Osceola Avenue Clearwater, FL 33755 e Meeting Minutes Tuesday, May 13, 2025 9:00 AM Main Library - Council Chambers Neighborhood and Affordable Housing Advisory Board City of Clearwater Neighborhood and Affordable Meeting Minutes May 13, 2025 Housing Advisory Board Roll Call Present 4 - Board Member Frank Cornier, Board Member Linda Byars, Board Member Christine Bond, and Board Member Charessa Doty Absent 2 - Chair Robyn Fiel, and Vice Chair Lindsay Dicus-Harrison Also Present 2 - Dylan Mayeux — Economic Development & Housing Real Estate Coordinator, and Dani DeBois- City Clerk Specialist 1. Call To Order The meeting was called to order at 9:00 a.m. 2. Approval of Minutes 2.1 Approve the April 8, 2024, NAHAB Meeting Minutes. Member Byers moved to approve the minutes of the April 8, 2025 Neighborhood and Affordable Housing Advisory Board. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None 4. New Business Items 4.1 Approve the staff recommended funding allocations for use of CDBG funding for Program Year 2025/26. Economic Development & Housing Real Estate Coordinator Dylan Mayeux presented a PowerPoint on the FY 2025-2026 Annual Action Plan and the proposed investments for community housing and development needs. In response to board discussion, Mr. Mayeux said eleven applicants were funded. Board Member Byars moved to approve the staff recommended funding allocations for FY 2025-2026. The motion was duly seconded and carried unanimously. 4.2 Recommend City Council approval of the Substantial Amendment to City of Clearwater's Fiscal Year 2021/2022 Annual Action Plan, which includes the HOME-ARP Allocation Plan, and authorize the City to modify existing agreements and request new applications for funding. Mr. Mayeux presented on a recommended a HOME-ARP amendment to adjust for current needs for affordable rental housing. In response to questions, Mr. Mayeux said the concentration would be shifted to building rentals for residents rather than assisting housing needs of individuals and services providing that. Board Member Byars moved to recommend approval of the substantial 2 City of Clearwater Neighborhood and Affordable Housing Advisory Board amendment to HOME -ARP to City Council. The motion was duly seconded and carried unanimously. 5. Director's Report Meeting Minutes May 13, 2025 Mr. Mayeux said Dania Perez would be the acting Community Development Program Administrator. 6.
