Roll Call
Present 5 - Board Chair Martin Kelly, Board Member Lina Teixeira,
Board Member Stephanie Chill, Board Member Robert Kantor, and
Board Member Indira Yengera
Absent 2 - Board Member Cynthia Ramos-Gonzalez, and Board Member
Heather Rippert
1. Call To Order
The Chair called the meeting to order at 4:00 p.m.
2. Approval of Minutes
2.1 Approve the Minutes from the July 25th, 2024 Meeting
Board Member Teixeira moved to approve the minutes of the July
25, 2024 Sister Cities meeting as submitted in written summation. The
motion was duly seconded and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None
4. New Business Items
4.1 Update on Ixmiquilpan, Mexico Sister City
Art and Cultural Affairs Manager Amber Brice provided an update to the
Board on the growing relationship and communications with Ixmiquilpan,
Mexico.
4.2 Discuss Nagano, Japan Delegation Trip: Updated Dates & Information
Ms. Brice said the Nagano delegation trip was moved to July 20-30th
with a few adjustments to the itinerary.
4.3 Discuss Student Exchange Trips
Ms. Brice said there were changes to the past years High School
exchange trips due to hurricanes, but Nagano High School will be
sending students in October to Clearwater and Clearwater students will
continue the exchange program in Summer 2026.
4.4 Vote to Appoint a Chair and Vice-Chair for the Advisory Board for 2025
Member Teixeira moved to elect Robert Kantor as the Chair. The
motion was duly seconded and carried unanimously.
Member Teixeira moved to elect Stephanie Chill as the Vice Chair. The
motion was duly seconded and carried unanimously.

Meeting Minutes June 26, 2025
Board discussion ensued regarding the recent Middle School exchange trip
that occurred.
6. Board Members to be Heard
The Board discussed the relational growth between Clearwater's sister cities
and the benefits thereof.
7. Adjourn
The meeting was adjourned at 4:22 p.m.
