Dear Ms. Goudeau:
On January 11, 1993, we provided to the City our proposal for a ten
year extension of our franchise with an additional five year
extension triggered by the upgrade of our system.
Since that time, the Information Superhighway has made big
headlines, and Vision Cable will play a significant role in its
future in Clearwater. Our job is to build a solid foundation for
that highway and to listen to you, our franchising officials and
customers, as you tell us what you want to see traveling on it.
It will take time for "superhighway programming" such as video-on-
demand, interactive games, public access to vast global data
libraries, and so much more, to become available to the broad
consumer market. It took 18 years for America to embrace color
television and 12 years for the personal computer to penetrate 20%
of U.S. homes. Our task is to prepare Clearwater for the future
explosion of high tech services, while we continue to improve and
enhance our current cable television service.
with this in mind, I am pleased to announce that Vision Cable of
Pinellas is committed to upgrading its cable distribution system.
Vision Cable currently is upgrading its cable systems in North
Carolina and New Jersey. We want to do the same here in Clearwater
as soon as possible. We have begun interconnecting our headends
with fiber optic cables and we plan to upgrade our distribution
system franchise by franchise as major renewals are completed.
We have always taken pride in the fact that we are ahead of many of
the nation's cable systems in offering state-of-the-art services to
our customers. Our Clearwater cable system was capable of
distributing 54 channels of video at a time when most of the
nation's cable systems could accommodate less than 40. For years,
this design has provided Vision Cable customers with a wider
variety of programming than most other systems nationwide.
Our proposed upgrade will increase our transmission capacity from
a frequency spectrum of 450 megahertz analog to 750 megahertz
analog and digital. This will provide the platform for the
eventual provision of many more channels, and will further improve
signal clarity and reliability to a number of our customers.

We plan to display future technologies in April for you to see and
experience. We will notify you well in advance of when and where
to come to see a glimpse of the future Information Superhighway and
some of the services that will travel on it.
