Mass Appraisal is the systematic appraisal of groups of properties as of a given date using
standardized procedures and statistical testing. Its purpose is to provide an equitable and efficient
appraisal of all property in a jurisdiction for ad-valorem tax purposes.
We recognize that there is a reasonable range of values within which a property can sell. Our
Mass Appraisal Market Value tends toward the lower end of the range. Recent upgrades or
remodeling efforts completed by a seller in order to prepare a property for sale, especially those
on the interior of a building, are often not reflected in our Comparable Sales Value.
Finally, our values are historical and are developed using arms length sales from the three years
prior to January 1. For this reason, our values are generally lower than what a seller will ask for a
property in today's appreciating market.

This letter constitutes a Development Order pursuant to Section 4-206.D.6 of the Community
Development Code. On March 22, 2005, the Community Development Board reviewed your
FleXIble Development application to permit an office with a reduction in the minimum lot area
from 10,000 square feet to 7,152 square feet, reduction in the minimum lot width from 100 feet
to 60 feet, reduction in the required number of spaces from seven spaces (three spaces per 1,000
square feet of GFA) to six spaces (2.5 spaces per 1,000 square feet of GFA), reduction in the
front (north) setback from 25 feet to 15 feet (to pavement) reduction in the rear (south) setback
from 20 feet to 10 feet to building, reduction in the side (east) setback from 20 feet to five feet to
building and to 1.5 feet to walkway, reduction in the side (west) setback from 20 feet to 10 feet to
building and parking, as a ComprehensIve Infill Redevelopment Project, under the provisions of
Section 2-1004.B. The proposal mcludes a two-story office building 2,428 square feet in area.
The Community Development Board (CDB) APPROVED the application with the following
bases and conditions:

be obtained within one year of the date of issuance of the building permit. Time frames do not

extension of time for a period not to exceed one year and only within the original period of
validity. The Community Development Board may approve one additional extension of time
after the community development coordinator's extensIOn to initiate a buildmg pennit

Additionally, an appeal of a Level Two approval (FlexIble Development) may be initiated
pursuant to Section 4-502.B by the applicant or by any person granted party status within 14 days
of the date of this Development Order. The filIng of an application/notice of appeal shall stay the
effect of the decision pendmg the final determination of the case. The appeal period for your
case expires on April 5, 2005 (14 days from the date of approval by the CDB).

much larger site A FleXible Standard application has been submllled for the overall site of
105696 acres and IS scheduled for review by our Development Review Committee (DRC) on
January 5, 2006 (Case No FLS2005-12098) ThiS overall site Includes the area subject to
CW 04-9, the former Fred Flemings BBO restaurant site (already demolished), the shopping
center generally at the southeast corner of Gulf to Bay Boulevard and Belcher Road (which
Includes the Publlx grocery store) and the former automotive repair facility directly at
the southeast corner of Gulf to Bay Boulevard and Belcher Road (already demolished) The
overall site IS proposed to be redeveloped With a shopping center of 87,500 square feet

to Bay Boulevard and Belcher Road The proposal Includes continued cross-access to the
