the property lines through a Comprehensive Landscape Program. The motion was duly seconded and carried unanimously. 4.3 LUP2026-02001: Amendment to the city's Future Land Use Map from the Residential Low (RL) designation (Pinellas County) to the Recreation/Open Space (R/OS) designation (City of Clearwater) for the property located at 1399 Pineapple Lane. The motion was duly seconded and carried unanimously. 5. Director's Report Planning and Development Director Lauren Matzke asked board members to encourage individuals interested in serving on the board to submit an application as several members are phasing out. She introduced the Board's new attorney, Noah Daiker. 6. Board Members to be Heard In response to a comment, Ms. Matzke said the park at the end of Pineapple Lane is currently in the county and is in the process of being annexed into city limits. The property is currently zoned for residential use but will be open space recreation when annexed into the city. She said the property will be integrated into the adjacent park. Board Member Hinrichs thanked Council and staff for the opportunity to serve on the board. It has been an honor and pleasure serving the city.
