The proposal includes a 1,968 square foot oil change/service station. The site will be improved with removal of one driveway apron along both Gulf to Bay Boulevard and Belcher Road, the addition of landscaping, and upgrading existing signage to meet Code. The DRC unanimously recommended approval of the proposal subject to the following conditions: 1) That the driveway aprons along Gulf to Bay Boulevard and Belcher Road are removed and replaced with curbing and sidewalks, to the satisfaction of the Engineering staff, prior to issuance of final Certificate of Occupancy; 2) That all required landscaping is installed with irrigation system, prior to issuance of final Certificate of Occupancy; 3) That all other site improvements are completed including any necessary repaving and restriping of required parking spaces, construction of dumpster enclosure, and removal of the existing phone booth at the northeast corner of the site, prior to issuance of final Certificate of Occupancy; 4) That all existing, non-conforming attached and freestanding signs be removed prior to issuance of final Certificate of Occupancy, and all future signage comply with Code; and 5) That there be no outdoor storage or display of materials/product (tires, batteries, etc.) or vehicles on the site. .. There are still several outstanding items that need to be addressed before the issuance of a Development Order. They include: SITE PLAN 1. The site plan reads "remove existing sign install new freestanding sign face (20SF max) Max height = 14 "'; revise note to read "location of future freestanding sign to meet Code - separate pennit required". (No sign approval has been granted.) 2. The site plan reads "wall sign face (20SF max)"; revise note to read "location of future attached sign to meet Code - separate pennit required". (No sign approval has been granted.) 3. A right arrow is needed at the Gulf to Bay Boulevard entrance to force ingress traffic to turn right; revise site plan to include a right arrow at the entrance from Gulf to Bay Boulevard. 4. North arrows are needed along the south side of the building to indicate vehicle access points to the bays on the south side of the building; revise site plan to include directional arrows leading towards the bays on the south side of the building. 5. Per conditions imposed on the Conditional Certificate of Occupancy and a letter from Planning Director, Ralph Stone dated November 13, 2000, the site shall be improved with additional building detail such as a decorative awning; this still needs to be addressed. , ..
