11/08/2007 PENSION ADVISORY COMMITTEE MEETING MINUTES CITY OF CLEARWATER November 8, 2007 Present: Nathan Hightower Chair John Schmalzbauer Committee Member Carlen Petersen Committee Member/Councilmember Stephen Sarnoff Committee Member Paul Gibson Committee Member/Councilmember Absent: Tom Jensen Vice-Chair John Doran Committee Member/Councilmember Also Present: Joe Roseto Interim Assistant City Manager Brenda Moses Board Reporter The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. - Approval of Minutes of October 11, 2007 Member Petersen moved to approve the minutes of the regular Pension Advisory Committee meeting of October 11, 2007, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3. – Employees to be Heard – None. 4. – Action Items: a. Review and Action on Employee Requests for Regular Pensions: 1. Michael Willis, Marine & Aviation 2. Gloria Nims, Library 3. Jesse Johnson, Public Utilities Member Petersen moved to approve the request for regular pensions for Michael Willis, Gloria Nims, and Jesse Johnson. The motion was duly seconded and carried unanimously. b. Review and Action on Employee Requests for Vested pensions: 1. Kelly Legg, Information Technology 2. Fred Mills, Public Utilities Kelly Legg, Information Technology, has resigned her position after being employed by the City for more than 10 years. She will qualify to receive her pension beginning September 1, 2022. Fred Mills, Public Utilities, has resigned his position after being employed by the City for more than 10 years. He will qualify to receive his pension beginning January 1, 2012. Pension Advisory 2007-11-08 1 Member Schmalzbauer moved to approve the request for a vested pension for Kelly Legg and Fred Mills. The motion was duly seconded and carried unanimously. c. Review and Action on Requests for Survivor’s Benefits: 1. Donna Wright (William Wright) Member Petersen moved to approve the request for survivor’s benefits for Donna Wright. The motion was duly seconded and carried unanimously. d. I/Police 10/15/07 10/15/07 Kristopher Kindt, Licensed Electrician/General Services 10/1/07 10/1/07 The motion was duly seconded and carried unanimously. 5. – Pending/New Business Pension Changes Interim Assistant City Manager Joe Roseto requested the PAC’s (Pension Advisory Committee) direction regarding how to proceed with the proposed pension changes recommended at the pension workshops. Discussion ensued. Consensus was for staff to provide an itemized list of the proposed pension changes for final review at the next meeting. In response to a question, Mr. Roseto said staff will research if any pension cases might be affected by the proposed pension changes. Pension Advisory 2007-11-08 2 Physical Examinations Mr. Roseto provided information regarding the number of employees who have retired on disability pensions since January 1, 2002. Staff is evaluating disability cases to determine how to prevent future incidents. The City does not mandate physical fitness standards for employees. Mr. Roseto provided information regarding costs for various types of physical examinations. He said MRI's (Magnetic Resonance Imaging) do not always reveal preexisting conditions.
