Call to order:Chair Robinson called.themeeting.to order at 5:30 PM. Member Corbett arrived at 5:4.0 PM 2. Approval of Minutes: Minutes.from the.lastmeetingwere reviewed. Vice Chair Turman noted clarification regarding item 4.3 of the budget. After discussion with Cha ir Robinson, the committee agreed to approve the minutes. Motion carried unanimously with approval made by Vice Chair Turman and seconded by Member Menard. 3. Citizens to be Heard Regarding Items Not on the Agenda. Barbara Sorey-Love, President of the Clearwater African American Foundation; €nquired about historic preservation of Landmarks and spaces in the.North Greenwood areaand whether these.issues had been addressed. Chair Robinson stated thatthese items have not been discussed todate arid can be added to.a future agenda. Requests will be sent to Anne Lopez,who requested a comment card fromAhe resident. 4. New Business Items: 4.3I.D42..579230 Appoint New Officers for 2028--Chair and Vice Chair Anne Lopez distributed ballots for the position of Chair and read the duties of.the role. Frank Cornier, Tampa Bay Neighborhood. Housing Developer., discussed his involvement and proposal, noting that the interested business is a non-profit already serving the community. He explained that the business would generate:sufficient cash flood to support the mortgage without additional funding. Fra.nk.phared that they are.in negotiations for the potential commercial tenant with the Clearwater .Urban.Leadership Coalition. Vice ChairTurrnan asked whetherthe request would need to go out far another bid. Dylan confirmed that it.wauid not. Chair Robinson motionedto.approve the funding.request. Anne Lopez clarified that the motion wouldrecommend an increase of$209,852.overthe CRA amount. Motion to recommend the increase was made by Vice Chair Turman and seconded by Member Mena rd. Anne Lopez noted that:.there are.two members.ofthe board who would have to.recuse from voting on this item due to conflicts. Those-are Chair Robinson who serves on.the board':of directors for Tampa Bay Neighborhood Housing Services and Vice Chair Marilyn Turman.who is a member of the Clearwater Urban Leadership Coalition. Chair Robinson,. a cknowledgeiment of a general census to move forward with Robinson and Turman recusing: 4.2113 025-1225 North:Greenwood Overlay Edition Update Lauren Matzke, Planning and.Developntent Director; City of Clearwater,.snared updates on the development of new zoning for.properties outside the Downtown Review, including overlay districts; bui€ding.perimeters,. andthe public: review process. She noted policiesgo to the State and Council for approval. Vice%Chair Turman asked if revisions are possible after initial approval. Lauren Matzke confirmed that amendments can be made. 1 Chair Robinson inquired about the Live Local Act and its impact on zoning. Lauren Matzke explained that the Act facilitates affordable housing primarily in commercial districts and adjustments are ongoing. 5. Old Business Items. 6. CRA Updates Anne Lopez provided updates: • Approval of CRA Art Murat at Monday's CRA meeting; Information will be shared with commercial building owners via Amber Brice, Art&Cultural Affairs Manager, City of Clearwater. • North Greenwood Residential Home Improvement program continues with 40 applications submitted and reviewed in the past year. • Introduction of Marilyn Browne -New CRA Specialist 7. Board Members to be Heard Member Jason Corbett: Apologized for tardiness, introduced himself as a new member and business owner (golf cart dealership), and expressed eagerness to support community development, Vice Chair, Marilyn Turman:Vice Chair Turman asked about the possibility of using Downtown CRA funds. Anne Lopez clarified that this would not be permitted. Vice Chair Turman also expressed excitement regarding the Business Showcase associated with the container project and future business networking opportunities. Chair Robinson: Inquired about involvement in Northward Development. At Battle confirmed the next steps and sharing of presentations with committee members. Anne Lopez will provide a copy of the presentation and link. Next Meeting: Chair Robinson confirmed the tentative next meeting for March 4, 2026, unless otherwise decided. 8.
