GENERAL NOTES AND SPECIFICATIONS
1. ALL DESIGN AND CONSTRUCTION OF THIS PROJECT SHALL CONFORM
TO THE CITY OF CLEARWATER AND SWFWMD STANDARDS, SPECIFICATIONS,
LAND DEVELOPMENT, ZONING AND/OR RELATED ORDINANCES.
2. ALL ELEVATIONS ARE REFERENCED FROM NATIONAL GEODETIC
VERTICAL DATUM, 1929.
3. THE CONTRACTOR SHALL NOTIFY ALL UTILITY COMPANIES AT LEAST
48 HOURS PRIOR TO THE START OF CONSTRUCTION. CONTRACTOR
SHALL "CALL SUNSHINE" 1-800-432-4770 A MINIMUM OF 2 DAYS
AND A MAXIMUM OF 5 DAYS PRIOR TO THE START OF CONSTRUCTION.
4. ALL UNDERGROUND UTILITIES MUST BE INSTALLED BEFORE BASE
AND WEARING SURFACE ARE CONSTRUCTED. LOCATION OF EXISTING UTILITIES
ARE APPROXIMATE. CONTRACTOR SHALL CONFORM TO THE INTENT OF
THE PLAN. ANY REQUIRED CHANGES OR ADJUSTMENTS SHALL BE
APPROVED BY THE ENGINEER BEFORE INSTALLATION.
5. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO USE WHATEVER
MEANS NECESSARY TO CONTROL AND PREVENT EROSION AND TRANS-
PORT OF SEDIMENT TO SURFACE DRAINS AND TO DITCHES OFFSITE

11. ALL CONCRETE SHALL HAVE A MINIMUM SPECIFIED COMPRESSIVE
STRENGTH OF 3,400 PSI (28 DAY ACCEPTANCE STRENGTH) UNLESS
OTHERWISE NOTED.
12. CONTRACTOR TO RESTORE ALL AREAS DISTURBED BY HIS OPERATION
TO THEIR ORIGINAL OR BETTER CONDITION.
13, CONTRACTOR SHALL VERIFY THE LOCATION AND ELEVATION OF ALL
UTILITY CONNECTION POINTS PRIOR TO THE START OF CONSTRUC-
TION AND SHALL IMMEDIATELY NOTIFY THE ENGINEER AND OWNER
OF ANY DISCREPANCIES FOUND.
14. NEW WATER MAINS 4" AND LARGER SHALL BE PVC AND CONFORM TO
AWWA C-900 STANDARDS, UNLESS OTHERWISE NOTED. NEW WATER MAINS
SMALLER THAN 4 If DIAMETER SHALL MEET THE REQUIREMENTS OF
ASTM 02241 AND 01784, UNLESS OTHERWISE NOTED. ALL GATE
VALVES TO BE RESILIENT SEAT. ALL WATER SYSTEM MODIFICATIONS
AND CONSTRUCTION SHALL BE IN ACCORDANCE WITH THE CITY OF
CLEARWATER WATER SYSTEM STANDARDS AND SPECIFICATIONS.
15. REINFORCED CONCRETE PIPE IN THE PROPERTY SHALL CONFORM
TO THE REQUIREMENTS OF ASTM C-76, CLASS III, WALL "B"
UNLESS OTHERWISE NOTED.
16. ADJUSTMENTS OF EXISTING INLETS, JUNCTION BOXES, MANHOLE TOPS,
WATER VALVES, WATER METERS, ETC., SHALL BE INCLUDED IN THE
CONTRACTOR'S BID AND NO CLAJM SHALL BE MADE AGAINST THE
OWNER OR ENGINEER FOR THESE ADJUSTMENTS, IF REQUIRED.
17. ALL BACKFILL OVER ANY PIPE (STORM SEWER, SANITARY SEWER,
OR WATERLINES) THAT IS INSTALLED UNDER ROADWAYS OR WITHIN
THE EMBANKMENT OF THE ROADWAY, SHALL BE COMPACTED IN
ACCORDANCE WITH F.D.O.T. STANDARD SPECIFICATIONS, SECTION
125-8.3, LATEST EDITION.
18. UNLESS NOTED OTHERWISE IN PLANS, SANITARY SEWER PIPES SHALL
CONSIST OF POLYVINYL CHLORIDE PIPE (PVC) CONFORMING TO ASTM
D-3034 AND 0-1784. THE PIPE SHALL BE SDR-35. JOINTS SHALL
BE BELL AND SPIGOT AS PER ASTM 0-3212, USING FACTORY INSTALLED
FLEXIBLE ELASOMETRIC SEALS AS PER ASTM F-477.
19. THE CONTRACTOR SHALL BE RESPONSIBLE FOR TESTING ALL NEW
SANITARY SEWER MAINS AND WATER MAINS IN ACCORDANCE WITH
CURRENT STANDARDS OF THE CITY OF CLEARWATER AND PINELLAS
COUNTY PUBLIC HEALTH UNIT. CONTRACTOR SHALL NOTIFY THE
CITY OF CLEARWATER AND PINELLAS COUNTY PUBLIC HEALTH UNIT
AND THE OWNER OR HIS AUTHORIZED REPRESENTATIVE AT LEAST
48 HOURS IN ADVANCE OF PERFORMING TESTS.
20. THE CONTRACTOR SHALL PROVIDE A CERTIFIED RECORD SURVEY,
SIGNED AND SEALED BY A PROFESSIONAL LAND SURVEYOR,
THE RECORD SURVEY SHALL SHOW FINAL GRADES FOR
RETENTION BASIN(S), CONTROL STRUCTURE(S), INLETS
& PIPES WITH TOP & BOTTOM ELEVATIONS AND INVERTS.
LOCATIONS OF ALL NEW UTILITIES INCLUDING THE SANITARY SEWER
AND WATER PIPING. THE CONTRACTOR SHALL PROVIDE TWO COPIES
OF THE CERTIFIED RECORD SURVEY TO THE ENGINEER.
THE AFOREMENTIONED RECORD SURVEY SHALL BE SUFFICIENT
ENOUGH IN DETAIL TO BE ACCEPTABLE BY AGENCIES HAVING
JURISDICTION THAT REQUIRE CERTIFICATION.
21. IN ADDITION TO THE RECORD SURVEY, THE CONTRACTOR SHALL FURNISH
COPIES OF TEST RESULTS INDICATING ASPHALT THICKNESS AND DENSITY, lIMEROCK
BASE LBR, THICKNESS AND COMPACTION TESTS, AND SUB-BASE COMPACTION.
22. SITE CLEARING/STRIPPING: THE INITIAL SITE PREPARATION SHALL
CONSIST OF CLEARING THE VEGETATION WITH THEIR ROOT SYSTEM
AND THEN STRIPPING THE SURFACE TOPSOIL TO STOCKPILES FOR REUSE.
23. AFTER STRIPPING AND ROUGH GRADING THE SITE, THE EXPOSED
NEAR-SURFACE SOIL BENEATH THE CONSTRUCTION AREA, 12" MINIMUM,
SHALL BE COMPACTED TO DENSITIES EQUIVALENT TO 95% OF MODIFIED
PROCTOR, MAXIMUM DRY DENSITY (ASTM 0-1557).
24. ALL SODDING, SEEDING AND MULCHING SHALL INCLUDE WATERING
AND FERTILIZATION AND CONTRACTOR SHALL BE RESPONSIBLE FOR
MAINTAINING THESE AREAS UP TO AND INCLUDING THE INITIAL
MOWING.
25. THE CONTRACTOR PERFORMING TRENCH EXCAVATION, IN EXCESS OF
FIVE (5) FEET IN DEPTH, SHALL COMPLY WITH THE OCCUPATIONAL
SAFElY AND HEALTH ADMINISTRATION'S (OSHA) TRENCH EXCAVATION
SAFElY STANDARDS, 29 C.F.R., S.1926.650, SUBPART P, INCLUDING
ALL SUBSEQUENT REVISIONS OR UPDATES TO THE STANDARDS AS
ADOPTED BY THE DEPARTMENT OF LABOR AND EMPLOYMENT

EROSION AND SILTATION ICONTI
2. PROTECTION OF EXISTING STORM SEWER SYSTEMS:
DURING CONSTRUCTION, ALL STORM SEWER INLETS IN THE
VICINITY OF THE PROJECT SHALL BE PROTECTED BY SEDIMENT
TRAPS SUCH AS SECURED HAY BALES, SOD, STONE, ETC., WHICH
SHALL BE MAINTAINED AND MODIFIED AS REQUIRED BY
CONSTRUCTION PROGRESS, AND WHICH MUST BE APPROVED BY THE
ENGINEER BEFORE INSTALLATION.
3, SEDIMENTATION BASIN: THE CONTRACTOR SHALL BE REQUIRED TO
PROHIBIT DISCHARGE OF SILT DURING CONSTRUCTION OF ANY RETENTION
AREA AND SHALL BE REQUIRED TO CLEAN OUT THE RETENTION
AREAS BEFORE INSTALLING ANY PERMANENT SUBDRAIN PIPE, IN
ADDITION, PERMANENT RETENTION AREAS MUST BE TOTALLY CLEANED
OUT AND OPERATE PROPERLY AT FINAL INSPECTION AND AT THE
END OF THE WARRANlY PERIOD.
25. ALL STORM STRUCTURES SHALL BE GROUTED TO THE INVERT
ELEVATION(S) OF THE STORM PIPE(S).
STORM PIPE SHALL BE SAW-CUT EVEN WITH THE STRUCTURE WALL(S).
GROUT AROUND PIPES FOR WATER TIGHT AND SMOOTH FINISH.
26. ALL PVC STORM PIPES SHALL COMPLY WITH AWWA C-900,
27, CONTRACTOR TO COORDINATE THE POINTS OF CONNECTION OF THE
UTILITIES WITH DIFFERENT SUBS. SITE CONTRACTOR TO CONSTRUCT THE
UNDERGROUND INFRASTRUCTURES i.e. SANITARY SEWER, STORM SEWER,
WATER LINES, FIRE LINES, ETC. TO 5' OUTSIDE OF THE BLDG{S). THE
PLUMBING CONTRACTOR TO CONNECT AND MEET THE INVERT ELEVATIONS
OF THE SAID UTILITIES. ANY UTILITY WORK PERFORMED WITHIN 5' OF THE
BLDG, SHALL BE THE RESPONSIBILITY OF THE PLUMBING CONTRACTOR.
ALL WORK SHALL COMPLY WITH ALL APPLICABLE FEDERAL, STATE, AND
LOCAL CODES, ORDINANCES AND REQUIREMENTS.
28. ALL SITE/CNlL WORK SHALL BE PERFORMED AND FINISHED IN A WORKMANLIKE
MANNER TO COMPLETE SATISFACTION OF THE ENGINEER
IN ACCORDANCE WITH THE BEST RECOGNIZED TRADE PRACTICES.
29. DEVIATIONS FROM THESE PLANS AND SPECIFICATIONS WITHOUT CONSENT OF
THE ENGINEER MAY BE CAUSE FOR THE WORK TO BE UNACCEPTABLE.
DEVIATIONS SHALL RECEIVE WRITTEN APPROVAL FROM THE ENGINEER
BEFORE INSTALLATION.
30. ALL NECESSARY PERMITS AND LICENSES SHALL BE OBTAINED AND PAID
BY THE CONTRACTOR.
31. SIGNS, BUFFER WALLS & FENCES ARE SUBJECT TO SEPARATE
SUBMITTAL(S) AND PERMITTING.
4. SWALES, DITCHES AND CHANNELS: ALL SWALES, DITCHES AND
CHANNELS LEADING FROM THE SITE SHALL BE SODDED WITHIN
THREE (3) DAYS OF EXCAVATION. ALL OTHER INTERIOR SWALES,
ETC" INCLUDING RETENTION AREAS SHALL BE SODDED PRIOR TO
ISSUANCE OF A CERTIFICATE OF OCCUPANCY.
5, PROTECTION AND STABILIZATION OF SOIL STOCKPILES: FILL
MATERIAL STOCKPILES SHALL BE PROTECTED AT ALL TIMES BY
ON-SITE DRAINAGE CONTROLS WHICH PREVENT EROSION OF THE
STOCKPILED MATERIAL. CONTROL OF DUST FROM SUCH STOCKPILES
MAY BE REQUIRED, DEPENDING UPON THEIR LOCATION AND THE
EXPECTED LENGTH OF TIME THE STOCKPILES WILL BE PRESENT.
IN NO CASE SHALL AN UNSTABllIZED STOCKPILE REMAIN AFTER
TEN (10) CALENDAR DAYS.

6. MAINTENANCE: ALL EROSION AND SILTATION CONTROL DEVICES

8. IRRIGATION SYSTEMS SHALL UTILIZE LOW VOLUME DESIGN SUCH
AS LOW TRAJECTORY HEADS OR SOAKER HOSES TO PROVIDE
DIRECT APPLICATION AND LOW EVAPORATION AND MUST HAVE A
RAIN SENSOR DEVICE OR SWITCH WHICH WILL OVERRIDE THE
IRRIGATION CYCLE OF THE SPRINKLER SYSTEM WHEN ADEQUATE
RAINFALL HAS OCCURRED. WATER SUPPLY SHALL BE PIPED TO

CLEARWATER APPROVED SPECIES LIST THAT IS COMPATIBLE WITH
THE SPATIAL/HEIGHT RESTRICTION.
10. PROTECTIVE BARRIERS SHALL BE PLACED AROUND ALL PROTECTED TREES
PRIOR TO CONSTRUCTION ACTIVITIES AND SHALL REMAIN IN PLACE DURING
CONSTRUCTION. THEY SHALL BE NO LESS THAN REQUIREMENTS STATED IN
SECTION 3-1205E OF THE CLEARWATER COMMUNITY DEVELOPMENT CODE.
SURFACE WATER SYSTEM REQUIREMENTS
DRAINAGE NOTES
1. THE RETENTION AREA SHALL BE ROUGH GRADED PRIOR TO CON-
STRUCTION, WITH ALL STORM WATER DIRECTED TO IT, AFTER
COMPLETION OF ALL WORK, REMOVE DEBRIS AND SILTATION FROM
THE BOTTOM OF THE RETENTION BASIN, AND FINE GRADE THE FINAL
TWO (2) INCHES AND SOD. CONTRACTOR TO MAINTAIN THE SIDE
SLOPE REQUIRED AND SHOWN ON Pu.N, AND NOTIFY ENGINEER FOR
AN INSPECTION PRIOR TO SODDING.
2. THE RETENTION AREA SHALL BE CONISTRUCTED EARLY IN THE
CONSTRUCTION PERIOD TO MITIGATE ANY ADVERSE WATER QUANTITY
IN PARTS OFF SITE.
3. AFTER COMPLETION OF THE PROJECT, THE OWNER WILL BE RESPON-
SIBLE FOR THE OPERATION AND MAINTENANCE OF THE STORMWATER
FACILITY. ACTIONS INCLUDED SHALL BE REGULAR MOWING OF THE

4. ELECTRIC VALVES.
5. GAUGE 14 UF COPPER WIRE.
6. FIBERGLASS OR PLASTIC ZONE VALVE BOXES.
WHERE PIPING IS UNDER DRIVEWAY AND CONCRETE WALKS, THE PIPES
SHALL BE INSTALLED IN SCHEDULE 40 SLEEVES 18" BELOW GRADE.
MATERIALS SUPPLIED SHALL BE EQUAL TO THOSE MANUFACTURED BY RAIN
BIRD OR APPROVED EQUAL.

THE CONTRACTOR SHALL SUBMIT A SYSTEM LAY-OUT ALONG WITH CATALOG
SHEETS OF ALL COMPONENTS IN THE SYSTEM TO THE OWNER FOR
APPROVAL PRIOR TO INSTALLATION.
THE ENTIRE SYSTEM SHALL BE GUARANTEED BY THE CONTRACTOR FOR ONE
YEAR FROM THE DATE OF ACCEPTANCE BY THE OWNER.
CONTRACTOR'S RESPONSIBILITY NOTE
IT IS THE CONTRACTOR'S R:ESPONSIBILlTY TO PERFORM A SURVEY
(ACCOMPANIED BY THE ARCHITECT AND OWNER) OF THE ENTIRE
PROJECT AREA INCLUDING IBUILDING(S) AND SITE IMMEDIATELY UPON
OCCUPYING THE WORK AREA AND BY PHOTOGRAPHIC AND WRITTEN
CORRESPONDENCE DETAILING ANY AREAS THAT ARE NOT IN A FIRST
CLASS CONDITION (SURFACES THAT ARE BROKEN, CRACKED,
RUSTING, CHIPPED, SPLINTERED, OF A TEXTURE NOT MATCHING ITS
SURROUNDING, WITH NEW APPEARING FINISHES, AND OPERATING AS
ORIGINALLY DESIGNED OR UNTENDED TO OPERATE) WHICH WILL REMAIN IN
THAT CONDITION AT THE CONCLUSION OF THE PROJECT.
THE CONTRACTOR WILL BE RESPONSIBLE FOR PROVIDING
THE OWNER A COMPLETE PROJECT IN FIRST CLASS CONDITION MEETING
INDUSTRY WIDE STANDARDS IN QUALllY AND PERFORMANCE THROUGHOUT
THE ENTIRE PROJECT AREA BUILDING(S) AND SITE (REGARDLESS OF
WHETHER AN AREA IS SPECIFICALLY IDENTIFIED WITHIN THE DRAWINGS
AND SPECIFICATIONS OR NOT) UNLESS A PARTICULAR AREA HAS BEEN
DESCRIBED IN THE AFOREMIENTIONED PHOTOGRAPHS AND WRITTEN
DETAILS, CONTRACTOR HAS THE RESPONSIBILITY TO PROTECT THE
EXISTING BUILDING(S), UTILITIES AND SITE THROUGHOUT THE PROJECT
TIME FRAME. SHOULD, DURI NG THE COURSE OF THE WORK, ANY AREA OF
THE BUILDING{S) AND/OR UTILITIES AND/OR THE SITE BECOME DAMAGED
AND THAT AREA WAS NOT SPECIFICALLY CALLED OUT TO BE A PART OF
THE CONSTRUCTION, THE CONTRACTOR SHALL REPAIR AND/OR REPLACE
THE DAMAGE AREA TO THE SATISFACTION OF THE ARCHITECT AND OWNER
AT NO ADDITIONAL COST TO THE OWNER.
AS A PART OF THESE DOCUMENTS, A SITE SURVEY AND/OR SITE DATA,
WHEN PROVIDED, AND ANY ADDITIONAL INFORMATION THAT MAY BE
PROVIDED ARE FOR INFORMATIONAL PURPOSES ONLY, THE OWNER
AND HIS AGENTS ASSUME NO RESPONSIBILITY FOR THEIR PREPARATION,
COMPLETENESS NOR ACCURATENESS AND THE CONTRACTOR IS FULLY

THE CONTRACTOR SHALL BECOME FAMILIAR WITH THE SCHOOL SCHEDULE
OF DAILY CLASSES, BREAKS BETWEEN SESSIONS AND HOLIDAYS, AND
USE THAT AS A GUIDELINE FOR PLANNING DISRUPTIVE WORK
PROCEDURES.
NOTES TO THE CONTRACTOR
1. NEW WATER MAINS
AFTER COMPLETION OF INSTALlATION OF NEW WATER MAINS, PRESSURE
TESTING SHALL BE PERFORMED IN ACCORDANCE wlm THE LOCAL
JURISDICTION WATER SYSTEM STANDARDS AND SPECIFICATIONS. SAMP-
LING OF NEW WATER MAINS SIHALL CONFORM WITH COUNlY PUBLIC
HEALTH UNIT REQUIREMENTS AND RESULTS FORWARDED TO THE
ENGINEER. UNDER NO CIRCUMSTANCES SHALL A NEW WATER SYSTEM
BE Pu\CED INTO SERVICE UNTIL CERTIFICATION BY THE ENGINEER HAS
BEEN COMPLETED AND A RELEASE FROM COUNlY PUBLIC HEALTH UNIT
HAS BEEN ISSUED.
2. IRRIGATION NOTE:
IRRIGATION SYSTEMS SHAlL UTILIZE LOW VOLUME DESIGN SUCH AS LOW
TRAJECTORY HEADS OR SOAKER HOSES TO PROVIDE DIRECT APPLICATION
AND LOW EVAPORATION AND MUST HAVE A RAIN SENSOR DEVICE OR
SWITCH WHICH WILL OVERRIDE THE IRRIGATION CYCLE OF mE SPRINKLER
SYSTEM WHEN ADEQUATE RAINFALL HAS OCCURRED. WATER SUPPLY SHALL
BE PIPE TO EACH INDIVIDUAL PLANTER ISlAND.
SHALLOW WELLS, OPEN SURFACE WATER BODIES, OR RECU\IMED WATER
SHALL BE USED (UNLESS UNAVAILABLE) AS A SOURCE OF IRRIGATION
WATER. 100 % COVERAGE MUST BE PROVIDED. AN IRRIGATION PLAN SHALL
BE SUBMlffiD IN ORDER TO AVOID DELAYS AT mE TIME OF THE CER-
TIFICATE OF OCCUPANCY INSPECTION SHOULD A NON-ACCEPTABLE SYSTEM
BE INSTALLED.
3. TREE BARRICADES
REQUIRED TREE BARRICADES AND EROSION CONTROL MEASURES
MUST REMAIN INTACT THROUGHOUT CONSTRUCTION. ENCROACHMENT
INTO OR FAILURE TO MAJNTAJIN THESE BARRICADES W!LL RESULT
IN ENFORCEMENT ACTION WHICH MAY INCLUDE CITATIONS AND/OR
PERMIT REVOCATIONS, AS PROVIDED BY THE CllY OF CLEARWATER
COMMUNITY DEVELOPMENT CODE.
4. TRENCH EXCAVATION
- INCLUDE OSHA STANDARD 29 CFR, SECTION 1926.650 SUBPART P,
WHICH IS NOW A PART OF LAWS OF FLORIDA CHAPTER 90-96,
- THE CONTRACTOR SHALL PROVIDE WRITIEN ASSURANCE OF
COMPLIANCE WITH THIS lAW.
- A SEPARATE COST ITEM IDENTIFYING THE COST OF COMPLIANCE.
- A TRENCH SAFETY SYSTEM SHALL BE DESIGNED BY THE CONTRACTOR,
AND APPROVED BY THE EINGINEER.
5, ALL RETENTION AREAS, STORM SEWER PIPING, STORM SEWER
STRUCTURES, ETC. MUST BE IN Pu\CE AS PART OF mE FIRST
PHASE OF CONSTRUCTION.
IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO ACCOMMODATE
POSITIVE DRAINAGE THROUGHOUT CONSTRUCTION TO AVOID FLOODING
OF THE ADJACENT PROPERTIES. ANY FLOODING THAT MAY OCCUR
DUE TO HIS WORK SHALL BE THE SOLE RESPONSIBILllY OF THE
CONTRACTOR TO REPAIR.

GENERAL NOTES AND SPECIFICATIONS
1. ALL DESIGN AND CONSTRUCTION OF THIS PROJECT SHALL CONFORM
TO THE CllY OF CLEARWATER AND SWFWMD STANDARDS, SPECIFICATIONS,
LAND DEVELOPMENT, ZONING AND/OR RELATED ORDINANCES.
2. ALL ELEVATIONS ARE REfERENCED fROM NATIONAL GEODETIC
VERTICAL DATUM, 1929.
3. THE CONTRACTOR SHALL NOTIFY ALL UTILllY COMPANIES AT LEAST
48 HOURS PRIOR TO THE START OF CONSTRUCTION. CONTRACTOR
SHALL "CALL SUNSHINE" 1-800-432-4770 A MINIMUM OF 2 DAYS
AND A MAXIMUM OF 5 DAYS PRIOR TO THE START OF CONSTRUCTION.
4. ALL UNDERGROUND UTILITIES MUST BE INSTALLED BEfORE BASE
AND WEARING SURfACE ARE CONSTRUCTED. LOCATION OF EXISTING UTILITIES
ARE APPROXIMATE. CONTRACTOR SHALL CONFORM TO THE INTENT OF

5. IT IS THE RESPONSIBILllY OF THE CONTRACTOR TO USE WHATEVER

11. ALL CONCRETE SHALL HAVE A MINIMUM SPECIFIED COMPRESSNE
STRENGTH OF 3,400 PSI (28 DAY ACCEPTANCE STRENGTH) UNLESS
OTHERWISE NOTED.
12. CONTRACTOR TO RESTORE ALL AREAS DISTURBED BY HIS OPERATION
TO THEIR ORIGINAL OR BETTER CONDITION,
13. CONTRACTOR SHALL VERIFY THE LOCATION AND ELEVATION OF ALL
UTILllY CONNECTION POINTS PRIOR TO THE START OF CONSTRUC-
TION AND SHALL IMMEDIATELY NOTIFY THE ENGINEER AND OWNER
OF ANY DISCREPANCIES FOUND.
14. NEW WATER MAINS 4" AND LARGER SHALL BE PVC AND CONFORM TO
AWWA C-900 STANDARDS, UNLESS OTHERWISE NOTED. NEW WATER MAINS
SMALLER THAN 4" DIAMETER SHALL MEET THE REQUIREMENTS OF
ASTM D2241 AND D1784, UNLESS OTHERWISE NOTED. ALL GATE
VALVES TO BE RESILIENT SEAT. ALL WATER SYSTEM MODIFICATIONS
AND CONSTRUCTION SHALL BE IN ACCORDANCE WITH THE CllY OF
CLEARWATER WATER SYSTEM STANDARDS AND SPECIFICATIONS.
15. REINFORCED CONCRETE PIPE IN THE PROPERlY SHALL CONFORM
TO THE REQUIREMENTS OF ASTM C-76, CLASS III, WAlL "B"
UNLESS OTHERWISE NOTED.
16. ADJUSTMENTS OF EXISTING INLETS, JUNCTION BOXES, MANHOLE TOPS,
WATER VALVES, WATER METERS, ETC., SHALL BE INCLUDED IN THE
CONTRACTOR'S BID AND NO CLAIM SHALL BE MADE AGAINST THE
OWNER OR ENGINEER FOR THESE ADJUSTMENTS, IF REQUIRED.
17. ALL BACKFILL OVER ANY PIPE (STORM SEWER, SANITARY SEWER,
OR WATERLINES) THAT IS INSTALLED UNDER ROADWAYS OR WITHIN
THE EMBANKMENT OF THE ROADWAY, SHALL BE COMPACTED IN
ACCORDANCE WITH F.D.O.T. STANDARD SPECIFICATIONS, SECTION
125-8.3, LATEST EDITION.
18, UNLESS NOTED OTHERWISE IN PLANS, SANITARY SEWER PIPES SHALL
CONSIST OF POL'NINYL CHLORIDE PIPE (PVC) CONFORMING TO ASTM
D-3034 AND 0-1784. THE PIPE SHALL BE SDR-35. JOINTS SHALL
BE BELL AND SPIGOT AS PER ASTM D-3212, USING FACTORY INSTALLED
FLEXIBLE ELASOMETRIC SEALS AS PER ASTM F-477.
19. THE CONTRACTOR SHALL BE RESPONSIBLE FOR TESTING ALL NEW
SANITARY SEWER MAINS AND WATER MAINS IN ACCORDANCE WITH
CURRENT STANDARDS OF THE CllY OF CLEARWATER AND PINELLAS
COUNlY PUBLIC HEALTH UNIT. CONTRACTOR SHALL NOTIFY THE
CllY OF CLEARWATER AND PINELLAS COUNlY PUBLIC HEALTH UNIT
AND THE OWNER OR HIS AUTHORIZED REPRESENTATIVE AT LEAST
48 HOURS IN ADVANCE OF PERFORMING TESTS.
20. THE CONTRACTOR SHALL PROVIDE A CERTIFIED RECORD SURVEY,
SIGNED AND SEALED BY A PROFESSIONAL LAND SURVEYOR.
THE RECORD SURVEY SHALL SHOW FINAL GRADES FOR
RETENTION BASIN(S), CONTROL STRUCTURE(S), INLETS
& PIPES WITH TOP & BOTTOM ELEVATIONS AND INVERTS.
LOCATIONS OF ALL NEW UTILITIES INCLUDING THE SANITARY SEWER
AND WATER PIPING. THE CONTRACTOR SHALL PROVIDE TWO COPIES
OF THE CERTIFIED RECORD SURVEY TO THE ENGINEER.
THE AFOREMENTIONED RECORD SURVEY SHALL BE SUFFICIENT
ENOUGH IN DETAIL TO BE ACCEPTABLE BY AGENCIES HAVING
JURISDICTION THAT REQUIRE CERTIFICATION.
21. IN ADDITION TO THE RECORD SURVEY, THE CONTRACTOR SHALL FURNISH
COPIES OF TEST RESULTS INDICATING ASPHALT THICKNESS AND DENSllY, L1MEROCK
BASE LBR, THICKNESS AND COMPACTION TESTS, AND SUB-BASE COMPACTION.
22. SITE CLEARING/STRIPPING: THE INITIAL SITE PREPARATION SHALL
CONSIST OF CLEARING THE VEGETATION WITH THEIR ROOT SYSTEM
AND THEN STRIPPING THE SURFACE TOPSOIL TO STOCKPILES FOR REUSE.
23. AFTER STRIPPING AND ROUGH GRADING THE SITE, THE EXPOSED
NEAR-SURFACE SOIL BENEATH THE CONSTRUCTION AREA, 12" MINIMUM,
SHALL BE COMPACTED TO DENSITIES EQUIVALENT TO 95% OF MODIFIED
PROCTOR, MAXIMUM DRY DENSllY (ASTM D-1557).
24. ALL SODDING, SEEDING AND MULCHING SHALL INCLUDE WATERING
AND FERTILIZATION AND CONTRACTOR SHALL BE RESPONSIBLE FOR
MAINTAINING THESE AREAS UP TO AND INCLUDING THE INITIAL
MOWING.
25. THE CONTRACTOR PERFORMING TRENCH EXCAVATION, IN EXCESS OF
FIVE (5) FEET IN DEPTH, SHALL COMPLY WITH THE OCCUPATIONAL
SAFETY' AND HEALTH ADMINISTRATION'S (OSHA) TRENCH EXCAVATION
SAFETY' STANDARDS, 29 C.F.R., S,1926.650, SUBPART P, INCLUDING
ALL SUBSEQUENT REVISIONS OR UPDATES TO THE STANDARDS AS
ADOPTED BY THE DEPARTMENT OF LABOR AND EMPLOYMENT
SECURllY (DLES).
25. ALL STORM STRUCTURES SHALL BE GROUTED TO THE INVERT
ELEVATION(S) OF THE STORM PIPE(S).
STORM PIPE SHALL BE SAW-CUT EVEN WITH THE STRUCTURE WALL(S).
GROUT AROUND PIPES FOR WATER TIGHT AND SMOOTH FINISH.
26. ALL PVC STORM PIPES SHALL COMPLY WITH AWWA C-900.
27. CONTRACTOR TO COORDINATE THE POINTS OF CONNECTION OF THE
UTILITIES WITH DIFFERENT SUBS. SITE CONTRACTOR TO CONSTRUCT THE
UNDERGROUND INFRASTRUCTURES i.e. SANITARY SEWER. STORM SEWER,
WATER LINES. FIRE LINES, ETC. TO 5' OUTSIDE OF THE BLDG(S). THE
PLUMBING CONTRACTOR TO CONNECT AND MEET THE INVERT ELEVATIONS
OF THE SAID UTILITIES. ANY UTILllY WORK PERFORMED WITHIN 5' OF THE
BlDG, SHALL BE THE RESPONS/B/LllY OF THE PLUMBING CONTRACTOR,
ALL WORK SHALL COMPLY WITH ALL APPLICABLE FEDERAL, STATE, AND
LOCAl CODES, ORDINANCES AND REQUIREMENTS.
28. ALL SITE/CML WORK SHALL BE PERFORMED AND FINISHED IN A WORKMANLIKE
MANNER TO COMPLETE SATISFACTION OF THE ENGINEER
IN ACCORDANCE WITH THE BEST RECOGNIZED TRADE PRACTICES.
29. DEVIATIONS FROM THESE PLANS AND SPECIFICATIONS WITHOUT CONSENT OF
THE ENGINEER MAY BE CAUSE FOR THE WORK TO BE UNACCEPTABLE.
DEVIATiONS SHALL RECEIVE WRITTENI APPROVAL FROM THE ENGINEER
BEFORE INSTALLATION.
30. ALL NECESSARY PERMITS AND LICENSES SHALL BE OBTAINED AND PAID
BY THE CONTRACTOR.
31. SIGNS, BUFFER WALLS & FENCES ARE SUBJECT TO SEPARATE

A "MAINTENANCE OF TRAFFIC PLAN" SHALL BE SUBMITTED TO
AND APPROVED BY CllY OF CLEARWATER TRAFFIC ENGINEERING PRIOR
TO THE COMMENCEMENT OF CONSTRUCTION WHENEVER ONE OR
MORE OF THE FOLLOWING CONDITIONS ARE MET:
A. STREET IS CLOSED TO THRU TRAFFIC FOR PERIODS
EXCEEDING 15 MINUTES.
B ONE PHYSICAL LANE SUPPORTS TWO-WAY TRAFFIC
MOVEMENT.
C. TRAFFIC LANE(S) NORMALLY DESIGNED TO HANDLE
MOVEMENT IN ONE DIRECTION ARE BEING
RECHANNELLED TO ACCOMMODATE AN OPPOSING
MOVEMENT.
6. SIDEWALKS ARE TO BE RECONSTRUCTED WITHIN THREE (3) DAYS AFTER
REMOVAL AND SAFE PEDESTRIAN TRAFFIC IS TO BE MAINTAINED AT

COMPLETION OF ALL WORK, REMOVE DEBRIS AND SILTATION FROM
THE BOTTOM OF THE RETENTION BASIN, AND FINE GRADE THE FINAL
TWO (2) INCHES AND SOD, CONTRACTOR TO MAINTAIN THE SIDE
SLOPE REQUIRED AND SHOWN ON PLAN. AND NOTIFY ENGINEER FOR
AN INSPECTION PRIOR TO SODDING.
2. THE RETENTION AREA SHALL BE CONSTRUCTED EARLY IN THE
CONSTRUCTION PERIOD TO MITIGATE ANY ADVERSE WATER QUANTllY

ETC., INCLUDING RETENTION AREAS SHALL BE SODDED PRIOR TO
ISSUANCE OF A CERTIFICATE OF OCCUPANCY.
5. PROTECTION -AND STABILIZATION OF SOIL STOCKPILES: FILL
MATERIAL STOCKPILES SHALL BE PROTECTED AT ALL TIMES BY
ON-SITE DRAINAGE CONTROLS WHICH PREVENT EROSION OF THE
STOCKPILED MATERIAL. CONTROL OF DUST FROM SUCH STOCKPILES
MAY BE REQUIRED, DEPENDING UPON THEIR lOCATION AND THE
EXPECTED LENGTH CF TIME THE STOCKPILES WILL BE PRESENT.
IN NO CASE SHALL AN UNSTABILlZED STOCKPILE REMAIN AFTER
TEN (10) CALENDAR DAYS.
