1. Call To Order
The Chair called the meeting to order at 9:06 a.m.
2. Approval of Minutes
2.1 Approve the October 14, 2025, NAHAB Meeting Minutes.
Board Member Linda Byars moved to approve the minutes of the
October 14, 2025 Neighborhood and Affordable Housing Advisory
Board Meeting as submitted in written summation. The motion was
duly seconded and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None
4. New Business Items
4.1 Recommend approval of resolution 25-14 of the City of Clearwater, opting out
of providing the 80%-120% AMI Missing Middle Property Tax Exemption to
developments that would otherwise qualify pursuant to the Live Local Act for
calendar year 2026.
Economic Development & Housing Real Estate Coordinator Dylan
Mayeux recommended the Board approve resolution 25-14, opting out
of providing the Missing Middle Tax Exemption to 80%-120% AMI
developments that would qualify under the Live Local Act for calendar
year 2026. In response to questions, Mr. Mayeux said there is a surplus
of available units at that qualified affordability.
Board Member Frank Cornier moved to approve the recommendation
of resolution 25-14 to City Council. The motion was duly seconded and
carried unanimously.
4.2 Recommend City Council approval of the City of Clearwater's FY 2024-2025
Consolidated Annual Performance and Evaluation Report (CAPER).
Mr. Mayeux presented the FY 2024-2025 Consolidated Annual
Performance and Evaluation Report (CAPER) for recommendation from the
Board for City Council's Approval.
Board Member Charessa Doty moved to approve the recommendation

of FY2024-2025 CAPER for City Council's approval. The motion was
duly seconded and carried unanimously.
