of roadway per year in order to bring substandard deteriorated
streets into standard condition and to protect asphalt roads
from deterioration. Projects are city wide.

NARRA TIVE REPORT

1. STEPS TO MEET H.A.P. GOALS:
The City staff and the Clearwater Housing Authority have worked with
private housing developers to assist them in the provision of assisted
low-income housing. This assistance has included program explanation,
and assistance in preparation of forms. During the reporting period,
preliminary proposals were filed by developers for the assistance of
72 elderly units, 72 family units, and 6 large family units.
The City staff has worked toward identification of sites to be acquired
upon which assisted elderly and/or family housing can be constructed.
Efforts continue to indentify existing housing units suitable for
rehabilitation, and applications for rehabilitation loans and/or
advances are currently,being processed.
2. STEPS TAKEN TO IMPROVE ABILITY TO MEET H.A.P. GOALS:
The reorganization of the Community Development Department and its
expansion has assisted in meeting the H.A.P. ,goals. The Section 8
Assisted Housing Program has been fully staffed, and the
cCllllllunity Development Planners Aide, together with a Housing and
Relocation Aide t~ve been added to increase the staff capacity in
administering the expanded rehabilitation program. The COllllllunity
Relations Office has also been reorganized to become more responsive
in monitoring and assisting in the provision of equal housing opportunities.
The City has begun the developmental process to establish a Neighborhood
Housing Service to aid in the revitalization of a blighted neighborhood.
This activity, sponsored by the Urban Reinvestment Task Force, should
assist our rehabilitation efforts, and lead to the construction of
additional housing units.
Preliminary steps have been initiated to participate in the Urban
HOIIIesteading Program (Section 810), and although the number of units
available are 5IIIB.ll, this will further assist in our meeting the B.A.P.
goals for family units.
3. PROBLEMS ENCOUNTERED:
The City has fallen short of reaching the B.A.P. goals for New Construction
of both elderly and large family units. We have adopted a strategy of
utilizing the Clearwater Housing Authority to provide for family and
large family units, and to encourage private development of elderly
units .
Redevel.opment efforts of the blighted residential areas of. North and South
Greenwood have been frustrated at times because of existing land use
zoninq which is inappropriate. The City Planning Department is in the
process of a massive rezoning of these areas to change the zoning to
match existinc; land use patterns.

1. By executing the Certificate of As~rance for Title VIII of the
Civil Rights Act of 1968, the recipient has agreed to administer
its programs relating to 'housing and urban development in a man-
ner to affirmatively further fair housing. (Activities under
this category need not be limited to those funded under CD Block
Grants.) Listed below are areas of particular concern in which
specific actions can be taken to provide for greater housing

The scope and Diix of- theflrst-'l:hreeyears projects _re- heavily
_ighted toward public improvements (streets, sidewalks, recreation
facilities, etc.) This trend has continued into the fourth program
year; ho_"er, the City has been increasingly success:fiul in promoting
a Rehabilitation Loan/Advance Program to assist owner-occupied residential
structures within designated target areas (Neighborhood Strategy Areas).
Almost ul of the projects undertaken to date are as a direct result of
citizen recommendations received during the citizen participation process.

Community Development Grant Application
Part II - Narrative Summary
A. Community Development Plan Summary:
Clearwater's Capital Improvement Program and this fourth
year Community Development Block Grant application have as
their cornerstone, those Goals, Policies and Objectives
adopted by Clearwater in 1971 and reinforced over time.
In general terms, Clearwater's Community Development
Plan continues to identify total community development needs.
Funding of these needs will vary from project to project and
may include Community Development Block Grant funds, City
furnished funds, or a combination of the two.
The "Needs" portion of the Community Development Plan
was purposely kept as broad as possible to merely indicate
the general "Needs" categories of the entire City without
limiting the scope or extent of possible programs within the
broad general categories. The "Needs" categories purposely
parallel the major subdivisions of the Capital Improvement
Program (Public Safety, Leisure, Utilities, etc.). Housing
and Redevelopment "Needs" directly related to elimination of
blight and/or assistance to the economically disadvantaged
were given added emphasis by establishment of three separate
housing "Needs" categories.
The "Long Term" objectives portion of the plan addresses
specific programs supporting the previously established needs.
In several instances more than one long term objective is
described in support of a particular need. The most signi-
ficant quality of all of the long term objectives is_ that they
are projected for completion at a point in time which is more
than three years in the future.
The "Short Term" objectives portion of the. plan describes
specific objectives targeted for initiation and completion
in less than three years with all of the short term objectives
directly related to one of the initial needs and, in the case
of "annual program" type activities, also reflective of
programs noted under "Long Range Objectives." Thus, the quantity
of Short Term Objectives exceeds that of either flNeeds" or
Long Term Obj ectives . All fourth year program acti vi ties such
as the utility and street improvement project in the South
Greenwood Target Area are directly related to one of the Short
Ter~ objectives.

All budgeted activities, except for city-wide activities
such as "administration" are targeted for execution in areas
of the City where the residents have levels of income that
are classified as low to moderate. The census tracts thus identified
are as follows:
259,262,261,254.02,258, and 268.01
Utilization of the R. L. Polk and Co. "Profiles of Change"
data, specifically the Key Indicators-Rates portion of the
Small Area Rank Order Summary -A, confirmed local needs assess-
ments with regard to Census tracts
259, 262, 261, 254.02, and 258.
Census Tract 268.01 is a special situation and is included
for the following reasons:
Census Tract 268.01'(the area bounded by Highway 19,
GUlf-to-Bay, Tampa Bay, Alligator Creek, McMullen-Booth Road
and Sunset Point Road) had, according to the 1970 Census, a
family income level that was higher than the median i~come for
the City of Clearwater. This situation is essentially unchanged
today. However, since the 1970 Census, we have established in
this census district a low income Public Housing project con-
sisting of 278 family housing units. Community Development
funds expenditures in Census District 268.01 will directly or
indirectly benefit the residents of this Public Family Housin~
nroject and are thus within the snirit and intent of the
Community Development Act.
The Wood Valley Park Are~ is also in Census Tract 268.01
near areas built as "235" housin~. Residents are of mixed
ethnic and economic background and facilities at Wood Valley
Park would directly benefit concentrations of residents in
the low to moderate income range. The City of Clearwater has
grown by more than 68% since the 1970 Census. Thus, census
data must be viewed as other than a definitive statement of
current conditions.
Clearwater Community Development needs, together with the
long and short term objectives supporting the needs, are
shown on the attached form. No segment of the total group of
lower income persons in Clearwater is deemed to have "special
needs" and none are therefore identified in the C.D. plan summary.

Survey of Housing Conditions
1. Substandard Unit: A housing unit which does not
pr?vide s~fe and adequate shelter and re-
qU1res maJor renovation to bring it up to
the Clearwater Minimum Housing Code and/or
lacking one or more essential plumbing facil-
ities (hot and cold piped water, private
toilet, and private shower or bath for the
exclusive use of the unit).
2. Suitable for Rehabilitation: A-unit in deterio-
rating condition due to inadequate maintenance
or accidental damage which requires repair
equal to less than 75% of its value subse-
quent to renovation, and/or having as the
primary deficiency, the lack of one or more
essential plumbing facilities. The unit must
be located in a viable neighborhood either
having adequate community facilities or with
necessary capital improvements in the current
C.LP. program.
3. Data Sources and Methods Used: Data contained in
Table I was developed by the City of Clear-
water Planning Department. The base 1970
Census tabulations for housing units, were
updated to reflect new private and public
housing construction (based on Certificates
of Occupancy), and losses through demolitions
resulting from Code Enforcement, fire or
other means.
The vacancy rate is based on a study made
by Florida Power Corporation on active vs.
inactive electrical meters in Clearwater.
The vacancy rate for December 31, 1975 of
8.78% was extremely close to the vacancy rate
established by the local Post Office Department
f~r a similar period (9%). The vacancy rate
_ dropped to 4,:21% as of December 31, 1977,
and this downward trend is corroborated by
an increase in developmental inquiries at
both the City Building Department and the
Planning Department. Most current int,erest
is focused on the single family home market
and on low density garden-type condominiums.
There remains a substantial quantity of
vacant luxury highrise condominium units on
Sand Key, Clearwater Beach, Island Estates and
the Bluff overlooking Clearwater Harbor
~SO ~ units). The rental apartment complexes
have been filling at a good rate, but there
has yet been no recent inQuiry into the
construction of new apartments.

The availability of newly-constructed units
will prove to be a valuable resource in
locating families into Section 8 existing
subsidized housing. The filtering up process
will' continue to exert a strong influence on
the overall family market; however, there are
few one bedroom existing units available.
The Public Housing Authority complains of a
waitine list for tenancy in its existing
resources, and strongly supports the request
for new construction of smaller-unit and
large family low and moderate income housing
units in,Clearwater.
Substandard housing estimates were computed
through a proportional comparison of substandard
units to total units in 1970 vs. total estimated
units .in March 1978. The city has made substantial
progress in the elimination of very substandard
and dilapidated housing units through strict
code enforcement; however, our minimum housing
code inspectors continue to find a number
of deficiencies among the housing stock built
prior to 1960. Accurate data is not available
as to the current number of substandard units
within our inventory, but because the recent
construction of new housing units has doubled
the number of units available, a factor of .5
was applied in determining the number of
existing substandard units.
Occupied substandard vs. vacant substandard
figures were proportionally derived from the
1970 Census data. The breakdown of owner
vs. renter was likewise derived.
Suitable for rehabilitation figures were based
on the experience gained from minimum housing
code inspection reports which reveal that
66% of all units cited, as being below the
city code requirements, do correct these
shortcomings and become "standard." Therefore
a factor of .66 was applied to determine the
number of substandard units that were suitable
for rehabilitation.

Methodology: The low income category was
identified by multiplying the median income
($8700) by 80%, thereby establishing $6960
or $6999 as the low income ceiling. House-
holds included were those living in housing
valued at over 2.5 times their income. Break-
down by age and category was as reported by
H. U. D.'Speci<'.l Tabulations within th-e previous-
ly established income limits, and adjusted for
sma11~r or larger families. Adjustments were
then made" for known changes (see table IIA)

Methodology: The low i~come category was
identified by utilizing the unit count shown
to be spending greater than 25% of their gross
income for rent, and adjusted by subtracting

rental assistance under Section 8, and those
housing units displaced during the past year.

by H.U.D. Special Tabulations within the
previously established income limits, and
adjusted for smaller or larger families.
Adjustments were then made for other changes
(see table IIA)

G. The housing needs addressed in the goals of this years
transitional Housing Assistance Plan conform to the pro-
portionality requirements of the implementing regulations.
The elderly needs are being addressed through proposed new
construction by a non-profit organization and by continued
expansion of Section 8 Existing Rental assistance.
Family and large family needs are being met with assistance
of the Clearwater Housing Authority in sponsoring "Turn Key"
new construction and by continuing with Section 8 Existing
Rental assistance.
There are a number of FHA units available for beginning a
Urban Homesteading Program in a strategy area, and it is
our intent to exploit this source during the coming year.
The Planning Department is in the process of initiating a
comprehensive rezoning of the target areas of North and
South Greenwood. The purpose of this action is to stabilize
existing residential neighborhoods, by removing current
speculative zoning classifications from "strategy areas"
slated for major rehabilitation activities. This action,
together with the establishment of a "Neighborhood Housing
Service", sometime during the first quarter of 1979, should
significently increase the impact of the City's rehabilita-
tive efforts in these areas.
The Section 312 rehabilitation loan program is going to be
activated during this next program year. This source will
hopefully fill the temporary gap in the CDBG rehabilitation
loan program.

A RESOLUTION AUTHORIZING THE PREPARATION AND SUBMITTAL
OF AN APPLICATION FOR FUNDING UNDER THE HOUSING AND
COMMUNITY DEVELOPMENT ACT OF 1974.
WHEREAS, the Housing and Community Development Act of 1974
provides Federal Biock Grant Funds to designated cities and counties; and
WHEREAS, it is expected that the City of Clearwater could receive
such funds which would primarily be spent in low. and moderate income areas
of Clearwater in varied projects; and
WHEREAS, the City of Clearwater already has on file with the
Department of Housing and Urban Development a Community Development program
in the amount of $1,501,000.
WHEREAS, it is estimated that the Community Development Block
Grant for the coming program year will be awarded in the approximate sum
of $826,000. of which the entire sum is to be the Department of Housing and
Urban Development's share;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF CLEARWATER, FLORIDA, IN SESSION DULY
AND REGULARLY ASSEMBLED, AS FOLLOWS:
1. That the City Manager is hereby authorized as of this date
to begin preparing an application for funds under the provisions of the
Housing and Community Deve10pment Act of 1974 and to begin incurring costs
essential to the planning and preparation of the application, as permitted
in Section 570.301 (c) of 24 CFR Part 570.
2. That the City of Clearwater recognizes that reimbursement for
such costs will be dependent upon the availability of funds to implement
the Act and on timely submission of an application.
3. That the City Manager, Anthony L. Sho~~aker, is designated
as the official of the City of Clearwater to a~ for and on behalf of the
City with regard to matters relating to the Housing and Community Development
Act of 1974 pursuant to Section 570.3 (d), of 24 CFR Part 570.
