Present - Chair Earle Cooper, Vice Chair Kathryn Helmus, Board Member
Aaron Petersen and Board Member Justin Kimmich

1. Call To Order
The Chair called the meeting to order at 2:29 p.m.
2. Approval of Minutes
2.1 Approve the minutes of the March 4, 2025 Building/Flood Board of Adjustment
and Appeals meeting.
Board Member Justin Kimmich moved to approve the minutes of the
March 4, 2025 Building/Flood Board of Adjustment and Appeals
meeting as submitted in written summation. The motion was duly
seconded and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None
4. New Business Items
4.1 Variance to allow for dry flood-proofing of elevator lobbies, stairwells, trash
rooms, storage areas, and pool mechanical rooms at ground level upland of the
LiMWA line for BCP2024-120362 and BCP2024-120364.
Humiston and Moore Engineers, Mark Daman and OBMI Senior Project
Manager, Adrian Mora presented a PowerPoint on the proposed variance
for dry flood-proofing to certain structures at ground level.
The board discussed community welfare and safety interests regarding
experience as professionals and residents.
Board Member Kathryn Helmus moved to deny the request for a
variance to allow for dry flood-proofing of elevator lobbies, stairwells,
trash rooms, storage areas, and pool mechanical rooms at ground level
upland of the LiMWA line for BCP2024-120362 and BCP2024-120364.
The motion was duly seconded and carried unanimously.
4.2 Proposed Changes To Building/Flood Board Rules
City of Clearwater Building Official Kevin Garriott presented the proposed
changes to the Building/Flood Board Rules adding verbiage to Section 4
Article 3 allowing the City attorney office to represent the City in matters

regarding the proposed items to the Board.
Board Member Kathryn Helmus moved to accept the proposed
changes to the Building/Flood Board Rules. The motion was duly
seconded and carried unanimously.
