III.Clearwater Homeless Intervention Program(CHIPS) (PSP 96-21):The
DRC requested that the plan be returned for further review, subject
to the following conditions/discusslon:
A. Before the site Plan can be certified, the applicant must
complete the following action(s) :
1. Revise the slte data table completely to reflect both zonlng(CG
& RM-12)classiflcatlons of the property and the four(mixed-
Police Substation, Residential Shelter, Offlce/Administrative
and Residentlal) uses of the property as they are planned within
each zone and revise ALL values, lncluding FAR's,etc.
accordingly.
2. Break-out & identify the parking requirement for each use in the
site data table. ( Pollce Substation-1 space per offlceri
Resldentlal Shelter(l per 7 residents)
4. Provide and show additional Right-of-Way for the existing cul-
de-sac.
5. Show on the plan a flre department connection a mlnimum of 15
ft. from the structure, adjacent to a paved drive and within
30 ft. of a flre hydrant assembly to provide for sprlnklers.
6. Identify the provision for overflow of dralnage retentlon baSln
and show where the water would go.
7. Design stormwater drainage system to address Engineering
department concerns for stormwater dralning toward structures.
8. Indicate the location of lighting fixtures in the parking
areas on the site plan.
9. Show all on-slte 11ghtlng with 90-degree cutoffs directed away
from abutting streets right-of-way and resldentlal properties.
10.Show on the site plan the lnstallatlon and maintenance of
uniform traffic control devices at appropriate locatlons in
accordance with the standards set forth by the Manual on
Uniform Traffic Control Devices as adopted by the Florida
Department of Transportation under Rule 14-115.010, Florida
Administratlve Code.
11.Adjust parking stalls and/or drlveways on the plan to the
satisfaction of the Traffic Englneer-revise to 900 parklng.
12.Clarify/illustrate handicap access from the parking space to
the bUlldlng.

B. Before the city can issue building permits, the applicant
must complete the following actions:
1. Obtaln and furnlsh evidence of all appllcable permits
from other governmental agencies lncludlng but not
11rnlted to:
(a) SWFWMD permlt to Clearwater Envlronmental Management.
2. Acquire clearlng and grubblng permits or a no tree
verlficatlon form from Envlronmental Management.
c. Before the city can issue a certificate of occupancy, the
applicant must complete the following actions:
1. Pay the Transportatlon Impact Fee as called for by the
Pinellas County determlnlng the fee from the Clearwater
Traffic Engineerlng Transportation Impact Fee Ordlnance with
assistance In Offlce.
2. Brlng all substandard sldewalks and sldewalk ramps adJacent to
or a part of the proJect up to standard lncludlng ADA, and
install sidewalk where none eXlsts ln the street right of way.
3. Develop a pedestrian access to the slte from Cleveland street,
acquirlng an access easement to do so.
D. The applicant must complete the following actions as
indicated:
1. Obtain the requlsite buildlng permlts withln one(l) year from
the site plan certlficatlon date to prevent explration of the
site plan certiflcatlon.
2. Obtain the requisite certlficate(s) of occupancy withln three
(3) years of the slte plan certlflcation date to prevent
explration of the slte plan.
3. Obtaln reVlew of and permits for slgns and fencing/walls
