While we recognize that available funds may not cover the full restoration of every tree and palm, they will provide a critical foundation for rebuilding our community's canopy cover. Our restoration plan includes the following steps: 1. Site Assessment: Identify specific parks where tree and palm losses occurred. 2. Location Selection: Determine optimal planting sites for replacements. Palms lost to LY will not be replanted in the same location to mitigate the risk of residual soil -borne pathogens. 3. Species Selection: Research and select plant species best suited to each site, considering water requirements, growth rate, mature height, and soil compatibility. 4. Procurement Process: In accordance with City policies, prepare and issue a formal bid for the purchase of materials. 5. Material Acquisition: Upon completion of the bid process and issuance of a purchase order, acquire materials from approved vendors. The prospective lower tier participant shall provide immediate written notice to the person to whom this proposal is submitted if at any time the prospective lower tier participant learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances. 4. The terms "covered transaction", "debarred", "suspended", "ineligible", "lower tier covered transaction", "participant", "person", "primary covered transaction", "principal", "proposal", and "voluntarily excluded",, as used in this clause, have the meanings set out in the Definitions and Coverage sections of rules implementing Executive Order 12549.
