1. Call To Order
The meeting was called to order at 1:30 p.m.
2. Approval of Minutes
2.1 Approve the minutes of the January 28, 2026 Municipal Code Enforcement Board
meeting as submitted in written summation.
Member Engel moved to approve the minutes of the January 28, 2026
Municipal Code Enforcement Board meeting as submitted in written
summation. The motion was duly seconded and carried unanimously.
3. New Business Items
3.1 Continued from December 17, 2025 - Case 190-25 - Find respondent(s) Marco Victorino
& Wei-Ween Yang Victorino at 1768 Bentley St. in violation of Code for Permits; and
issue an order with the compliance deadline and fine if compliance is not met. (Reese)
No one was present to represent the Respondent.
Inspector Reese provided a PowerPoint presentation. Driveway pavers
were installed without a permit. The property owner applied for a permit
but a Flexible Standard Development (FLS) approval is needed to allow
pavers in that location. In response to a question, she said she spoke with
the property owner three times and explained what needed to be done
and gave additional time to comply to allow him to complete the FLS
process.
Member Engel moved to find the Respondent in violation of the City of
Clearwater Code as referred to in the affidavit in this case. The motion
was duly seconded and carried unanimously.
Member Engel moved to enter an order requiring the Respondent to
correct the violations on or before April 25, 2026. If the Respondent
does not comply within the time specified, the Board may order a fine of

$150.00 per day per violation for each day each violation continues to
exist. After 3 months from the recordation date of such lien, if fines and
fees remain unpaid, the City Attorney's office is authorized to foreclose,

unanimously.
3.2 WITHDRAWN - Continued from December 17, 2025 & January 28, 2026 - Case 175-25 -
Find respondent(s) Daniel Esan at 1102 Brigadoon Dr. in violation of Code for Exterior
Surfaces; and issue an order with the compliance deadline and fine if compliance is not

3.5 Case 23-26 - Find respondent(s) Conor Petren at 3804 Brigadoon Cir. in violation of
Code for Exterior Surfaces; and issue an order with the compliance deadline and fine if

Inspector Sudduth said she spoke with the property owner who wants to be
at the hearing but was unable to be here today. She requested the case
be continued to the next meeting.
Member Engel moved to continue Case 23-26 to March 25, 2025. The
motion was duly seconded and carried unanimously.
3.6 Continue to March 25, 2026 - Case 24-26 - Find respondent(s) Robin Farley Est at 1506
S Hillcrest Ave. in violation of Code for Abandoned Building; and issue an order with the
compliance deadline and fine if compliance is not met. (Jehnzen)

3.7 Case 25-26 - Find respondent(s) Tripop Clearwater LLC at 400 Coronado Dr. in violation
of Code for Prohibited Signage; and issue an order with the compliance deadline and
fine if compliance is not met. (Burghardt)
No one was present to represent the Respondent.
Inspector Burghardt said the property came into compliance prior to
today's meeting.
Member Ryan-Anderson moved to find the Respondent was in violation
of the City of Clearwater Code as referred to in the affidavit in this
case, the violation was corrected prior to today's hearing, and to enter
an order that no fine be imposed against the Respondent. If the
Respondent repeats the violation, the Board nay order a fine of up to
$500 for each day the violation continues to exist. The motion was duly
seconded and carried unanimously.
3.8 Case 26-26 - Find respondent(s) City Square LLC at 522 Cleveland St. in violation of
Code for Permits; and issue an order with the compliance deadline and fine if
compliance is not met. (Reese)
Attorney Representative Michael Lygnos was present and admitted to the
violation.
Member Engel moved to find the Respondent in violation of the City of
Clearwater Code as referred to in the affidavit in this case. The motion
was duly seconded and carried unanimously.
Inspector Reese provided a PowerPoint presentation. She said a structure
and electric for a humidor and plumbing for two bar taps were installed
without permits. She said she has been in contact with the property owner
and business owner. A permit application has been submitted but without
any supporting documentation. In response to a question, she said a permit
is needed for the humidor structure and electric.
Business owner Tony Te//o said the bar top was expanded from the previous
business to conform with ADA requirements and the taps at the bar go
directly on a refrigerated keg, there is no plumbing required.
Inspector Reese said she was incorrect about the plumbing permit needed.
She said she did not initiate the case and based part of her inspection on
information provided by the previous inspector.

A concern was expressed that the business owner does not have a clear
understanding of what types of permits are needed to comply. It was said
that the Inspector and permitting staff could offer guidance to the business
owner to complete the required permits.
Member Ryan-Anderson moved to enter an order requiring the
Respondent to correct the violations on or before March 25, 2026. If the
Respondent does not comply within the time specified, the Board may
order a fine of $150.00 per day per violation for each day each violation
continues to exist. After 3 months from the recordation date of such
lien, if fines and fees remain unpaid, the City Attorney's office is
authorized to foreclose, collect or settle such lien using any legal or
equitable remedies available under the law. The motion was duly
seconded and carried unanimously.
3.9 Case 27-26 - Find respondent(s) Proactive Property Management at 2801 Brigadoon
Cir. in violation of Code for Permits; and issue an order with the compliance deadline and
fine if compliance is not met. (Reese)
Inspector Reese provided an overview of the cases she will present in the
Brigadoon neighborhood. She said unpermitted work was done many
years ago, including paver installations and patio enclosures. Some
property owners may not have known the unpermitted work was done
when they purchased their property. She said the property owners are not
penalized with additional fees for after the fact permits. There are a
couple instances where the homeowner's association is responsible for
the work done as some pavers were installed in common areas.
No one was present to represent the Respondent.
Inspector Reese provided a PowerPoint presentation. This is a case that
the notice was sent to the homeowner's association. The violation is pavers
installed without a permit. She said the HOA representative is present but
did not want to speak and she is confident the violation will be brought into
compliance.
In response to a question, Assistant City Attorney Jerrod Simpson said
there is no statute of limitations on code violations.
Member Engel moved to find the Respondent in violation of the City of
Clearwater Code as referred to in the affidavit in this case. The motion
was duly seconded and carried unanimously.

3.14Case 32-26 - Find respondent(s) Brendan Ryan-Buchanan at 4302 Brigadoon Cir. in
violation of Code for Permits; and issue an order with the compliance deadline and fine if
compliance is not met. (Reese)

Inspector Reese provided a PowerPoint presentation. She said the
violation is a patio enclosure installation without a permit. She said her
last contact with the property owner was in November.
Member Engel moved to find the Respondent in violation of the City of
Clearwater Code as referred to in the affidavit in this case. The motion
was duly seconded and carried unanimously.

correct the violations on or before March 25, 2026. If the Respondent
does not comply within the time specified, the Board may order a fine

Cir. in violation of Code for Permits; and issue an order with the compliance deadline and
fine if compliance is not met. (Reese)

Inspector Reese provided a PowerPoint presentation. She said the violation
is a patio enclosure installation without a permit. She said she had
communication with the property owner in May of last year and provided
more time to comply to allow time for the property owner to obtain a land
survey. She said she followed up in August and September with no
response.
Member Strickland moved to find the Respondent in violation of the

motion was duly seconded and carried unanimously.
Member Strickland moved to enter an order requiring the Respondent
to correct the violations on or before March 25, 2026. If the Respondent
does not comply within the time specified, the Board may order a fine

to exist. After 3 months from the recordation date of such lien, if fines
and fees remain unpaid, the City Attorney's office is authorized to
foreclose, collect or settle such lien using any legal or equitable

3.16Case 34-26 - Find respondent(s) William Black at 2390 Willow Tree Trail in violation of
Code for Unsafe Building; and issue an order with the compliance deadline and fine if
compliance is not met. (Larsen)
Property owner William Black was present and admitted to the violation.
Member Ryan-Anderson moved to find the Respondent in violation of
the City of Clearwater Code as referred to in the affidavit in this case.
Inspector Larsen provided a PowerPoint presentation. A fire at the house
destroyed the interior, blew out windows, and created a hole in the roof.
Mr. Black said he submitted a demolition permit application the past
Friday. He said he applied for grant money from the County. He said if he
can get electric restored at the property, he could stay there. There are
two rooms unaffected by fire and smoke damage. He said a cancer
diagnosis has delayed the needed repairs, he was diagnosed two weeks
after the fire.
In response to questions, Inspector Larsen said Mr. Black had an approved
interior demolition permit.
Building Official Kevin Garriott said the violation will continue to exist until
everything is repaired. The interior demolition permit will allow the interior
to be cleaned out and removed to see what will need to be done to rebuild,
like trusses, studs, etc. The interior demolition permit will not stop the code
violation, it is step one that will allow repair work to be done.
Concerns were expressed that the Inspector's recommendation included
verbiage to enter the property to clear the violation but the property owner
has an issued demolition permit and seems to be making progress on

the violation.
In response to a question, Mr. Black said the interior demolition should
go quickly. Assistant City Attorney Jerrod Simpson said the fire occurred
in 2023. He said that he was unaware of the issuance of the interior
demolition permit and requested the case be continued to March.
Member Ryan-Anderson moved to continue Case 34-26 to March 25,
2026. The motion was duly seconded and carried unanimously.

Member Strickland moved to accept the Affidavits of Compliance as

5. Other Board Action
5.1 Case 16-24 - Consider request by petitioner(s) Resi Prestige Worldwide LLC at 910
Engman St. to reduce the fine re Abandoned Building; and if approved, issue an order
that specifies a fine that includes administration costs and establishes a date payable or
the lien will revert to its original amount.
Inspector Dixon said the property has been in violation for a couple of years.
The property owner's family could not maintain the property and an LLC
purchased it. It took time to clear the title as there were several property

owners on the deed that needed to go through the probate process. The
property is now under contract and has been maintained since the LLC took
ownership. He said Habitat for Humanity has been waiting for the probate
process to be complete for them to purchase the property and demolish the
structure.
Habitat for Humanity representative Cesar Figuero said a lien reduction is
being requested so the property can eventually be turned over to new
homeowners.
Member Engel moved to enter an order reducing the amount of the lien
for Case 16-24 to administrative costs of $1,027.20, payable within 30
days or the lien will revert to its original amount. The motion was duly
seconded and carried unanimously.
6. Nuisance Abatement Lien Filings
6.1 WITHDRAWN - Case 66-26 - Accept the Nuisance Abatement Lien for respondent(s) St.
John Missionary Baptist Church at 1412 Monroe Ave. for Lot Clearing; and issue an
order with the compliance deadline and authorize the City to mitigate the violation if
compliance is not met. (Dixon)

Inspector Mattocks provided a PowerPoint presentation. He said the
violation is overgrowth, overgrowth in the Right-of-Way, and accumulation
of trash and debris. The landscape in the front area of the property is dead
and unmaintained. As of today, the property is in the same condition.
Member Ryan-Anderson moved to enter an order finding the
Respondent in violation of the City of Clearwater Code and requiring
the Respondent to correct the violations within five days of the Board's
written order. If the Respondent does not comply within the time
specified, the City may take all reasonable actions, including entry
onto the property, to abate and maintain the nuisance, and charge the
Respondent with the reasonable costs which will become a lien on the
property. After 3 months from the recordation date of such lien, if the
costs remain unpaid, the City Attorney's office is authorized to
foreclose, collect, or settle such lien using any legal or equitable
remedies available under the law. The motion was duly seconded and
carried unanimously.
6.5 Case 70-26 - Accept the Nuisance Abatement Lien for respondent(s) Chandradat
Ramnariain at 1475 Park St. for Lot Clearing; and issue an order with the compliance
deadline and authorize the City to mitigate the violation if compliance is not met.

Inspector Sudduth provided a PowerPoint presentation. She said the
violation is for trash and debris. A pile of trash is sitting at the street,
including tires, paint cans, and gas cans. She said she spoke with the
City's Solid Waste Department who said the materials are contaminated
and can't be picked up. The tenants continue to add items to the pile.
She said she has had no contact with the property owner or tenant.
Member Engel moved to enter an order finding the Respondent in
violation of the City of Clearwater Code and requiring the Respondent
to correct the violations within five days of the Board's written order. If
the Respondent does not comply within the time specified, the City
may take all reasonable actions, including entry onto the property, to
abate and maintain the nuisance, and charge the Respondent with the
reasonable costs which will become a lien on the property. After 3
