I. INTRODUCTION
Monaco Resort IS proposed to contam 33 condominIUm umts located on the west side of
PomsettIa Avenue north of the Bay Esplanade mtersectlon (See Figure 1) ThIs
mtersectIon IS a three leg mtersecuQn th{!t IS controlled by a "YIELD" SIgn The sole
proposed dnveway IS planned to be located 45 feet north creatIng a slIght off-set at tins
mtersectlOn The City of Clearwater has requested this Traffic Impact Stu9Y to evaluate
the impacts of the project traffic at the mtersectIOn_ Prior to completmg tins analysIs a
methodology was establIshed WIth the Olty of Clearwater traffic dIvIsion
II. EXISTING CONDITIONS
"Fhe mtersectlon has unusual geometry wherc Bay Esplanade compnses the east leg of the
mtersectlOn, and Pomsettia Avenue compnses the north and south legs of the mters~ctlOn
The north-south movements are the predommant movements The south leg (PomsettIa
Avenue) contaIns one lane that provides for through and right turns. The north leg
(poInsettia Avenue) contams one lane wluch IS presently "YIELD" controlled, and the
east leg (Bay Esplanade) contams one shared lane All streets are posted with a 25 MPH
speed lInut. Peak< penod intersectIon tummg movement coun~ were condt].cted m Apnl
2004 dunng the PM peak penod (4-6 PM) Traffic counts were adjusted to annual
average eqUivalents usmg FDOT seasonal adjustment factors In additIOn mtersectIon
geometncs were recorded m the field The mtersectlOn was analyzed USing Highway
Capacity Software (ReS), the existmg traffic volumes are shown In Figure 2 and the
HCS pnntouts are mcluded In Appendix A.
Presently all movements at the mtersectIOn operate at LOS A dunng the PM peak hour
With minimal delay Velncles Yleldmg at the southbound approach qUickly moved and
queues were I - 2 velucles '
III. FUTURE CONDITIONS WITH PROJECT
The Monaco Resort is proposed to contam 33 dwelling uruts Tnp generatIOn was
e::.tImated usmg [TE Tnp Generation, 6th Edition, Land Use Code 232 (High-Rise
ReSIdentIal CondonumumJTownhouse) The project Will generate 138 daily tnps, of
which 11 are expected dunng the AM peak hour (2 entermg I 9 eXItmg), and 13 are
expected dunng the PM peak hour (8 entenQg 15 eXltrng) Project traffic was distnbuted
according to the follOWIng percentages
80% from/to south on POinsettia Avenue (11 trips)
20% from/to north on POInsettia Avenue (2 trIpS)

of the property to a condOlllllllWTI motel ReservatIOn depOSits are currently bemg taken
I have advI~ed my client that the SIgn ordmance req U1rements need to be complied With and we will
work WIth deSign profeSSIOnals and CIty staff to resolve the Issue As we proceed, we request that
any further formal aetIon by the CIty of Clearwater be delayed for a reasonable penod ofttme (say
60 days) to develop Viable SIgn alternatlVes The eXlstmg sign has been 1Il place for more than 30
