Osceola Avenue Clearwater, FL 33755 e Meeting Minutes Thursday, September 12, 2024 2:00 PM Main Library - Council Chambers Public Art and Design Board 1 City of Clearwater Public Art and Design Board Meeting Minutes September 12, 2024 Roll Call Present 6 - Chair Eric Seiler, Board Member Jonathan Barnes, Board Member Jerri Menaul, Board Member Bryan Voliton, Board Member Gregory Byrd, and Board Member Lisa Bilz Also Present—Amber Brice —Arts & Cultural Affairs Manager, Nicole Sprague — Deputy City Clerk 1. Call To Order The Chair called the meeting to order at 2:00 p.m. 2. Approval of Minutes 2.1 Approve the minutes of the June 13, 2024 Public Art & Design Board Meeting. Member Seiler moved to approve the minutes of the July 13, 2024 Public Art and Design Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda Clearwater Arts Alliance representative Beth Daniels provided updates on art projects and exhibitions within the city. Said they will be hosting a fundraiser at the Clearwater Beach Recreation Center on December 3rd. 4. New Business Items 4.1 Discuss the Fire Station 46 Sculpture Unveiling Ceremony Arts and Cultural Affair Manager Amber Brice said the new sculpture was unveiled on August 29th with a well-attended ceremony. 4.3 Discuss New Public Art Grants and Application Ms. Brice said that the city is providing a total of$20,000 in available grants for new public art. The total will be split and awarded throughout the year with the first portion of$10,000 being awarded in January and the second portion in May. The public is able to apply on the city's website by searching the term "art grants" 4.4 Approve Design for Coachman Park Mural Wall for Artist Edgar Islas Ms. Brice said the artist Edgar Islas is going to paint a front facing wall in Coachman Park, the board has vote on which design of three options will be selected. Member Seiler moved to select the first option of the three potential designs. The motion was duly seconded and carried unanimously. 2 City of Clearwater Public Art and Design Board Meeting Minutes September 12, 2024 4.5 Approve design for Coachman Mural Wall and Clearwater Beach Library for artist Jenna Morello Ms. Brice said the beach library selected a design by artist Jenna Morello to be painted behind the circulation desk and needed the board approval so the art can be completed as soon as the artist is able. Ms. Brice said the artist, Jenna Morello, will also be painting a car facing mural at coachman park as well and the board is to vote on which image is to be painted. In response to a question Ms. Brice shared that all art in the public will be on a three-year rotation. Member Menaul moved to approve the work selected by the library to be done by Jenna Morello. The motion was duly seconded and carried unanimously. Member Voliton moved to approve the oranges-based art for the park wall. The motion was duly seconded and carried unanimously. 4.6 Mercado Mosaic Update. Vote to Approve Artist Selected by Public Vote Ms. Brice said that the Mercado Mosiac is up to vote by the public from the top three designs that were narrowed down from the year prior. Requested board approval for the artist that the community selects and will be named at the Mercado opening ceremony. Member Voliton moved to approve the artist that the public will select via popular vote for the Mercado Mosiac. The motion was duly seconded and carried unanimously. 5. Old Business Items 5.1 Discuss 580 Water Tank Murals and Art Dedication Ceremony Ms. Brice said the 580 water tank mural project was completed in July and dedicated in September. Has been met with positivity and the city is doing a social media push for surveys from the public regarding their thoughts on the completed art work. In response to a concern Ms. Brice said that public utilities will pressure wash the mural to keep it as clean as possible. 6. Director's Report Ms. Brice said this is the last meeting scheduled of the year at this time, but she may reach out to schedule a special meeting before the years end. 3 City of Clearwater Public Art and Design Board Meeting Minutes September 12, 2024 7.
