History of Applicant and Project
Clearwater Homeless Intervention ProJect, Tne (CHIP) was developed at the request of
the CleCifWater CIty CornmlSSlOn to address growmg Issues With the homeless III
Clearwater The CHIP emergency shelter 1S a "l11gh demand" shelter wluch Iequrres
persons staying m the shelter must comply with program requirements such ,!S hl~vmg a
Job wlthm seven days, the development of an mdlvIduahzed goal plan and a budget and
savmgs plan Durmg thelT stay, each person must afso complete asSIgned chore~, comply
wIth curfews, mandatory group meetmgs and dally counsehng sessIOns.
Rule violatIons are dealt with usmg a progreSSIve dIsciplIne model ClIents may be
expelled from the shelter for senous VIOlatIons for progressively longer penods Only
13% of CHIP shelter chents have been expelled and subsequently return
In addItIon to the shelter program, CHIP operates a daYtime outreach program wluch
allows people to shower, wash clothes and make local telephone calls Many of those
who utilIze the daytune outreach program apply to partIcIpate m the CHIP shelter
program
The CHIP program has been successful III assI~tmg the homeless transItIon back mto the
mamstream. 93% of those who complete the program remain self suffiCient 37% do not
complete the program, but move on to permanent housmg at an earber pomt
