Single-family dwelling and a 24-space parking lot used by both the soup kitchen and CHlP/pohce

The mISSion of CHiP IS to mtervene III all Issues that surrouno homelessness 111 CleaIwater and
Upper Pmellas County CHIP coordnlates servIces mhong a broad spectrum of service providers
and commumty resources seekmg to develop a contmuum of care enabling those who choose to
move from homelessness to self-sufficIency The program IS multi-faceted. and aimed a1 assisting
persons to confront the bamers and reasons that have put them 111 the ranks of the homeless As
participants plOgress m the program, a more 111 depth plan IS establIshed to help hlm/her back mto
the mamstream of society The CHIP center IS a 24-hour, seven day per week residential
emergency shelter It also operates a daytIme outreach plOgram from 9 00 a m to 2 QO pm daily
Dunng thiS hme penod, any homeless person can go to CHIP for a shower, do laundry, make~a
phone call, receive mall, get clothmg, receIve mental health counselIng, have a sandWIch, and get
help With theIr problems'
The averdge shelter stay 1S 16 days Each person staYIng at the shelter must commit to
partIclpatIon III the Homeless InterventIOn Plogram - an mtenslve case management model The
case manager conducts an mltIal mtake assessment, wherelll the speCific needs and goals of the
chent are estabhshed These goals detennll1e the length of stay for the chent If employment has
not been secwed at entry, the chent must pledge to obtam full-time employment wlthm seven

approximately 700 feet west of Gulf to Bay Boulevard The SocIety of St Vmcent DePaul of
Upper Pmellas County, Inc, owns the sIte and CHIPs leases the land from them for $l/year The
Park Street frontage of the sIte IS presently developed with a soup kitchen, a resIdential shelter and
a polIce substatlOn The soup kltchen IS a permitted use at thIS locatlOn and IS not at Issue WIth this
apphcatiOn The sIte also mcludes property on PIerce Street that contams a smgle-famlly dwellmg
and a 24-space parkmg lot used by both the soup kItchen and GRIP/polIce facIlItIes CommercIal

The Planmng and Zomng Board conducted the first review and public heanng at Its October 15,
1996 meetmg There were four major Issues discussed mcludmg zoning mtenslty, property value
Impacts, cnme and comprehensiveness of approach regardmg shelter locatIOns The leVIeW OftlllS
case was met with controversy by the surroundmg property owners The Board contmued the case
to the November 5, 1996, where publIc comments were taken On November 5, 1996, the former
Plannmg and Zomng Board approved CondItional Use CU96-46 with the followmg seven
conditions (the<status of the conditions are provIded III llahcs)
The applIcant shall obtam the requlslte bUIldmg penmt, certIficate of occupancy and
occupational lIcense wlthm nme months from the date of this publIc heanng

The miSSIOn of CHIP IS to mtervene In all Issues that surround hornelessness III Clearwater and
Upper Pmellas County CHIP coordmates services among a broad spectrum of service provIders
and commumty resources seekmg develop a contmuum of care enablmg those who choose to move
from homelessness to self-sufficiency The~ plOgram IS multi-faceted and aimed at asslstmg
persons to confront the bamers and reasons that have put them m the ranks of the homeless As
participants progress m the program, a more m depth plan IS establtshed to help hm1lher back mto
the mamstream of society The CHIP center IS a 24-hour, seven day per week residential
emergency shelter It also operates a daytIme outreach program from 9 00 a ill to 200 P ill daily
Dunng tlus tIme penod, any homeless person can go to CHIP for a shower, do laundry, make a
phone call, receive mall, get clothmg, receive mental health counselmg, have a sandWich, and get
help WIth their problems
Case management and outsIde social service provider offices and a communrty-pohcmg substatIon

Pmellas Faclltty would proVIde a range of services, mcludmg shelter (emergency, tranSItIOnal and

Tnal Perio,d Review:
The ohgmal1996 request was for a residential shelter In conjunctIOn wIth a pollce substation to be
developed at the western termmus of the SIte on Park Street The shelter and pollce sl)bstatlOn was
constructed and opened on Apnl 20" 1998 The shelter IS a structured facility (one with rules)
versus the soup kItchen (no rules) The soup kItchen (not part of thIS request or re-revIew) feeds
approximately 200 I11dlVIduals dally (some not homeless) Over the past year (June 1, 2002, to
May 31, 2003), the CHIP Emerg~ncy Shelter (ovenught accommodations) served over 1,500
unduphcated chents (I! 1 01 adult males, 336 adult females and 63 cluldren) These I11dlVIduals
have also partiCipated m the CHIP program elements of counselmg, goal plannmg, obtaIhIllg
employment, buagetl11g, and acceptmg,the responSibIlIty to change their hves Because CHlP IS an
emergency shelter that focuses on smgle mdlvIduals, the 52 families who had temporary
emergency shelter at CHIP thiS past year were moved ql!lckly mto falmly shelters, transItional
housmg programs, SectIOn 8 or Supporhve Housmg or reumted with famIly and/or relocated to
other parts of the country For the smgle mdlvIduals completmg the shelter programs, there IS a
93% success rate (I e , obtaInmg housmg and not returnmg to CHIP for 12 months) The CHIP
Day Center IS open everyday and has an average of 75 IndiVIduals utihzmg services dally
throughout the year With pe!lks of over 100 mdlvIduals dally ciurmg certam ,seasonal pen ods Over
the past year (June 1, 2002, to May 31, 2003), 3,256 mdlvlduals (2579 adult males, 654 adult
females and 23 chIldren) have utilIzed the seIVIces proVIded through the CHIP Day Center, which
aIms to make sure the homeless m our cQrnmumty know where they can meet With counselors, take
care oftmmedmte phYSical heeds, and statt makmg life changes that lead to gettmg off the streets
Many homeless mdIvlduals come mto the Day Center more than once, m fact, It may take several
seSSIons for a homeless mdlvIdual to start makmg the chOices ang. changes that will lead to self
suffiCiency Dunng thiS fiscal year, 892 new (I e, not prevIOusly seen) homeless adult mdlvlduals
came through the CHIP Day Center doors The polIce substatIOn has been manned by an average
of eight officers, mostJy on bIcycle patrol of the neIghborhood Officers respond to calls for
serVIce as well as InitIatIng actIVItIes by patrollIng the neighborhood
