MEMORANDUM OF UNDERSTANDING (4)MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding (MOU) is entered into on this day
of September 2025, by and between the CITY OF CLEARWATER ("City"), and
CLEARWATER FIREFIGHTERS ASSOCIATION, IAFF LOCAL 1158 ("IAFF" or
"Union"), and collectively as "Parties".
WHEREAS, the City and Union are parties to a collective bargaining
agreement ("CBA") with a term covering October 1, 2024 through September 30,
2027;
WHEREAS, Article 9, Section 11 sets forth the standby pay rates and terms
and conditions for applicable bargaining unit members;
WHEREAS, the City is part of the Pinellas County Technical Rescue Team
("PCTRT");
WHEREAS, bargaining unit members who serve on PCTRT may be required
to remain in a standby status while not on duty;
WHEREAS, the Parties agree that it is necessary to include standby pay for
bargaining unit members who serve on the PCTRT in a standby status while not on
duty;
NOW THEREFORE, the Parties agree that the above terms, recitals, and
representations are true and accurate and are incorporated herein by reference, and
the Parties have further agreed as follows:
1. Effective on the first day of the payroll period that includes August 23, 2025,
bargaining unit members who serve on the PCTRT in a standby status while
not on duty will be eligible for standby pay in accordance with the terms and
conditions as set forth in Article 9, Section 11.
2. This MOU shall only be effective from August 23, 2025 until April 30, 2026.
3. All other terms and conditions of the CBA will remain in full force and effect.
4. This MOU shall not create or establish a practice or precedent.
5. The Parties agree that this MOU constitutes their final understanding and
agreement with respect to the subject matter hereof and supersedes all prior
or contemporaneous negotiations, promises, covenants, agreements, or
representations concerning all matters directly, indirectly, or collaterally
related to the subject matter of this MOU.

IN WITNESS WHEREOF, the Parties hereto by their duly authorized officials have
made and executed this Memorandum of Understanding as of the day and year first
written above.
