It has come to the attention of the Division of Motor
Vehicles that some manufacturers are building park trailers that
have been des igned to have walls, doors or windows removed for
the purpose of adding an add-a-room or a second section. Any
attachment made to a park trailer that causes it to exceed the
allowable square footage is illegal.
A park trailer built to the American National Standards
Institute (ANSI) park trailer code cannot exceed 400 square
feet. This unit cannot be taken out of compliance with the code
it was built to by a dealer or manufacturer by removing portions
of the structure to add on an add-a-room. This causes the unit
to exceed the square footage allowed for an ANSI park trailer.
A park trailer that has between 400 and 500 square feet must
be built to the Department of Housing and Urban Development (HUD)
standards and have both a HUD label and a park trailer seal
affixed. Like the ANSI park trailer, the unit cannot be taken
out of compliance by a manufacturer or dealer for the purpose of
adding an add-a-room. This will cause the unit to exceed the
square footage allowed. All square footage measurements are of
the exterior and shall include siding, trim, bay windows or other
protrusions. Units exceeding 500 square feet cannot have a park
trailer seal affixed and shall not be identified as a
recreational vehicle/park trailer on the Manufacturer's Statement
of Origin (MSO).
Park trailer units cannot have an add-a-room attached to
them and displayed at a factory or on a dealer r s lot for the
aforementioned reasons. Federal regulations prohibit anyone from
selling a unit that does not meet the HUD code. State statutes
prohibit the sale of any unit that does not meet the ANSI code.
Any manufacturer or dealer displaying, selling or taking one
of these units out of compliance with the code it was built to
will be in violation of federal or state law, or both. Violators
may be' fined as much as $1,000 per violation, per unit, and have
their license revoked.

The City Commission at the !Jublic '1earing held on October 15, 1981
passed a proposed zoning code change for all I10bile Home Parks in
the City of Clear\7a ter zoned 'lob ile HOrle Park Dir,trict (K1H).
First reading of the Del: code is sc'heduled for December 10, 1 g 81,
with second reading on the following Thursday, December 17, 1981.

In order to satisfy Section 131.115(B)(1) (P2ge 5) of the ne,! code,
(which restricts tlle number of ~ohile home units to those which
were approved as of the effective date of the ordinance) the build-
ing department will need to verify the number of mobile home lots
and units in each park, to the extent such par}: is designated R"l~
inside the city limits.
To accomplish this task we are asking for your assistance in veri-
fying the number of mobile home lots/units in your nark. Please re-
view the attached plat and insure that it reflects all the mobile
home lots presently platted in your park and indicate any vacant
lots, or where a single mobile home unit is occupving more than one
single lot. If there is any discrepancy, please reflect it on the
plat and return it to the Buildinr Department. It is to your ad-
vantage to reply to this request inasmuch as we want to insure that
you are given credit for all the units in }our park. If ,'e do not
receive a reply, it will he necessary that Ye use the plat to deter-
mine your total number of permitted units. All plats should he re-
turned to the Building Department by Deceml)er 1, 1981 and be signed

whether the 95 lots/units referenced is for homes or vacant lots.
If it is for total lots permitted, the 95 is correct. I do have
one vacant lot for which there is a permit, so the total occupied
Mobile Home lots would be 94. The vacant lot is #204, which I
have drawn in red on the plat you enclosed with the letter. The

red "X's" indicate vacant spaces. I have also drawn corrected lot

boundaries on lots 102, 108, 110, 112; which are very minor changes

passed a proposed zoning code change for all I10bile Home Parks in
the City of ClearHater zoned '1obile Home Park District (R~1H).
First reading of the new code is scheduled for December 10, 1981,
with second reading on the following Thursday, December 17, 1981.

In order to satisfy Section 131.115(B)(1) (Page 5) of the netl code,
(I-Jhich restricts the number of !:lohile home units to those ,.;rhich
vlere approved as of the effective date of the ordinance) the build-
ing department will need to verify the number of mohile home lots
and units in each park, to the extent such park is designated RMH
inside the city limits.
To accomplish this task He are asking for your assistance in veri-
fying the number of mobile home lots/units in your park. Please re-
view the attached plat and insure that it reflects all the mobile
home lots presently platted in your park and indicate any vacant
lots, or where a single mobile home unit is occupying more than one
single lot. If there is any discrepancy, please reflect it on the
plat and return it to the Building Department. It is to your ad-
vantage to reply to this request inasmuch as we want to insure that
you are given credit for all the units in your park. If we do not
receive a reply, it will be necessary that we use the plat to deter-
mine your total number of permitted units... All plats should be re-
turned to the Building Department by December 1, 1981 and he signed
by the owner/manager certifying that the information contained there-
in, plus any changes, is true and correct.

Your interest in obtaining the correct number of mobile home spaces
at Lakeside Mobile Home Park, 2165 Gulf to Bay Boulvard is greatly appreciated
by our company.
As you are probably aware, since 1979 Lakeside Mobile Home Park has
undergone extensive renovation including replacement of electrical distribu-
tion facilities, installation of individual city water lines/meters, elimination
of septic tanks and installation of lines feeding to the city sewer system.
installation of fire hydrants, repaving of streets, installation of street
lights and street signs, landscaping, installation of a swimming pool, re-
modeling of laundry and recreation facilities and removal of block utility
buildings which created variances from the current setback requirements.
In short we feel we have completely rebuilt the park which not only
allowed us to provide modern, adequate faclities for our existing residents,
but also to allow for the installation of new homes which we were unable to
do due to the inadequacy of the water, sewer and electrical facilities,
Our engineering firm on this project was C. Fred Duel and Associates
who prepared all plans and supervised the construction. As a final step
prior to opening the park for installation of new homes on vacant lots,
C. Fred Duel and Associates surveyed the park and marked lot lines by driving
pins into the street and they prepared a detailed layout of the park showing
locations, sizes and lot numbers, a copy of which I have enclosed. ( A copy

with the engineers seal will be forthcoming). This layout was prepared based
upon the number of sewer, water and electrical hook ups for which we were
approved by the city, county and state in September of 1979.
In regards to the number of units indicated on our current occupational
1 i cense thi s number was cal cul ated by mysel f based upon the number of IIrentabl ell
lots after considering the City Managers IIdirectivell We received in January,
1981, regarding placement of homes in the CG zoned areas of our park, etc.
For this reason our occupational license reflects 250 mobile home spaces rather
than the corrpC't ?f\A c;nrlCPS as j l1.d.j~ated on the enclosed 1 ayout.
It is also important to note that we have attempted in the past to
straighten out the lot numbering system in our park with the city and apparently
we've been unsuccessful w~th this.
Please note the lot numbers as indicated
on our layout, as I am sure they well be important in handling our request
for any future building permits. These are consistent with the lot numbers
and locations we have always used to identify the lots in our park.

in meeting with the park owners/operators in drafting the code changes. If

First reading of the new code is scheduled for Decemher 10, 1981,
with second reading on the following Thursday, December 17, 1981.
In order to satisfy Section 131.115(B)(1) (Pctge 5) of the neiI code,
(\.Jhich restricts the number of rohile home units to those \oJhich
were approved as of the effec~ive date of the ordinance) the build-
ing department pill need to vl'rify the nUYriber of mohile home lots
and units in each park, to the extent such park is designated R'I~l
inside the city limits.
To accomplish this task we are asking for your assistance in veri-
fying the number of mobile home lots/units in your park. Please re-
view the attached plat and insure that it reflects all the mobile
home lots presently platted in your park and indicate an~T vacant
lots, or where a single mobile home unit is occupving more than one
single lot. If there is any discrepancy, please reflect it on the
plat and return it to the Building Department. It is to your ad-
vantage to reply to this request inasmuch as we want to insure t~at
you are given credit for all the units in your park. If pe do not
receive a reply, it will be necessary that we use the plat to deter-
mine your total number of permitted units. All plats should he re-
turned to the Building Department by December 1, 1981 and he signed
by the olIner/manager certifying that the infornation contained there-
in, plus any changes, is true and correct.
For your information, our Occuvational License Office reflects a
total of 95 mobile home units in your park for the 1982 license
year.

There are several minor changes from the original platz
1) The lots are numbered differently.
2) Although we were originally platted for 108 lots,

3) The configuration at the south end of the park
differs in that there are only two lots instead of four.

Dear Mr. Cattone:
It has been sometime since I spoke to you about some concerns you expressed
regarding your situation as a resident of Capri Mobile Home Park. I have had an
opportunity to review our files and all correspondence pertaining to the plot plan
for the park, the usefulness of various lots within the park and the availability of
recreation within the park.
I believe the City has been very clear in its correspondence that we are abiding by .
the plot plan on file in the Building Department. Any amendments made to the plan
have been in accordance with City regulations and have been documented.
The Code Administration Office 1S on written notice that any proposal for
rearrangement within the park must not reduce the area available for recreation
purposes nor diminish the usefulness of such existing area. The Code Administration
Office would review any application presented to the City by the owner of Capri
Mobile Home Park and would review the request in light of this written notice and
the plot plan which shows Lots 118, 122, 132, 306 and 432 to be unusable unless
combined with adjacent lots.
I am aware that you are upset that the park owner received approval from the Code
Adjustment Board for a setback variance in 1987. The process for variance request
and approval is available to all property owners in Clearwater. The Board reviews
each request and based on the information it receives at the public hearing,
determines if the variance should be approved. We cannot deny a property owner his
opportunity to request a variance.

lots, or where a single mobile home unit is occupying more than one
single lot. If there is any discrepancy, please reflect it on the
plat and return it to the Building Department. It is to your ad-

In the neeting held in your office on this date, which was
attended by yourself, Walt Hilton, Chief of Permits and
Inspections, Leo Menendez, Zoning Enforcement Officer, and,
myself, we discussed Mobile Home Park staking procedures .
as required by the above proposed ordinance.
Based on the results of that neeting the following procedures
for all additional, replacenent nobile homes, or additions or
changes to a nobile home unit will be followed effective this
date.
.
Zoning Enforcement:
Applications for additional or replacement mobile homes, or
additions or changes to an existing mohile home unit will be
accepted and reviewed based on information furnished on the
accompanying plot plan. Zoning approval will be based on the
defined setbacks meeting the requirements of the above cited
ordinance (~~-81) which passed the 1st reading by the City
Commission on 15 October 1981.
Permits and Inspection:
The Permits and Inspection Division will be responsihle for
inspecting the site of the addition or change, verifyinr, lot
setback distances as reflected on the plot plan provided for
that purpose, and insuring that the lot has been properly
staked out as required by the Ordinance. Failure on the part
of the l'1obile Home Park O~.mer/Hanager to stake out the lot or
conform to the setbacks indicated on the plot plan v7ill result
in the Building Inspector issuing a Red Tag and stopping all
subsequent work until the violation is corrected.

A letter has been composed and mailed to all of the
mobile home parks located in the City of Clearwater. A copy of

be returned to us by December 1, 1981 and upon return of the
letters and plats, the plats will be filed in a Mobile Home
Park Plat Book to validate information furnished by each park.
Any conflict between our information and the information
furnished by each park will be resolved by an on-site inspection
by City representatives to accurately establish the number of
lots and mobile units in a park and thereby establish the park's
eligibility.
Upon final adoption of the code revision, all applications
for locating mobile homes in parks must comply with information
and records on file in the Building Department.

The City Commission at the public hearing held on October 15, 1981
passed a proposed zoning code change for all Mobile Home Parks in
the City of Clear~'7ater zoned 110bile Home Park District (Rim).
First reading of the new code is scheduled for December 10, 1981,
with second reading on the folloVling Thursday, December 17, 1981.
In order to sat isfy Sect ion 131.115 (B)( 1) (Pa.ge 5) of the nel! code,
(hlhich restricts the number of mobile home units to those Hhich
were approved as of the effective date of the ordinance) the build-
ing department will need to verify the number of mobile home lots
and units in each park, to the extent such park is designated R~H
inside the city limits.
To accomplish this task we are asking for your assistance in veri-
fying the number of mobile home lots/units in your park. Please re-
view the attached plat and insure that it reflects all the mobile
home lots presently platted in your park and indicate any vacant
lots, or where a single mobile home unit is occupying more than one
single lot. If there is any discrepancy, please reflect it on the
plat and return it to the Building Department. It is to your ad-
vantage to reply to this request inasmuch as we want to insure that
you are given credit for all the units in your park. If we do not
receive a reply, it will be necessary that we use the plat to deter
mine your total number of permitted units.. All plats should be re-
turned to the Building Department by December 1, 1981 and be signed
by the owner/manager certifying that the information contained ther
in, plus any changes, is true and correct.
For your information, our Occunational License Office reflects a
total of mobile home units in your park for the 1982 license
year.

The following policy shall be implemented on all L.!nce permits
and alterations within mobile home parks:
A ~<?Ex.. of the approved site plan must be placed within
an address file or the follow-up file and be removed
at such time an inspection is required. The copy is to
be given to the proper inspector so he may compare the
placement of required markers, landscaping and set backs.
The inspector shall approve the project by signing the
site plan and returning it to you for proper validation.
