CRITERIA FOR FLEXffiLE STANDARD DEVELOPMENT:
Utility !Infrastructure Facilities.
1. No above ground structures are located adjacent to a street right of way;
No above ground structures will be located adjacent to a street right of way.
Therefore, applicant has met this criterion.

2. Any above ground structure other than permitted telecommunication towers
and utility distribution lines located on or along a rear lot line shall be screened
from view by a landscaped opaque wall or fence which is at least two-thirds
(2/3rds) the height of the above ground structure and shall be landscaped with
trees which will five (5) years after installation substantially obscure the fence or
wall and the above ground structure.
No above ground structure will be located on or along a rear lot line. However, the
applicant will screen the proposed structure with a 100% contiguous hedge excluding
necessary ingress/egress to the building. Therefore, the applicant has met this
criterion.
STAFF RECOMMENDATION:
Based on the application and the site plan, staff recommends APPROVAL of the request
submitted by Nextel to construct a Utility/Infrastructure Facility within an I (Institutional)
District at 1751 King's Highway.

The address has been updated on the parcel number and the old address has been "retired". The address on the permit
has not been changed because when the contractor comes in he'll ask for the permit by the old address. At time of

ACTION: The DRC reviewed this request and determined it is not applicable under the Flexible
Standard development procedures. The applicant will amend the submittal and provide additional
information to be reviewed as a Flexible Development application as a Residential Infill Project (RIP). It
will be forwarded to the Community Development Board for review at its May 16, 2000 meeting.
Additional information needed to be submitted by Apri111 includes: an additional $350 application feet
and the RIP criteria. (The case number will need to be voided and a new one assigned (FL 00-03-10).)

TIF for unmanned / unwomaned telecommunication facilities
FYI
In the past, it was felt that the traffic generation was so insignificant that we would not worry about the transportation
impact fee for subject use. However, we recently reviewed an AT&T switching station proposal at Hercules and Grand,
which was much more significant in size and potential activity. In fairness to all development types, I felt that it was time
to reevaluate the situation and assess at least a minimal fee based on the "most nearly comparable type of land use" , as
specified in the TIF Ordinance. This resulted in assessment of a rate of $240 / 1000 sq ft, the lowest rate in the fee
schedule (miniwarehouse). In case you get any calls regarding this, AI Navaroli, Pinellas County Development Services,
has indicated that he has assessed the general industrial rate of $1061 / 1000 sq ft, but acknowledged that perhaps I was
more on target. The only sincere objection I've received was from Nextel representative Cheryl Spatig, who perhaps is
considering "the principal of the thing", more than the justification.
