Call To Order The Chair called the meeting to order at 9:00 a.m. 2. Approval of Minutes 2.1 Approve the September 9, 2025, NAHAB Meeting Minutes. Board Member Linda Byars moved to approve the minutes of the September 9, 2025 Neighborhood and Affordable Housing Advisory Board Meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None 4. New Business Items 4.1 Recommend funding approval to City Council of a deferred loan in an amount not to exceed $1,391,938 provided by the City of Clearwater for the development of real property, located at 1718 North Betty Lane, into affordable multifamily housing and authorize the appropriate officials to execute documents required to affect closing of the loan. Economic Development & Housing Real Estate Coordinator Dylan Mayeux shared a recommendation for a Home ARP one-time HUD allocation to serve qualifying groups and make amendments to the action plan for the development of 1718 North Betty Lane into affordable multifamily housing. In response to board discussion, Mr. Mayeux clarified the loan would be a thirty year deferred loan with donors and private funding to fill the project cost remainder not covered in the loan. Board Member Byars moved to approve the recommendation of funding approval to City Council of a deferred loan in an amount no to exceed $1,391,938 for the development of 1718 North Betty Lane into affordable multifamily housing and authorize the appropriate officials to execute documents required to affect loan closing. The motion was duly seconded and carried unanimously. 5. Old Business Items: None 2 City of Clearwater Neighborhood and Affordable Housing Advisory Board 6. Director's Report Meeting Minutes October 14, 2025 Mr. Mayoux said the Indigo apartment project closed officially creating 208 additional affordable units in the City and shared an update on the recent conference and activities of the housing department. 7.
