Two items were discussed:
1. Hansen Plastics Expansion (PSP 96-11)
2. Randy's Re-plat of Block Four, Pine Crest Sub(SUB 96-01)
Results of the discussion were:
I. Hansen1s Plastics Expansion: (PSP 96-11): The ORC requested that
the site plan be revised to reflect the following discussion/
comments and returned to a future DRC meetlng for further
consideration:
A. Before the Site Plan can be certified, the applicant must complete
the following aotion(s):
1. Show the following on the site plan:
a. The property owner's name, address and telephone number
and the designated project applicant or representative and
authorization for such representation if other than the
property owner.
b.Parking formula calculation for each use.
c.Direction and coverage of luminaries and other side-
lighting.
d.Total paved vehicular use area and total interlor
landscape areas expressed ln square feet and as a percentage
of the overall site in the site plan data block.
2. Show on the plan a fire department connection a minimum of 15
ft. from the structure, adjacent to a paved drive and wlthln
30 ft. of a fire hydrant assembly to provide for sprinklers.
3. Show minimum turning radii for designated drives and fire
lanes as 42 feet on the plan.
4. Locate a FIRE HYDRANT ASSEMBLY on the plan not more than 300
feet from the structure.
5. Show on the site plan the lnstallation and rnalntenance of
uniform traffic control devices at appropriate locatlons in
accordance with the standards set forth by the Manual on
Uniform Traffic Control Devioes as adopted by the Florida
Department of Transportation under Rule 14-115.010, Florida
Administratlve Code.
6. Show all pavement markings and slgnage on the slte plan.
7. Show all strlplng, pavement marklngs, signage and traffic
control devices on the site plan conforming to F.D.a.T.
Standard Indices-1995 editlon and F.A.C. 14-110 (no 4"

8. Show dimensions of aisles, parking stalls, entrances and

measurements for like plan features on the plan.
9. Depict all required parking lot interior areas on the plan by
shading or cross-hatching.
10. Indicate the location of lighting flxtures in the parking
areas on the site plan.
11. Show allan-site lighting wlth 90-degree cutoffs directed
away from abutting streets right-of-way and residential
properties.
12. Show all entrance driveways with radii and not tapers.
13. Provide a copy of the SWFWMD permit application and
calculations to Environmental Management.
14. Show ADA ramps for sidewalks on the site plan.
15. Complete the Dumpster Requirement Form and return it to the
city Solid Waste Department.
16. state on the construction plan that the detector check should
be DDCVA with the by-pass meter installed by the city with
fee paid by contractor.
17. state on the plan that the 611 fire line tap to the 6" Clty
water line is to state 116x6 tap" 50 that city utility
Accounts will know what fee to bill the contractor.
18. Show all proposed utilities, stormwater retentlonjdetention
systems and 50' perimeter contour elevations.
19. Have the final site plan signed and sealed by a Professlonal
Engineer registered in the State of Florida.
20. Determine lf ditch to be filled is jurisdictional wetlands.
21. Remove note re: 151 strip for interlor landscape area.
B. Before the city can issue building permits, the applicant must
complete the following actions:
1. obtain and furnish evidence of all applicable permlts from
other governmental agencles includlng but not limited to:
a. SWFWMD permit to Clearwater Environmental Management;
b. pinellas County Public Health Unit Permit, IngressjEgress
and a 10 foot utility Easement over the proposed water
mains up to and includlng meters, backflow prevention
devices and hydrants.
2. Acquire clearing and grubbing permits or a no tree
verification form from Environmental Management.
3. Pay the sewer impact assessment feel based on the Slze of the
water meter with assistance in determining the fee from
Central PermlttingjLlcensing specialists.
4. Revise landscape plan to include plant quantlties.
C. Before the city can issue a certificate of occupancy, the
applicant must complete the following actions:
1. Bring all substandard sldewalks and sidewalk ramps adjacent to

reviewed the plan subm1tted Aug 1 and offer the following
comments for reV1S1ons to 1nsure compliance of the site with
the Clearwater Land Development Code as the site is developed
in the County in accordance wlth an Agreement to Annex wlth
the City:
A. The Site Plan generally meets the Clearwater Land
Development Code requirements. Ref1nements to the slte plan
and proJect to insure that the site fully meets city of
Clearwater requ1rements are:
1. Compact car spaces are not counted as requlredjprovlded
parking spaces under Clearwater Code and should be
eliminated.
2. The formulas and calculations for manufacturing and
warehousing are reversed 1n the slte data table.
3. Calculations for office parking should be based on 4.5
spacesjl,OOO SF.
4. The direction and coverage of lum1nar1es and other side-
lighting should be shown on the plan.
