1. Call To Order
The Chair called the meeting to order at 9:00 a.m.
2. Approval of Minutes
2.1 Approve the May 13, 2025, NAHAB Meeting Minutes.
Member Byars moved to approve the minutes of the May 13, 2025
Neighborhood and Affordable Housing Advisory Board meeting. The
motion was duly seconded and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None
4. New Business Items
4.1 Recommend City Council approval of the adoption of the City of Clearwater's
5-Year Consolidated Plan and FY2025/2026 Annual Action Plan, which is the
first Action Plan of the new 2025/2026 -2029/2030 Consolidated Plan, to
implement the goals and objectives set forth in the Consolidated Plan and
authorize the appropriate officials to enter into agreements with HUD and
organizations approved for funding, together with authorization to execute
administrative adjustments to same as needed.
Dania Perez presented a PowerPoint on the 5-Year Consolidated Plan
and FY202512026 Annual Action Plan. In response to questions, Ms.
Perez said slum and blight is only applicable in a small predetermined
area of the city and the reduction of available funds is reflective of the
lack of corresponding qualifying properties.
Member Byars moved to recommend City Council approval of the
adoption of the City of Clearwater's 5-Year Consolidated Plan and
FY2025/2026 Annual Action Plan. The motion was duly seconded and
carried unanimously.

Economic Development and Housing Real Estate Coordinator Dylan
Mayeux said the recommended HOME ARP strategy was approved by
Council and is being released tomorrow. Mr. Mayeux said the sale of the
Indigo closed two weeks ago and is entering the 12 month rehabilitating and
building maintenance period.

Ms. Byars said the HOPE expo at Raymond James went well for the 34th
year, with over 260 potential first time homebuyers present and
representatives from several municipalities there as well.
