Osceola Avenue Clearwater, FL 33755 e Meeting Minutes Wednesday, December 10, 2025 8:00 AM Main Library - Council Chambers Marine Advisory Board City of Clearwater Marine Advisory Board Meeting Minutes December 10, 2025 Roll Call Present 4 - Board Member Michael Grohman, Board Member Marvin Siple, Board Member Kevin Laughlin, and Alternate Member John Renton Absent 3 - Board Member Deena Stanley, Board Member Francis Bugaj, and Board Member Rick Broom Also Present3 - Marine and Aviation Director Mike MacDonald, Marine and Aviation Division Manager Bill Hodgson, and City Clerk Specialist Dani DeBois 1. Call To Order The Chair called the meeting to order at 8 a.m. 2. Approval of Minutes 2.1 Approval of September 10, 2025, Marine Advisory Board Meeting Minutes Board Member Renton moved to approve the minutes of the September 10, 2025 Marine Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda Sherry Day and Mike Foley with the Stevenson Creek Advocacy Group spoke in support of the efforts being made to create a manatee protection zone. Discussion ensued regarding current available statistics and data pertaining to zone implementation. 4. New Business Items 4.1 Beach Marina Commercial Tenant Outreach Group Update Susan Smith, owner of Stella Fishing from the Beach Marina Commercial Tenant Outreach Group presented the recent development and updates regarding the formation of the tenant group as well as the impact of rate increases on their business. 4.2 Beach Marina Reconstruction Project Update Kelly Peterich, Public Works Engineering Division Manager, gave an update on the beach marina progress, and an unidentified obstruction found below mudline being addressed. 4.3 Harbor Marina Repairs Update Mr. Peterich said the project has been divided from the south to north end, The south is designed and is out to bid now, the final bidder should be 2 City of Clearwater Marine Advisory Board Meeting Minutes December 10, 2025 awarded at the March 2 council meeting and be underway by next season. For the north side, bidding will open in March and should have bidders in June with a six -to -nine-month estimate. 4.4 Seminole Boat Ramp Construction Update Mr. Peterich said the last slab was poured and it should be open in the next week or two. 5. Director's Report Marine and Aviation Director Mike MacDonald said the full financial performance review will be presented at the March 18 Marine Advisory Board meeting and provided updates on the new commercial marine kiosks. 6.
