LEGAL CONSULTATION AND SERVICES CONTRACT
This Agreement is hereby entered into this 22nd day of April 2026 between the Law
Offices of LUKE CHARLES LIROT, P.A. (hereinafter the "firm" or the "attorney") and The
City of Clearwater (hereinafter the "client").
1. TYPE OF CASE(S): Assist in Creating Polices for Decorum at Public Meetings.
2. LEGAL FEES: The Law Office of LUKE CHARLES LIROT, P.A. requests an initial.
non-refundable retainer fee of two thousand five hundred ($2.500.00) for representation.
The client understands that additional services will be renderedat a rate of Five Hundred
Dollars ($5000.00) per hour; hours billed through an. Associate: will be rendered at a rate of
Three Hundred Seventy. -Five Dollars ($375.00) per hour, and hours billed through a
Paralegal will berendered at a rate of Two Hundred Dollars ($200.00) per hour. The fee
reflects not simply the number of hours which individual lawyers may devote to the client's
representation, but also the experience, reputation, skill, and efficiency of the attorneys, as
well as the potential inability of the firm to accept other employment during the pendency of
the representation. Any work on the client's case(s) listed above will not commence unless
this Agreement is executed andthe initial retainer fee is paid.
3. BILLING FOR TRAVEL TIME: The Law Office of LUKE CHARLES LIROT, P.A.
bills $200.00 per hour for travel time to attend any hearings or other litigation related
activities requireing traveling outside of Pinellas County, Florida.
4. APPELLATE LEVEL PROCEEDING: If any appealsor extraordinary writs are taken
up with the. Court of Appeals or the Supreme Court by any party, either before or after trial,
additional fees will be involved. This Agreement includes only proceedings prior at the trial
court level and does not include appellate matters.
5. SCOPE OF REPRESENTATION: This Agreement is not for any other proceeding,
including civil actions, criminal actions, or other proceedings. A. separate agreement will then
be negotiated for that representation, if required.
6. COSTS AND EXPENSES: Costs and expenses are in addition to legal fees. It is agreed
that if any costs must be advanced by the attorney, these costs will be billed to the client. All
expenses must be brought up to date before trial and such other times set by the attorney.
7 COLLECTION: If it is necessary to institute collection or any action to enforce this
Agreement, costs of collection, including reasonable attorney's fees, will be payable to the
attorneys in addition to all amounts for fees, costs,and expenses previously described

8. WITHDRAWAL: In the event that the client either fails to or refuses to pay the amounts
due and owing and fails to make satisfactory payments within ten (10) days from receipt of
the client's bill forr services or expenses, the client agrees to the attorney's withdrawal as
attorney of record andfitrther agrees to the imposition of any liens. The attorney may also
withdraw from this representation and terminate this Agreement at any time in writing if the
client, in the opinion of the attorney:
a. insists upon presenting a claim or defense which is not warranted under existing law
and cannot be supported by good faith argument, extension, modification, or reversal
of existing law,
b. personally seeks to pursue an illegal course of conduct,
c. insists the attorney pursue a course of conduct that is illegal or prohibited by the rules
or the standards of conduct of the Florida Bar or other applicable standards, or
d. fails to cooperate with or assist the attorney on any material matter when requested by
the attorney to do so.
9. DISCHARGE: The client may discharge the firm and terminate this Agreement at any
time in writing. The client agrees that the firm shall be entitled to full fees plus any costs
advanced and expenses incurred in this representation, all of which shall be due and payable
by the client at such time of the termination.
10. GENERAL: The client understands that the results of trial, appeals, and hearings cannot
be guaranteed, and that no guarantees of success or favorable outcome are made.
